Alright, I have a rather long winded question that is relevant to some character development I'm trying to do. My current understanding of death in the FR is that upon dieing your soul goes to the fugue plane where it mucks around for a bit before either being claimed by your patron deity, or tossed into the wall by Kelmy. Raise dead works by grabbing the soul back before this happens. What happens if upon being summoned back by a raise dead spell, the soul is losing its will to return to the mortal realm?

The soul either refuses or accepts the raise. If it refuses it, the person stays dead. The god raising you has the power to take you and return you to life. It's up to you to decide if you want that or not. I would imagine if the soul can't decide if it wants to come back, it just wouldn't be raised by the god raising it. I doubt the gods are going to give you a couple of minutes to think about it. Besides, I imagine they don't ask, it's probably a subconscious thing where the god just knows if you want to be raised or not just by looking at you. They're gods, after all. They would know what you feel about being raised right away, I imagine.

Raise dead will work even if you've gone through the bureaucratic ordeals of death, its only limitation is one day per caster level. But yes, the soul has the choice not to be raised.

The only times it doesn't work are: 1. You're body isn't in a good enough condition; 2. It has been too long since you died (day / caster level I believe); 3. You died of old age; 4. You don't want to come back to life; 5. Your soul is trapped magically (such as by the Trap the Soul spell); 6. You're currently, or have been, undead (IIRC).

You can, however, resurrect someone who has been undead, after they've been destroyed.

what exactly is the "grace period" for deciding to return to life, does the soul get a few minutes to mull it over? Or does it have to be absolutely instantaneous? The whole idea I was tossing around was that it would take a bit longer for the spell to take effect, not a lot longer, but noticeably so, to reflect the indecision of whether or not it wants to return. Just an idea, obviously if the lore doesn't support it then that's that.

I'd presume it's the casting time. Beyond that, I'm not even sure how time flows in the Fugue Plane. Some planes have time flow differently, so it could be longer or shorter.

I assume the soul has precisely as long as it needs to take to decide. It's not the full character, the petitioner is a shell of its former self. You don't strike up full conversations with dead petitioners in fugue, generally.

What's a few seconds could be years for the soul to ponder over the thought of coming back. That's not a canon answer however.

No visiting the planes to chat with dead friends.

Though it's worth noting that RPwise someone with the Spiritualist job can speak with the dead as according to the job description and confirmed by DM. We made use of it when Dan was dead and refusing to heed the call back to life and made for some really good RP. Course trying to find a Spiritualist is generally hard since it's not a high desired trade

It's pretty basic stuff to communicate with the afterlife. That's the entire premise of shamanism. Whether the communication is with the actual soul in the god's plane, or the spirit and reflection of the physical creature and its memories is another matter, of course.
