Since the scrolls are worth very little, especially at lower levels after identtifying them, could we move them to their own loot roll like mythals, bone wands and blank scrolls are?

Either move them to secondary rolls, or increase their innate GP value so they can be sold for something. Killing an epic monster and getting a 300 GP item is underwhelming.

In a perfect world, I would ask that we move them all to being made by Arcanist via a Blank Page and a scroll of whatever BoT spell you wanted to make. Making books and pages of Transmutation fit the job description of someone "who tires of the limitations of his own magic."
