Other official notices may of course be placed here by DMs as desired. I request that public reactions be made in other threads to avoid numerous posts along the lines of "A robed figure reads the announcement and slinks off with a menacing chuckle". //

Copies are posted on all public notice boards in Cordor and the immediate environs, filed with Clerk Franton in the Commonwealth Centre, sent to the Secretary of the Press and included in compilations of official city documents housed in Cordor's library, the Council archives and elsewhere.

Depending on their importance, they may also be announced by Town Criers.

Such things may vary in colour from clear to gray through green to black. For your safety, do not approach or touch any such material, as it may be dangerous and/or hostile.

We recommend that you balance prudence and conscience in any decision you might make. The Ministry, however, sees no reason to deny the Knights' request to solicit funds from the people of Cordor for the specified purpose.

    Should any citizen or resident of the Commonwealth wish to make a donation to a relief fund through this Ministry directly, please advise the Secretary of Health, Dr. Ignoma, or the Minister, Citizen Xee*. Relatively non-perishable foodstuffs such as flour, grains, potatoes, or dried meat or fish would be most appropriate at this time. Other items such as basic household items (pots, utensils), survival equipment (tents, healing kits) or fishing gear may also be useful.

    Your prayers for the welfare of the people of the Caraigh and for the defeat of the dark forces that lurk there will no doubt be appreciated.

    A recent agreement between the Commonwealth of Cordor and the druids of the Amia Forest will potentially see Cordor's farmers receive assistance in improving crop yields. Archdruidesses Malandria and Elana Alean'elrvis met with the Council recently to discuss an offer by the Grove to review the Commonwealth's current land usage and the methods employed by our farmers.

    Minister Maximillian welcomed the initiative on the part of the Grove. "Our present state of agriculture is sustainable, but only at the current population we have," he said at a meeting of the Commonwealth Council at which the proposal was unanimously approved. The Council has considered other options, the Minister said, but "would sooner make better use of the land we do have."

    The Archdruidesses and their assistants will soon be visiting the Outskirts on their fact-finding mission and our citizens are requested to provide them free access to the fields and to answer their questions about farming techniques. They may be identified by documents of permission issued by the Ministry of Health and Public Welfare. Any questions by citizens about the new land-use initiative may be directed to Minister Xee. The Council will review their report and, if approved, will implement the suggested changes.

    An increase in food production is required meet projected future requirements but can also be expected to increase Cordorians' standard of living. Secretary of Finance Penn E. Pincer described the agreement as a "win-win" situation. Minister Maximillian was positive about the offer and the potential benefits for the Commonwealth and he praised those who work the land on its behalf. "Our farmers are good farmers," he said.

    Due to a recent outbreak of plague on Amia affecting birds and animals alike, the Ministry of Health and Public Welfare is obligated to take certain measures for your protection.

    The plague is known to have been started by Talonites and anyone actively attempting to introduce the plague into Cordor may be treated as engaging in war against the Commonwealth. As such, they may be arrested and imprisoned and/or executed.

    The plague afflicts animals and birds of many sorts (though insects, frogs, snakes and lizards are not known to be affected). There are two forms of the disease, both characterized by the production of excessive mucous from the mouth and nose, and both of which are generally fatal, differing mainly in the amount of time it takes the disease to run its course. Just because you do not see mucous does not mean that the animal is not infected. This illness
    can be transmitted to people.

    Prayers of Restoration or Greater Restoration have been shown to cure the disease in its current forms. If you feel symptoms of illness that involve a runny nose or production of phlegm, please wear a mask and have your local cleric visit you to perform the appropriate incantations. The mucous or phlegm itself is infectious and should be carefully disposed of.

    The following measures are recommended for your protection:

      1) If you handle animals or birds regularly, wear gloves and a mask while doing so. Bathe afterwards if possible. Do not allow pets outside except for short periods and under direct supervision. Do not allow them to come into contact with other animals.

      2) If you see a dead animal or bird of any sort, do not approach it but notify a Guard or Ministry official so that it can be removed. If you must do so (e.g. it is in your house), wear gloves and a mask as above and use tongs to place the body into a heavy cloth bag for disposal. Place the tongs in lye or vinegar and let stand for 24 hours. Pour vinegar or lye in water where the body was found to dissolve any mucous and leave it for 24 hours while keeping people away from it.

      3) If you see a person, animal or bird with a great deal of mucous coming from nose or mouth, isolate them if possible and notify the Guard or a Ministry official.

      4) DO NOT enter the sewers.

    The following regulations are being enacted for the duration of the situation.

      1) No animals or fowl or food products derived from them (e.g. meat, eggs, cheese, milk) will be permitted to enter the outer gates of the city. The import of furs, hides, down (feathers) and similar products is also prohibited at this time. Wagons and ships will be inspected upon arrival by Guards and/or Ministry officials and the entire contents of any such shipment found may be prevented from entering the city and/or may be confiscated and destroyed without compensation.

      2) Any animals or fowl sold for food within the city must come from farmers who already operate within the city limits. Ministry representatives will be present in the city markets and must monitor and approve all transactions involving live animals.

      3) Anyone normally engaged in raising animals or fowl within the outer gates (e.g. Cordor north) shall report the number of such animals or fowl to a representative of the Ministry and shall be prepared to have their barns, feedlots, stables and coops inspected at any time, without notice. This includes all individuals who raise such animals for personal use. All such animals must be kept in their barns, stables and coops until further notice.

      4) Any animals or fowl, domestic or otherwise, having a significant discharge of mucous or saliva from nose or mouth or otherwise appearing ill or being found dead must be reported immediately to a Guard or to the Ministry for inspection and/or disposal. Those who are engaged in the business of raising such animals for sale will be compensated by the Ministry for the loss of any stock.

      5) As always, any individual entering the city must remove any headgear when asked by the Guards. Anyone displaying any symptoms of illness may be refused entry.

    The Ministry apologizes for the inconvenience but is obligated to institute these measures for the protection of all citizens. We hope that with your cooperation we can prevent the plague from affecting the city and that we will be able to remove some or all of these restrictions soon.

All persons who may have friends or relatives of elven or part-elven blood living in the Elftown quarter are therefore advised to contact the Ministry with the address(es) of your acquaintance(s) in case your assistance is required for the identification of those sadly struck down. The Ministry has allowed a period of two (2) days for any interested parties to communicate with officials, after which time the deceased will be cremated in the interests of combatting the plague.

    The Elftown area has been quarantined by the Ministry until further notice and citizens are enjoined not to cross the barricades under threat of summary arrest and detention or more extreme measures as necessary. At this time there is no reason to suspect any other outbreaks in the city, but citizens are advised to adhere to any edicts of the Council or the Ministry and to the instructions of Guards or Ministry personnel regarding your continued safety. Private citizens and organizations interested in assisting may make cash donations or provide scrolls of Restoration to the Ministry offices or to Secretary Dr. Karce Ignoma at the Hospice in south Cordor.

Edit: The barriers are taken down within a tenday or so and next of kin allowed entry to retrieve the possessions of the deceased and/or to move in if they possess legal title. Those buildings for which no survivors or next-of-kin can be found are boarded up, the contents to be eventually sold at auction. Title to the property reverts to the Commonwealth in the absence of other arrangements by the deceased.

The three Measures of said Notice as well as Regulations 4 and 5 remain in effect for the time being.

Another statement is released late the following day, without fanfare, in reaction to news of the Justicar's death. It is posted as usual on public notice boards; copies are sent to Cordor's Secretary of the Press and to Kohlingen's office of the Justicar, the Temple of the Triad and to Sir Yaston Sylgerand.

A day after Xaviera's return to duty, the Ministry distributes a notice:

To the People of the Commonwealth:

Bendir Dale and the Shrine of Eilistraee have both recently been struck by a blighting wind that has destroyed all vegetation and unpreserved food supplies.
We do not know if this phenomenon will strike again, or where, but given the Commonwealth's current troubles with food production and distribution, such an event over Cordor could cause serious problems.

The Ministry highly recommends that all residents make the effort to set aside, where possible, a store of at least one month's worth of dried, salted, pickled or otherwise preserved food, and urges all food producers to immediately take steps to treat a large portion of their product in this manner.

[There follows a list of common foodstuffs and the ways in which they can be preserved, including meat and fish (drying, salting and/or curing), eggs, cucumbers, cabbage (pickling), other vegetables (preserving in oil), fruit (jams and jellies), etc.]



Xaviera also meets with Elijah Cromwell, Minister of Labour, to discuss ways to increase salt and fish production and to organize extra help to process existing stores of unpreserved food.

The departing Minister of Health and Public Welfare, Xaviera Xee, in a reversal of the policy enacted under the former Speaker, Joseph Maximillian, has announced that prostitution will once more be legal in Cordor. The new legislation was passed unanimously at the last meeting of the Council.

"Under the previous administration, the criminalization of pleasure work was a major tactic used by allies of the Arcanum and underworld thugs to steal information from the Ministry of Law. If we can ensure that those who work in this area are well-treated and well-compensated, this reduces the opportunity for criminals to make money in Cordor and to undermine the Commonwealth. This also gives us the means to ensure that anyone who practices the trade does so in a clean and safe environment and that regular health checks are performed."

The Minister, who worked for a time as a self-employed courtesan prior to the establishment of the Commonwealth, noted that the new regulations would also permit the establishment of 'safe houses' for those in the trade that would be subject to regular inspections and taxation. She explained that rules would limit the profits to be made by any who operated such premises, as well as those who wished to act as brokers for the services, jobs that were traditionally performed by 'madames'. Further, the Temple of Love, the bath house and center of worship she runs in North Cordor as High Priestess of Sharess, would provide half a million coins to assist the Commonwealth in the construction and establishment of several such buildings in discreet locations about the city and would offer financial support to those who wished to enter the trade but who were unable to pay for lodging in the new premises. She stated that "those who are in the business because they want to be should be able to practice freely, while those who are in it but would rather not be should be helped to leave it on good terms. These regulations will ensure that more of the money that our ladies make stays in their own purses, which further reduces the opportunities for exploitation and allows them to build up the funds they need to support themselves at other trades."

Minister Xee further noted that only those who registered as courtesans with the Commonwealth authorities would be covered by the new law and permitted to practice. Those who offer unlicenced services could be subject to prosecution under laws regarding lewd conduct, breach of the peace and similar codes, as the laws also require that solicitation shall not "constitute an eyesore or public nuisance in the advertising or performance" of the services, which "must be provided indoors in an enclosed area that is out of the sight of others". "Even while technically illegal, the sale of pleasure for coin has never stopped in Cordor," the Minister said. "People being who they are, I expect that it never will stop. We merely wish to acknowledge reality while making the business safe for those who buy and sell in the Commonwealth in accordance with the doctrine of Waukeen."
