I don't know why people keep insisting on derailing the thread in the hopes of "helping us" but our problem is really straightforward. We want people to stop being douche bags OOC. Follow the damn server rules. And have DMs that actually give a shit that people are breaking the rules all the time. Everything else is not our problem. You want to have a RP spot where you can cock flex without being told GTFO? Go ahead and make one. You wanna have a goblin friendly area? Go ahead. Have at it. Why people feel we owe everyone else these things to make it happen for you? I have no fucking clue. We don't log in every day to make sure your needs are taken care of. Two attacks left quite the heap of dead troll carcases on the outskirts of the Dale, though this time around militia casualties were avoided, thankfully. This day the trolls, aside from greater numbers, boasted the support of several darkly-clad humans, wielding wicked swords and all wearing the same coat of arms. In the aftermath of the attacks, the Skull Crags seem to have returned to "normal", in terms of troll activity. How long this respite will last... remains to be seen.

Technically, its not rule breaking to PvP in front of the guards outside of the gates. I wouldn't call it great taste or good form, but without diving into details of a specific event on a public forum, its hard to get an exact picture. Cases like this are something we can take a look at, but it was decided that the gate guards were there strictly to keep murder out of the Dale proper (Walled off region), rather than assisting in conflict in the 'buffer zone'. Again, we can take a look at the PvP set up and NPC situation.
I think this topic is nearing the end of its usefulness.
We've got changes incoming, as we're deciding who's going to be taking over the Dale from the Dm team. We can't expect all of the issues to be solved all in one fell swoop. So let's see what changes come from having an active DM overlooking the area, and having the others idle there more frequently. We'll also make a reminder post making clear the NPC rules surrounding the Dale, once they're established (As I presume players are uncomfortable with its current setting).

Like, is this a consistently-applied standard across settlements? If someone attacked Marcus right outside the gates of Cordor: North, or Ulrik right outside the gates of Kohlingen in plain view of the guards, would that be okay rules-wise?

Well, its a problem at the moment. But the Dale was kind of an odd exception to the rules that govern most NPC guards. Its been cause for confusion, certainly been cause for player grief, so now it'll be cause for re-evaluation.
Fighting in front of most NPC guards just doesn't really happen, given PvP zones and boundaries (And some simply not caring. See: Cordor scouts in the frontier). But since the Dale kind of has two circles of security, and a ton of traffic, its got a unique case, that, more or less, allowed for fighting on the roads.
As it is, I think we'll likely push out some clarifications so that instances like these don't crop up anymore.

I would totally appreciate that, Hackums. And on the off chance that I've left my thoughts unclear, I'll repeat myself one last time.  The Dale is the only settlement on the server with a significant in-game representation of its citizens and residences outside of its walls. Having the Dale guards be the most disempowered on the server to act in protection of those interests is not smart, and makes sense neither IC nor OOC.

This autopsy was given to me by Nadya Simmons from a female human cultist that was captured and taken to the Salandrans:Quote: Autopsy report; Target's heart increased in size, 150% of average size. Cavity wall thickness increased 200%. Quoting the Salandran cleric it could "put a racing horse in shame", this change was likely done to keep the target alive longer after the mutation. Veins have become more resistant, the stretch marks indicate dramatic muscle growth within very little time. Powerful skin pigmentation even after death, likely a side-effect of dramatically increased metabolism. Increased muscle-tissue and vein resistance provide increased, even if slight, resistance to cutting. All organs seem to be fortified and/or atrophied.All in all it seems someone tried to turn her into as close as possible to a perfect killing machine. Whoever did it did not expect her to live long to begin with, sort of a flash-soldier, no training period required, casualties guaranteed. Due to this change burning the body's "fuel" out in mere days, the death seems to count as "natural" despite unnatural means to achieve this, rendering Resurrective magic useless. It seems likely this can be done to anyone, with or without consent, thus being captured by these people could mean that any one of us could be turned into one of these, and thus killed within days, irreversably. For official city and militia personnel:
I had a meeting today with Abdullah Fadir of the Silver Dragons, Nadya Simmons, and Tom in regards to the events with the trolls.
There's not much new information towards the events going on, though the source of the trolls seems to have been determined to be coming from the underdark, probably illithid slavers. On top of this, they may be using human slaves as fodder in this as well, using this black blood stuff on them against their will. It seems that much of the materials, personnel, and trolls are coming from the underdark trade.
The Silver Dragons from Kohlingen are planning to investigate this, and mister Fadir has ensured me of course that they will not be operating within the Dale. They are assigning two people to this specifically, Vera and Nadya.
Tom may see if Darksong Knights from the Shrine can sneak around the underdark to dig up clues on this matter as well.
The Dale will not be a military hub for any of these operations, rather I will continue to hold meetings with the sides involved so we can share information. This will keep us informed, and allow them to efficiently deal with this matter and end the threat of the trolls to the Dale. Mutual benefit!
Since I have been most heavily involved in this matter, I will continue to do what I can to coordinate efforts to resolve it until informed otherwise.

The massive explosion that marked the end of the attack on the Dale left quite a few windows shattered throughout Bendir. The fighting resulted in over a hundred, some say near on two, bodies lying in the Dale and the Skull Crags, which the militia pile up in massive pyres and burn. The conflict with the troll horde seemed to have piqued the curiosity of Bendir's other unsavory neighbours: orcs and mylocks have ventured too close for comfort to Dale lands, but were driven off by militia patrols.
While no more augmented trolls can be seen around the Skull Crags and the sounds of their battle drums and war horns are fast becoming a bad memory, many residents of Bendir Dale are more than a bit tense in the wake of recent events.

If safety is a concern, just ask and guards can be posted to oversee the process. Non-racist and potentially even Elven or Half Elven ones at that if we are provided advanced notice of your arrival. There is no reason your kin should feel threatened by us, nor us by you.
That said, and I cannot stress this enough, any act of espionage will be considered an act of war by the otherwise peaceful city of Winya upon the Commonwealth. We are already on high alert and I pray you do not tempt your luck, or risk the rather tense peace that remains across the island.

A box is set next to Cindle for the election. The ballot, along with an envelope, is set aside for citizens on her desk. The form looks fairly similar to the nomination form. 8) The Dale does NOT allow Feytouched to become a citizen currently. Thus fey refers to full-blooded feys that requires DM-approval to play. Even then, we mean small fey, like brownies and pixies. Human sized ones have also never been accepted, like nymphs, dryads, sidhe, satyrs, etc. Therefore, they cannot participate in the election either.
9) Except for the above, anyone that is hin, gnome, dwarf, or fey can be a citizen of the Dale. Citizenship is assumed if you have the ability to bind to our leyline node. There is no formal IG process, nor do your characters necessarily have to live in the Dale to be a citizen, given the limited number of player housing and so forth.
10) The elections will close at September 22nd, 11:59:59 PM, EST. The results will be announced in an event TBA.

I would once again like to applaud our three candidates for their nominations and their trust they have received from our residents! While all three candidates attended the debate, Rorimac Beestinger has decided to withdraw from the race. Therefore, the debate took place between Serena Voi and Dian Sourfold.
Thank you all for everyone that have attended the debate! It was quite a turn out and all of you had wonderful questions for the candidates! In a few moments, the election box will be set up with Cindle so that you may all begin casting your vote. Unlike the nominations, if the individual candidates desire, you may cast your vote for yourself. As stated before, since the race is between two candidates, I have reduced the number of votes to one candidate per person.
With Hearthkeeper's Blessing, Laurel Beestinger//I have made a separate thread for the election so please vote there. As for the transcript of the debate, I will leave that to Leathan and Bobo to figure out since they volunteered. Mayoral Debate
Laurel: The debate will take place in a following manner. I will ask a candidate a question, and wich each question, we will take turn on who I ask the question first. After that, we will open the floor up to all of you to ask each or both of the candidates whatever question you'd like. But please raise your hand and I will call on you, so that we don't have teveryone speaking at once. After that, we will open it to the candidates to say any last words. Alright, let us start! Laurel: I will first start this question with you, Dian! Laurel: What is your number one thing that you would like to address if you were elected as Mayor? Dian: Well, to strengthen and support our community is my priority. From literal protection such as Militia-based aid to events to bring us together. That's my aim. Laurel: Alright, Serena, the same question. What is the number one thing you would like to address if you were elected as Mayor? Serena: Solve the hostility between militia members and adventurers, or other guests to the town. Laurel: Both of you brought up the Militia, so I will ask you two about the Militia. Serena, I will start with you this time. The Militia, of course, has seen quite a transformation throughout the years. Usually, but not always, under a new leadership of a new mayor. If you were to be elected, my dear, is there something you would like to change from the current set up? Serena: Either appoint leaders who actively take part in seeing other members follow through correctly with regulations--be it better handling with problems or issues... or perhaps disband it and allow the citizens to, once again, take part and have word and authority. Laurel: Thank you, Serena. Dian, the same question. If you were elected, is there something you would like to change from the current set up, dear? Dian: I'll be focusing on making sure our Militia have the right gear and training to defend Dale lands. I'd also like Militia ranks to be meaningful and not used. Ultimately, no drastic changes. Laurel: Thank you, Dian. My next question, I will start with you again. As evident from Mayor Missus's proposal on the kobold ban, we saw quite a heated debate take place regarding who should and should not be allowed on the Dale. With some of our residents extending the conversation beyond kobolds to tieflings, drow, orcs, and so forth. What are your opinions on racial bans here in the Dale and is there anything you would like to do differently from how it is now? Dian: Racial bans are added with reason. We don't copycat what our allies do until it effects us. Drow, Goblinoids, Chromatics are banned for obvious reasons. They have and most likely will continue to attempt to harm us. We can say this solely because of the acts of many of these have affected us in vast numbers, to which I now turn to the Kobold proposal. While we understand our Gnome citizens have racial tensions, fact of the matter is they don't cause the Dale harm compared to MANY other races. Though, if we suddenly have to hack through an Army of them to cross the roads due to an attack, bans will be considered, but only when -as a race- they attack us. That's all I have to say. Laurel: Thank you, dear. Serena, the same question to you. What are your opinions on racial bans here in the Dale and is there anything you would like to do differently from how it is now? Serena: Exceptions to banned individuals would be made only after said person or persons invested time in interacting with us and the town. Where as some of the previous mayors took the simple word of "trusted" friends or allies, it obviously does not hold true for the rest, sometimes. I would address this issue by personally getting involved. I would meet and assess each person, personally, and then allow those same people to be known by the rest of us. In short, we'd invite people we know, not some stranger that was vouched by, at times, another stranger. As for the kobold issue...we honestly have not had much problems in the past with them. It's foolish, as the ones that have visited have shown no hostility, and, in fact, have put interest in coversing with us. Touchy, but I would work on another solution, not a full-fledged ban. Unfortunately, I can't offer one at this moment. Laurel: Thank you, Serena. The next question, I will start with you, Serena. As many of you dears know, as of Lyle's election, Deputy Mayor was introduced as one of the core members of the Dale's community. With Lyle, Nina was his second. With me, Missus mine. While the unfortunate circumstance in which Missus stepped up to the office is s certainly not something we would ever wish to happen again, it is nonetheless an issue we must think about as those of us who lead the Dale. What are your thougts on Deputy Mayor? Serena: I think it's good to have another to fall back on for support, opinion, or guidance. Also, it shows two people share responsibility, not just one person...well...doing it all. Laurel: Thank you, Serena. Dian, the same question to you. hat is your thought on Deputy Mayor? Dian: I think a Deputy's essencial (//damn dyslexia) to a Mayor's post. They can share the load and it makes for another point of authority to be around if one falls sick. Laurel: Thank you dear. I have overseen many projects during my time here in Bendir Dale. Installation of the north gate, Ironwooding the gates from the help of our friends from Oakmist Vale, hiring Bootsie to sell our home made produce, and also add the merchant stall once again to the center of the Square. Dian, do you have any plans for an innovation that you believe would help the Dale? Dian: One definite and one that would need large support. The plans set in motion for the Trade Hall in the old collapse gave will continue as it has been. The latter idea is to install a watch tower to keep an eye on all of our choke points and the carts. Also I've been thinking that we should hold somewhat regular Pantheon celebrations to draw our community together. Most likely more may occur but those are my initial plans. Laurel: Just so that folks have an idea, where are you planning this Watch Tower exactly? Dian: Most likely on the southern hill. The contents of the Watchtower will also serve as a dedicated Arvoreenian shrine and a place to train P.I.T.s. Laurel: Interesting visions indeed! Thank you, Dian. Serena, now I will ask you the same question. Do you have any plans for an innovation that you believe would help the Dale? Serena: Well, one of the few things that have always bothered me is the barren, northern portion of our town. In this case, the "rear" of Bendir Dale. Most of the stalls and traders there are hidden from the general public that come and go. I'd work on something to help improve that, even if it means relocating if necessary. Another would be a suggestion like Dian, here, has mentioned. The old cavern has plagued Bendir Dale for far too long with its neglected potential for improvement. Perhaps a crafting hall, yes, could be installed within after safely clearing it. Even a place for some to practice their work. Inventions! Smithing. Or...the like. Perhaps bigger trees, too. Some of us don't like to be hitting our heads when we sit on the benches. Though...that may be more of a personal preference... Laurel: You mentioned relocating some stuff. Just hypothetically, what would you move and where? Serena: The merchant who sells various ingredients, for example. I'd consider relocating him elsewhere. Perhaps closer. The empty stalls as well. That may even encourage other traders to set up here. Laurel: I see! Thank you, Serena. Well this is my last question to the candidates and Serena, I will start with you. The laws of the Dale has always been a controversial issue, amongst us internally and with our visitors externally. Is there anything you think would be better from how it currently is? Serena: Well... The main problem I tend to see often is comments on how things are vague or explained incorrectly. In all honestly, that is something I'd need to greatly consider and...well, I'm afraid I don't have a direct response or suggestion at the moment. Laurel: Thank you, Serena. Dian, the same question to you. Is there anything you would be better from how it currently is regarding our laws? Dian: Serena has a point. We want to welcome people to Bendir, especially due to our geographical location, so laws MUST be taken to a serious level on consideration before executing. The only suggestion I can say is making a law sign by the Town Hall and near the carts. But I share Serena's caution and say that I haven't any direct idea currently. Laurel: Thank you, Dian. And thank you Serena! At this point, I would like to open the floor for others to ask the candidates your own questions. You may ask one candidate alone or both of them. But please raise your hand and wait until I call on you. Laurel: Yes, Silverstone! Silverstone: Peach cobbler or strawberry pie at announcement? Laurel: Peach cobbler! Serena: Peach, of course, yes. Dian: P-pi-[stutter] Laurel: Yes, Finn? Finntram: A quesiton for Serena. You mentioned at the start of the debate the idea of potentially disbanding the militia? How would authority work in the Dale if that happened? It feels to me like it could become a free-for-all of who thinks something is appropriate or not. How would you structure or avoid this? Serena: Our current general would still remain with us. My intention was to make citizens have just as enough right to protect their home, not be simply left in the hands of one sole member...or one that, as it's been proven presently, one that hasn't been active. Finntram: I would never have thought that we can't defend ourselves or had to rely on militia. I'm just a little concerned about "Brandy's" Law, is all. Serena: I do not plan to completely remove it. Simply...remove bureaucritic feelings. Finntram: Thanks. Serena: Do not fret, Finn. Worst to come, leadership may just change! Laurel: Thank you, Finn. Excellent question. Yes, Tuomas? Tuomas: I'd like to ask both of you.. though I admit this question is more geared to Miss Serena's philosophy on the Militia. How do you make sure that the Citizenry of the Dale who plan to act in the Dale's defense will be equipped and knowledgable enough to do so? Dian: Well basically we're not all pretending we're in Titania's magical kingdom and are well aware of the attacks from 'visitors' lately. I'd personally be game for giving citizens equipment, though with good reason, to ensure their self defence. Laurel: Thank you, Dian. Serena, your thoughts? Serena: It's foolish to say I can guarantee it. It's impossible. We're bound to make mistakes. But we've all been here through the worst and best of times this island and world has brought us. Some of us are experienced warriors. Some are experienced adventurers. Priests. Bards. We each hold something unique and add to the table, sort to speak. It falls down to trust. Trusting each other to do the right thing, instead of on just one individual or sets of individuals. And no gift is more precious than trust. And I know there were past instances where that went wrong with our past citizens. But I feel this may help remove the bitter feelings of simple because on is not militia, he or she cannot handle it. Laurel: Yes, Silver? Silverstone: Is to both. Can Silverstone become citizen? Dian: Well, of course once paperwork and stuff is done. Silverstone: Silverstone not small. Dian: Crow must wear stilts now then. Laurel: Serena? Serena: Well, Crow was a very unique and "special" occasion. Of course, made by Lyle... all I can say is, it would take some serious consideration by all of us. Even then, I cannot guarantee anything. Laurel: Yes, Wally? Wally: Hi. This question is for both candidates. It's about our school. What would you do to improve our education system? Dian: Hm. Well, I believe ensuring all supplies for education aren't forgotten would be my priority. Maybe hire a new teacher or two. Serena: There used to be instructors that would volunteer for certain topics. That would definitely be encouraged, along with Dian's suggestion. Wally: Thank you both for your insight. Laurel: Alright, Finn. Go ahead. Finntram: Well, before I joined the militia, there were a few times when no militia was immediately around, and someone would come walking into the Dale proper with a weapon out or hood on and such. I just politely asked them to remove or correct such myself, even though I technically wasn't in the militia. This is more to Serena, but I'd be interested in Dian's input as well. How exactly do you believe law enforcement should be defined? Would you support the idea of it normal citizens being allowed to voice the laws to guests if militia aren't present, but otherwise defer to the militia if they are? Serena: Well, it's open for everyone to voice the law, regardless if you're actually a member of the town's authority... Dian: I believe citizens have the right to voice the laws if they see someone breaking them, but ultimately shouldn't force it. Serena: ...what I aim for is to have citizens possess the same authority, removing snarky remarks as, for example, "Oh, well.... You are no part of the militia, so why should I give a damn what you say?" Dian: Is that not enforceable without dispersing the Militia? Simply giving them the legal authority and making it known that they can do that would solve that issue, right? Laurel: Considering General Nof and his boys would remain in place under what Serena has proposed, I do not think it is accurate to say militia would be dispersed Serena: It hopefully removes that problem. That is how it used to be in the past. Before people were appointed... Finntram: I'd like to point out that while I support the idea of citizens being able to enforce and protect themselves if militia like myself weren't present, I'm skeptical of the idea of the force being partially disbanded as we have specific training and trust to interpret the laws whereas normal citizens may begin to argue over it. Not that I'm putting myself above anyone, and I trust the people of the Dale completely, but sometimes a little structure helps. Serena: And like I said, it wouldn't be disbanded completely. And besides, Finn, with all due respect, the militia does not agree on certain laws as is. You're equally granted the right to protect your home. Laurel: Well! If there are no other questions, I would like to give the candidates to say their last words. Dian, you go ahead and start, dear Dian: This island is on the brink of many bad things happening to many people. In the past couple of days we've lost three Militiamen and in the past month many attacks by our front doors. However while we should not ignore this fact, we should not dwell on it. Bendir Dale is the centre of the island, let us continue to be a strong community that will shine light upon these ever-darkening days. The Dale shall continue to welcome vistors and it shall continue to provide for its citizens. With our Halfling, Gnome, Dwarf and Fey looking upon us, we can continue to serve as one of the few places on Amia to have a strong enough backbone to push back the ever-closing pincers of corruption. A vote for me is a vote for someone who wishes to fulfill this ideology. Provider bless. Laurel: Serena, you may say your last words to conclude our debate Serena: Though I wasn't born in Bendir Dale, I've been here through the majority of my life. I've gone through the worst times with everyone and continued on--continued where others have left or simply gave up... I can't promise you prosperity free of chaos or violence, as much as I'd dream of it. But I can promise that I'll continue to stay with you. In Bendir Dale. As I always have--ever present and supportive and willing to do the best to prosper, no matter what is thrown at us. Because after all, we're hin. We adapt and prevail! Just to let people who weren't there know, all of the emotes are removed so it's just pure text. Leathan also abridged pauses if the same speaker spoke with no one speaking in between. So some of the awkward seemingly abrupt transitions and such are for those reasons. It's an IC transcript, not an OOC log. But it is unfortunate since Serena had quite a bit of emotes in everything she said. Some of the folks are cut out as well throughout the debate. So again, this is NOT complete, but that's to be expected from an IC transcript.

Vincent was detained for questioning today [See the Report Box]. He came willingly and appeared to speak honestly, though with him it's hard to be certain. He was thoroughly questioned and is no longer in need of further detention or arrest unless Missus deems it necessary.
