A slender woman in a white dress with deep mahogany colored hair walks through Cordor with a deep set frown- She carefully place a notice at the message board at the docks, under the guardhouse door and at the Cordorian Library.
Dear People of Cordor,
It is with heavy heart and a great sense of guilt I post this notice, for I did not come forward the moment I became aware of the perpetration of a criminal act. My only saving grace is, perhaps, that at first I was not entirely certain of the circumstances. None-the-less, I throw myself at the mercy of the courts for failing to come forward swiftly.
It is the Heralds of Triumvir who have possession of the magical painting stolen from the Cordor Theater which allow access to the demi-plane of the same name. They now confer among themselves which other city to give the painting to, while conspiring how they can keep those not among them from taking books from Triumvir's great library.
The Heralds lay false claim now, upon a beautiful place meant for all. They seek to restrict knowledge and entertainment on the basis of elitism and whim, rather then promoting freedom of knowledge wherever it is prudent.
They have already removed access for all not bound to the leyline and speak of equipping themselves with rods of dismissal so that only those of their choosing have access.
Such actions are an affront to progress, the law of Cordor and the doctrines of Deneir and Oghma.

Miss, What you are stating if more than just a rumor present your evidence to the guard. You claim to, "throw myself at the mercy of the courts for failing to come forward swifter," yet leave no name of whom you are. For the time being am removing your claims of a crime, since at the moment they are just claims from an unknown source with no evidence.

A white-haired guardswoman sees the note, and copies it, to return to the barracks.
Sergeant; The sender is known to me. Her veracity is easily proven.

With her brow furrowed with concern and uncertainty, the woman in white offers a few brief sentences to the authorities before bowing her head as the squad departs.
She lingers a time in Cordor, watching the candlelight flicker on the water in the square before leaving a brief message with the nearest guard who would accept it, that Private Mohammad is aware of how to reach her if anything else is needed.

Xaviera, upon seeing or hearing of the notice, immediately communicates the information to Minister Maximillian. If he departs for Wharftown prior to her contacting him, she will seek out Elorathall in the Triumvir. If she speaks to Maximillian before he departs and is informed of his intent, she would ask to travel with his party to Wharftown.

So its wrong to protect the vast stores of lore from individuals in the Cordor government coming into the Triumvir, taking books of knowledge and not returning them? What a heinous crime to try and ensure the information is available to all rather than a corrupt few.
