He tried it with me as i played Aethelred in the Wiltun shop yesterday. Killed him once then he just came back with another "adjusted" toon to specifically kill me (or it seemed like it as his AB and AC had obviously increased) and still failed, then he ran off to find easier pickings. Luckily Ainjyl came on not long after and and banned his ass.
He reminds me of Table toppers i used to DM for that didn't want to work with the party at all, no matter what PC they played, it was all about, "Me, me , me. I can make the best PC (mechanics wise) and all the best loot is mine and the rest of you are loosers for not doing what i do". They tended to start as Rules Lawyers first ( *weasly voice*. But it says on page 123, paragraph 4 in the DMG that.......) then evolve into either a full blown Rules Lawyer or a table top griefer, if they repeatedly didn't get their way as a Rules Lawyer because of the "what the DM says goes" clause. 'Course, it was easier to ban those players permenantly in Table top with an actual physical imprint of a size 12:)

Yeah, he slips through the bans because IP bans currently need to be done manually by someone with access to the server, which is a limited number of people for obvious reasons. CD keys are easy to come by, though it may be that I overestimated this kid's skill on gaining them. I've seen folks who appeared to actually know what they were doing before, and caused the DMs some extra work for real to keep him out. This guy's either half-assed about the whole grieving thing or just plain doesn't know how to do it properly.
Btw, I know saying stuff like this on the public forums may make some banned folks think "hey, that sounds like something I should try", but it's not really crucial information. We've a golden track record at catching folks who try to circumvent their bans, in case some snoopy banned player reading this feels like giving it a try. We know trix you couldn't dream of!

I was in the Wiltun armor/weapon shops too, and he started attacking me under the name "Lan Bao", after running around and panicking needlessly for a bit, a DM came along and took care of it. Just thought it would be best to make a post.

As I said, they are easy to starve, so starve them. Easy to say in the calm of the forums. Not so easy to actually do, when you find yourself in-game getting smote by someone with obviously tweaked powers.
