A lot of things are possible. We have a lot of non-standard race characters on Amia. A hound archon might be suitable, but it depends on your planned character concept.

I think he's just asking about RPing with his hound archon summon. As in summoning it and using the shout commands to make it talk.

Pureblood outsiders will be very unlikely to be approved.
However, if you get that far, I sincerely recommend reading the 2nd ed sourcebook Warriors of Heaven. It has all the vital information you need to play an immortal alien creature from the pure and perfect upper planes, since they are quite different from actual mortals. It improved my RP by over 9000 times when I finally found the book.

The approved characters are "actual" for all purposes of RP, but they do not get possible stat adjustments etc. mechanical boni beyond what the currently offered subraces can substitute.
