For the first time in many months, the Amian Recorder returns to publication. Faithful readers of previous back issues immediately take notice that the quality of the paper used is much different. It is a cheaper kind of paper, yellowed almost before it hits the hands of the newscriers.

CLARION OF THE COMMONWEALTH!

AMIAN RECORDER UNDER NEW MANAGEMENT!

Salutations and fortunities, citizens of the Commonwealth and extensive reader-base extending beyond the Gem of the Trackless Sea, the people’s city of Cordor! Doubtless you are shocked to see the Amian Recorder return from a period of silence and hiatus under new management, and boy howdy, is it a whopper of a tale! Our sources here at the Amian Recorder, always close to the very latest and breaking veins of newsworthy news and head-spinning hearsay from the hoi polloi, have extensively investigated the circumstances of the Amian Recorder’s reckless abandonment and resulting glorious republication.

The Ministry of Finance of the Commonwealth of Cordor, some six months ago, had placed Ethan Starr, former Editor-in-Chief of the Amian Recorder (yes, citizen, this very publication!) under investigation for tax evasion. Under the corrupt regime of the former Duke, Montgomery d’Cordor, the Amian Recorder was allowed to operate freely and without taxation in spite of the fact that the publication sold well all across the island. Staff writers and freelancers habitually complained of being underpaid, while the notorious Ethan Starr raked in the lion’s share of the profits and kept them towards his own benefit in contrary spirit to the commonwealth! The Ministry of Finance wisely considered the Amian Recorder to be a business enterprise unsupported by the Cordorian Merchant’s Guild and therefore lawfully and dutifully subjected the operation and the tenancy to a properties and operations taxation. To their astonishment, all documentation forwarded to Ethan Starr was ignored!

“The Amian Recorder drew in significant annual capital well within the range to be reasonably taxed for purposes of the commonwealth,” states Penn E. Pincer, Clerk 1st Class of the Ministry of Finance. “The paper alone could have provided enough revenue to improve the living standards of an entire city block in South Cordor. Regrettably, Ethan Starr opted to ignore his civic duties.”

And worse, dear readers! The valiant Captain Yance, responsible for the single-handed arrest and incarceration of the terrorist, Mynna, had the unpleasant duty of informing Ethan Starr that his accounts were in arrears. However, upon doing so, Ethan Starr, in an unshocking and most unflattering display of cowardice, fled from Cordor rather than pay the people their due, leaving his property and his press derelict to be collected by the state!

“Seditious son of a bitch,” Captain Yance said, when asked about his encounter with Ethan Starr. After the confiscation of several documents and yet-to-be-printed press plates of the Ethan Starr’s Amian Recorder, the Ministry of Law has placed a general warrant out for the arrest of the AWOL writer, under suspicion of blatant sedition!

Jay Edgar Mover, Clerk 1st Class of the Ministry of Law, had only this to say: “What we have read that Ethan Starr was planning on publishing clearly makes him a person of interest in the matters of state security. His sympathies and the dogma of his unprinted works indicate a clandestine relationship with none other than the Noble’s Army, the supporters of the duchal regime suspected of conducting and guilty of threatening the motivation of several terrorist activities in the Commonwealth. If he is seen or heard anywhere in the Commonwealth, he is to be reported at once.”

The Speaker of the Commonwealth, Joseph Maximillian, Minister of Law and Finance and our most respected provisional head of state, sends a general request to the governments of other states and principalities on the island of Amia to apprehend and extradite the dangerous criminal into the Commonwealth’s custody if he is found to be evading his crimes in your jurisdiction.

After the Luskan-bought press collected dust for a few months, the citizen William “Bill” Hurst (yours truly, dear reader) agreed to purchase the press from the state at a sensible rate to cover the deficit created by the craven Ethan Starr and to once again breathe life into a publication meant to inform, to entertain, and to educate the citizens of the Commonwealth and all of our readers across the island!

“If anyone can report the goings-on of the island accurately and with zesty appeal, Bill Hurst can,” quoted Joseph Gerbils, head of the Bureau of Public Relations, a new joint-Ministry commission like the Bureau of the Census. “He is a graduate of the Academy of Arts, a non-profit scholarship organization supported by many artistic patrons on mainland Toril.”

LAW KNIGHT ZEYRIEL BRAVELY DIES IN DEFENSE OF THE COMMONWEALTH!

Countless citizens in the Commonwealth, including enlisted men in the City Guard and in the Adventuring Division, publically mourn the loss of Dame Zeyriel, the only female Law Knight to serve under Sir Mark Dorne, appointed in honor by the Minister of Law himself, Joseph Maximillian.

“I owe her my life, and it is my only wish that I could repay her with my own,” he said in a broad statement delivered to all government personnel. Truer words were never spoken, for it was in defense of Joseph Maximillian’s life – and, by virtue of that, in defense of the whole of the Commonwealth – that Dame Zeyriel met her end.

Many of us were present for the very public execution of Ray Rodgers, the notorious ringleader of the secretive and deadly Sharrans who had been hiding out in our very own city, plotting the downfall of the government and the systematic destruction of our way of life. The Ministry of Law wisely safeguarded the execution of the convicted Sharran against any desperate efforts made to rescue him. Unbeknownst to all, however, the desperation of these despicable Sharrans knows no boundaries, for it was not the salvation of their own leader that they sought with a single operative, but rather, the bloody and loathsome assassination of our own: Joseph Maximillian, Speaker of the Commonwealth!

Truly diabolical in his planning, this lone Sharran had forged the identity of a junior officer in the City Guard and approached the visiting quarters where in the South Cordor Prison during the execution.

“He told me he had new evidence in the case against Ray Rodgers,” Clerk Rosana told the Amian Recorder. “I sent a clerk to inform the Minister of Law, who gave permission for him to enter. A man’s life was in his hands, and if the evidence somehow made it unlawful to execute him, the Minister felt it necessary for it to be considered.”

Now, Joseph Maximillian reconsiders that consideration. The Sharran disguised as a junior officer approached the waiting room where the Minister of Law observed the public execution, as is his duty. On guard were Dame Zeyriel and Sir Balderdash of the Law Knights.

“I would have granted him immediate access,” Sir Balderdash grimly stated. “But something caught Zeyriel’s eyes. Or ears. She knew what to look for, what to listen for. It comes from having been a Scout so long,” he continues, holding his helmet reverently in the crook of his arm. “And from just being the phenomenal woman she was.”

In the midst of her questioning, the Sharran assassin turned the garrote that had been intended for the Minister’s throat upon Dame Zeyriel. By the time Sir Balderdash could react, the fiend’s strength was too great for Zeyriel to overcome. She fell, and Sir Balderdash slew the assassin and absconded to safety with the Minister.

“I was on hand to provide immediate medical service as necessary,” Doctor Karse Ignoma, Clerk 1st Class of the Ministry of Health and Public Welfare said. “But her injuries were too grave. She was not alone when she passed on, however, and she was kept very close company.”
Zeyriel served as former Captain of the Adventuring Division and a leading lieutenant in the Scout Division of the City Guard, before being honorably promoted by Joseph Maximillian to the status of a Law Knight. Her countless years of service to the people of the Commonwealth and, according to Sir Mark Dorne, the pursuit of the nobler cause earned her a very large following, and many broken hearts in the wake of her untimely demise.

“It is often stated that I am the law,” Sir Mark Dorne said, in a very rare opportunity to acquire his opinion for the Amian Recorder. “But Zeyriel was the spirit of the law. The heart of the law.”

Dame Zeyriel is to be given honors and interred with all the rank and circumstances of a Law Knight of the Commonwealth, and has been posthumously granted the Medal of Heroism for her brave actions in defense of the very Commonwealth she died to defend.
We are a people common in our pride, in our opportunity for wealth, in our duties and privileges. And today, Dame Zeyriel, we are common in our grief.



THE SPHERE THEATER: HAUNTING...OR A HOAX?!

The Rose Lily. Many of us are familiar with the fragrance of this soft flower that has become synonymous with love from being gifted by a suitor to his courtier, with loss, as it descends into the earth with our loved ones, and with appreciation, as it is flung joyously in bouquets to the feet of an artist’s triumph!

Now, the Rose Lily has come to represent something far more chilling to the Actor’s Guild of the Cordor’s Sphere Theater – the presence of a GHOST!

“Whoever it is, whatever it is, it leaves rose lilies for a performance it likes,” said a member of the Actor’s Guild. She wished not to be named for fear of being seen as a kook for believing in so strange and tantalizing a tale as the Spectre of the Sphere Theater. “I dare not even get into what it does when it hears a performance it doesn’t like.”
Although she was unwilling to go on record about the more sinister details of this unseen and mysterious art critic, the Amian Recorder seeks to perform its own investigate report into the nature of the haunting, and hereby advertises an all-call to exorcists, spiritualists, and those-familiar-with-things-that-go-bump-in-the-night to bravely come forward for the sake of news (and a modest amount of pay!) to unwravel this most maudlin of mysteries.

“One night I woke up and heard a terrible wail,” said Voltaire, one of the night managers of the Sphere Theater. “At first I ignored it because I just assumed it was Maria Collos rehearsing again. But when I started to smell rose lilies, and I went to the main theater and all of the lights were turned on! The doors were still locked up, the windows all closed, and there was no one else in the theater. How else this could have happened, save that it was a ghost, is beyond me.”

~The bastard Sharrans dared try to kill Zeyriel..... they think they've won in doing this.. they've only made lives worse for themselves. ~ he thought to himself, before penning a letter directly to the Commonwealth.

To the Ministry of Law and Commonwealth of Cordor Council,

I have finished reading the first public missive and I find the stories of both Dame Zeyriel's end, and the process through which the Amian Recorder was given new life particularly moving.

To wit, if the Commonwealth wishes to release through public or private missive descriptions of any whom they are seeking, the Weave Knights will be briefed and advised to keep ther eyes peeled for such individuals.

However, unless found on our sovereign lands, we do not take to forcibly removing individuals or violating local laws. We will however, advise the appropriate authorities and act in good faith.

Darby grabs a copy as she passes through Cordor, narrowing her eyes more and more as she reads until finally with a muttered curse or ten she tucks the paper away and heads for the shadows and the boats. Her hands resting on her sword pommels and looking very much like she'd like to use them.

A familiar looking elf reads the paper, paling slightly - a feat for one with such dark skin. Setting her jaw slightly, the crystal-eyed, dark clad elf disappears into the shadows and into Cordor North to comfort those she knew Zeyriel spent time with.

CLARION OF THE COMMONWEALTH!

SOUTH CORDOR RECONSTRUCTION PROJECT UNDERWAY!

At long last, the will of the people has come to fruition! The South Cordor Reconstruction Project, originally pioneered by Johnathin Leohnard, Minister of Health and Public Welfare, who was recently and miraculously resurrected by Saint Weston of Salandra (born and raised in Cordor!), and then engineered by the late Christophan Warrick, posthumously given status as Clerk First Class by Leohnard himself, has finally become an actionable piece of legislation to be voted upon by the Council of the Commonwealth of Cordor!

“It was not the only one of Christophan’s projects,” a source in the Ministry close to the deceased said. “But it was the one that was the most important. And not only to him, but to all of us. A project to increase the standard of living for the highest population center in Cordor was never an easy feat, but he accomplished it,” the source continued, refusing to go on record out of admirable humbleness and humility. “I only wish he were still here to see it.”

After a thorough search by Ministry clerks through both Warrick’s office and his home, several versions of the drafted South Cordor Reconstruction Project Proposal were uncovered, penned at various stages in Warrick’s investigation, which involved a series of interviews and questions posed to private citizens, government institutions, and public interest groups alike. But these discoveries put the clerks of the Ministry of Health and Public Welfare in a troubling situation – which of these drafts was the most recent? Which was the most correct? Which was the draft that Christophan Warrick himself would have proposed?

“We had no time and date stamps to work with, so we quite literally had to reconstruct Christophan’s investigation from the ground up to find the most accurate interpretation of his proposal.” Professor Herman Utics, a scholar emeritus of the school of the world and clerk second class in the Ministry of Law, was given the responsibility to accurately investigate and ultimately redraft the South Cordor Reconstruction Project as Christophan Warrick had intended it. “In the process of doing so, not only did I learn a great deal about this incredible undertaking of contemporary legislation, I also learned about the man himself. Christophan Warrick left quite a legacy in the minds of the people he talked to.”

However, dear readers, the biography of Christophan Warrick, Clerk First Class of the Ministry of Health and Public Welfare, is a story for another day and another journalist. We have recreated here for you, in printed form, the actual legislation that will be presented in one tendays’ time to the Council of Cordor for formal approval!

South Cordor Reconstruction Proposal



First, I shall go without saying in any great detail, that the original intention of Johnathin Leohnard's to bring Rent Controlled Housing to the South is much sought after and it is my intention to proceed without modification or delay on this point to be certain.

However, in my efforts to gather the opinions of as many possible Cordorians , I have found there are other interests which need to be addressed in the South, and as such I present them for the perusal of the reader in this proposal:

* A complete re-design of the district as a whole, based around laying out the core streets in a 'Starburst' pattern with a central park area slightly raised from which a guard could more readily see much of the district. Along the waterfront is the massive three story wall of a complex spanning the length of several city blocks, right to the eastern wall of the prison.*


This re-design serves two key interests. The first more specifically from a security point of view, in that from the raised area in the centre of the district, it would be much easier to observe the bulk of the area facilitating easier guardswork, requiring only one or perhaps two mobile patrols to handle the district, as opposed to the larger number of corners currently shown, as with the Starburst pattern, a single guard could glance down the primary streets, the lines of the starburst and have a good view of most anything that could be happening.

Another aspect of the Security element of this re-design, is to have in all of the buildings on the main streets at least one room facing the street dedicated to Guard use, locked by guard key and equipped with the needed guard supplies for day to day operations. Logistically, these could be restocked by junior ranks at suitable intervals dependant on the discretion of guard command and could more rapidly provide the Guards working in the South with needed supplies as required, instead of having to return either to base or to another sector.

The second primary interest of re-desiging the South in this fashion, is to create a more aesthetically pleasing district overall. The centre-point in the South if designed in a suitable fashion, can provide a central focal point for the community, around which any number of different potential elements, one of which should be a Park where children can play safely and more easily watched by their families.

Creating this centrepoint additionally has potential for the repositioning of the open air market which currently exists and sprouting from around that, could be placed new storefronts right off of the Centrepoint for businesses to operate from, and facilitate ease of navigation for anyone coming into the district. They would not be far from any number of stores that they might wish to browse , and with the overall centralization of all these businesses , additional traffic may come through the South encouraging businesses to establish themselves there. An option , is to create incentives for establishing businesses in the South of a financial nature (directly or indirectly) , such as defraying the costs of starting up business, giving some leeway on property taxes or similar.

These new Storefronts, can and should be administrated in the same fashion as the Housing through the Ministry of Health and Public Welfare. Where possible in the case of these positions, any with familiarity in the establishment and development of free enterprise should be placed to serve as administrative personnel for these storefronts, to best be in the position to assess viability. If a hiring call is nescessary to meet these needs, then it should begin without delay.


* Criminal activity needs to be brought down to controlled levels in the South as at current the levels of criminal activity would make for any number of difficulties in the South.

This is a multifold problem, with a multifold solution. A simpler and more benign example, Prostitution. While this is a crime in Cordor and one with potentially disruptive consequences, it is neither a violent crime nor a crime which has the potential to cost excessive damages save financial to some degree and more aptly, people's health on both sides of the fence as it were.

It is, nonetheless a crime which needs to be brought down. It is my contention to offer an oppritunity to those in the trade with a will to learn another trade conditional bursaries and re-training into alternative trades and lines of work, favouring those with a higher potential towards public service such as Healing, or other public service works.

Similar offers should be made to other criminals in a position of nescessity, unable to elsewise obtain gold through legitimate means or to beggars and the homeless. Like some prostitutes, they too for whatever reason did not have a choice in their situation.

Violent crimes, burglaries and other forms of criminal activity will require more dire actions. Specifically, I propose that the Guard be granted whatever resources within reason that General Dorne feels are required to neutralize any criminal elements of a more hardened and organized nature as with these elements in place , reconstruction will very likely be hindered in some fashion.

I am not per se recommending the declaration of Martial law in the South, unless General Dorne himself feels that is what is needed. However, by the same token, given General Dorne's experience and expertise in the field of dealing with criminal activity I feel it would behoove the Commonwealth to draw on all his knowledge and skill, as well as that of his Law Knight personnel.

The Prison, I speak of in a seperate point of note as it is a presence in the South. To move such a facility would be logistically difficult at best however as it's presence is still required , the best thing I can think of at present would be to seperately fence it off from the rest of the South District. Before such a move is considered, the Guard should be consulted, and their recommendations brought to the fore on that matter.

* Children need a safe place to play, and or something to do.

This has been a common theme in my gatherings of information to date. Thusly, I have a dualfold answer. In the redesigned Centrepoint noted above, if a Grassy area or areas within the centrepiece were laid down, it would assist in providing such while also keeping them in an area where they could be well watched over.

A second aspect to this point, something for them to do aside from being outdoors playing. Well, I contend that something for them to do would be to learn. Point of fact, I am aware of a group whom have the means at their disposal, the ability to competantly teach, and the will to teach.

A note on the abovementioned point: Seeking out an alternative to the group already able will be costly both on taxpayers time and money. Without a valid reason for such denials to be provided, we tread on questionable ground considering the lack of education availible presently save in trades. Common in our Wealth is not just meant for gold or monetary wealth.

A somewhat unrelated but still important consideration. It would be in Cordor's interest as well to consider improving access to the potential for magical education should any amongst our future generations show the aptitude for such inclinations. Thusly, while I have not spoken at length with any members of staff of the Ministry of Magic, it is part of this proposal that I formally recommend the establishment of a Bureau of Education, overseen by the Minister of Magic, for the testing of potential Arcane talent within Cordor's young.

* Clean the district up completely and or make it more aesthetically pleasant.

This point has come up in various forms and for various reasons. Cleaning the district up, would provide for a much more cleaner and healthy environment for the citizens, as well as give the people in the district a greater sense of pride at being residents. A proud citizen, is a citizen more likely to report any serious crime they observe, and more likely to assist their fellow citizens in need.

* Establish a Hospice and supported Healing body.

Though this is not a specific point brought up by any individual, it is something that has come to mind during the course of my efforts. While between individuals running private practices out of their home to provide basic care, the Church of Lathander, Visiting Salandrans, and for those willing to pay the Church of Waukeen the needs of Cordor's health are currently met , a Hospice would more readily allow for organizing the needs of such healers, as well as the prioritization of care.

A central facility would also be beneficial in the case of a Mass-Casualty disaster or incident (such as Earthquakes, Flooding, Adventurers deciding to Hellball or use large radius attack spells) with a lot of people requiring Triage and healing. The ability to work to preserve lives with a coordinated effort of all healing resources availible in Cordor is essential in such a case.

In addition to this though, some funding should be spent to help any of the current healing service providers with their own personal home run clinics enhance availible services, or provide to better equip them at the same time as establishing this Hospice, so that if nescessary an individual heading to one of the smaller clinics still has suitable access to needs without making for the Hospice (an example case is breaking one's leg out in the fields of Cordor North, making for the nearest Clinic there would likely make more sense for the immediate needs of healing and then if need be, the person can be transferred to the Hospice once their condition has been tended to for the most immediate needs).

This Healing body should as much as possible, be coordinated and lead by those primarily providing the healing, with a small representation from the Ministry of Health and Welfare to provide support and assistance from the Commonwealth's government, as well as representation from the Churches of Lathander and Waukeen to offer their perspective and assistance if they so wish.

As a side note: The Ministry at this time is endeavouring to launch a series of advertisements to promote generally improved health and well-being through healthier living. This Clean Living Initiative is being examined by the Temple of Salandra to offer up criticisms, insights and hopefully a Seal of their approval. If this is successful , perhaps the Temple could also be elicited to provide further support to the Healing body, whether by offering training to new personnel, support, or coordinating the spread of information about potential health threats on a larger scale.

In closing, what I hope to accomplish in the expanding of Johnathin Leohnard's proposal of Rent Controlled housing to add all of these considerations, is to improve South Cordor as a whole, and strengthen Cordor in the process, thusly making for a greater and improved Commonwealth. It is my hope sincerely that this proposal is taken for it's value and accepted completely, without modification save honest improvement that will benefit the project.

Thus far, I would like to especially thank my colleagues in the Ministry of Health and Public Welfare for laying the groundwork and dedicating themselves with all that they can to see this project become a reality.

I would also like to thank the people whom have taken the time to give their input to this project and offered their information to facilitate the development of this project, without your aid I may well have missed a need of our Commonwealth's that I could have addressed, something that does not sit well with me.



Presuming acceptance, I will endeavour to focus my entire effort on this project either in my role of oversight as granted by Speaker Maximillian, or in continuing to raise funds if they are required.

THE TRUTH OF CHROMATIC KIN

Cordor, City of Water, has always been home to 'oddball' types. When you walk through the eastern square, you will see an impossible assortment of fiends, celestials and everything in between, mixing and mingling with the adventuring population. But within recent days, one particular group has been put in the spotlight of the public eye - those of chromatic dragon blood.

Not all readers of the Recorder may be aware of what these people are. It is a fact that chromatic dragons, such as the red, blue or green varieties are innately evil. You have as much chance of seeing a good and noble red dragon as you do meeting Ao himself. The group in question are known as Draconic Disciples. These people are able to trace their heritage back to a dragon of some variety. In this case, a chromatic. Normally, this bloodline is so distant that these people show little to no trace of draconic blood. They can very easily pass for a human, or elf, or another humanoid and may even be unaware of their draconic ancestor themselves.

Make no mistake, these people do not stumble upon their draconic blood. They do not develop into a Draconic Disciples by accident. They go through arcane rituals on purpose to awaken the distant blood in their veins and help it grow strong, so that they may become more and more like a dragon themselves. They become physically stronger, develop draconic features such as claws and scales. But most importantly, they begin taking on the mental traits of their dragon ancestor. These people are no longer themselves. They become something else, someone entirely different. It is beyond doubt that if their ancestors were evil, violent dragons, they will lean towards these tendencies. These chromatic kin may even worship full dragons or Tiamat, queen and mother of evil dragons, a deity of greed, tyranny and arrogance with concern for chromatic dragons above all. However, to be clear, these are the Draconic Disciples of a chromatic dragon; those of metallic blood are in no way related to the issue at hand, and are in fact, known to be innately good and peaceful, rather than evil and vicious.

As of late, these chromatic kin have become a trouble in the streets of Cordor. They proudly proclaim their acts of violence, boast their bloody trophies and proclaim their 'superiority' to the common people. But the fact is, these people are not dragons, despite what they may claim. They are not members of an ancient and powerful race. Put simply, they desired power. So they drew this power from their draconic blood. But they are like a child wearing the clothes of their grandparent; they may look draconic, they may act draconic but they are not dragons. They merely emulate one. They insist that their intentions are good and benign, to create a home for themselves where they, and any other race who may choose to visit, will be accepted and tolerated despite what their blood shows.

This, however, is not the first time chromatic kin have banded together. It seems history is repeating itself, for the present group and the past group hold startling parallels. One of chromatic blood, a genuine half red dragon, half elf by the name of Tae'kyrahus, also known as Rras-rarri, spoke to the Recorder about the issue in an effort to get his voice out to the people.

He calls these disciples a cult. A cult who worship themselves, their power, and their blood. As a natural half-dragon, Rras has always been what he is. Yet these disciples undergo powerful rituals to awaken the blood within them. They go from being something human to something else, something more bestial. They have suddenly become something stronger, something with new power and feelings. These disciples wish to cast off what they once were and embrace their draconic heritage, willingly. Like a drunkard given a mug of ale, they will not stop at a sip; they will drain the mug dry, they will gather as much power as they can from their dragon ancestor. With this power comes draconic instincts, the drives of an evil chromatic dragon.

Rras is concerned. Despite being one of chromatic blood himself, he is concerned for the city of Cordor. While he is not a citizen of Cordor, he feels responsible to speak out and inform you, the reader, of what these kin are capable of. He told the recorder about the Flight of the Red Dawn; an order, formed not long ago but since disbanded, let by a dragon disciple by the name of Saris. This Flight wished to gather chromatic disciples together, not unlike what is happening now. The Flight worked under the pretense of being an organization of kin who understand each other, like a fraternity. But their true intentions were far more malicious.

What this group wanted was power. They gathered as many chromatic kin as they could, even convincing those with ancient, dormant draconic blood to convert themselves to a disciple in order to swell their numbers. While going under the cover of a benign gathering, they were no more than a cult. Rras himself joined this group in order to keep tabs on them, using his draconic half to keep undercover and feed information to the guards of Cordor, recognized follower of Eilistraee Jud'vardas and the Militia Captain. He learned that this group wished to garner land for themselves, to gather power to bring war and strife to the isle of Amia. To create a 'Golden Age' for dragon kin. The dragon disciples willingly followed Saris and the Flight of the Red Dawn, even attempting to provide for their leader the flesh of rotten children to satisfy his twisted desires by planning to adopt the children from Cordor's own orphanage, like pigs from the market. These kin planned to kill and devour the orphans of your city. This is the evil a group of chromatic kin are capable of, foiled only because one man was brave enough to infiltrate and share the information learned with the proper authority.

People of Cordor, this is your opportunity to make your voices heard and ask for a change. A change that may well help your city become a safer place. Rras-rarri has put his home in Cordor on the line to provide you with the information you need to make your choice, even if it means he himself will be banned from the city. He has put his life on the line, as he has numerous times before, because he wants to protect you, the citizens. The citizens of Cordor, a city he considers his home, even if he lacks the official papers to claim such. There is already a ban on drow who have not proven themselves fit to society, so why should another innately evil race be allowed to walk the streets freely, proclaiming their violence and superiority? You have been given the real facts by the Recorder, now is the time to make your decision. If you feel that chromatic kin are a genuine threat to your city, sign the petition posted on the Commonwealth notice board, to be put forward for consideration. Let your voice be heard.

Vandalism at the Theater!

Recently, a crime of the most horrible kind was perpetrated against the beautiful Theater of the Sphere, Cordor's center of culture and the arts! Two unknown assailants, perhaps haters of music or simply adventurers out to cause trouble, rented the theater for a few hours, asking for privacy to "set up a show," according to witnesses from the scene. When the actors returned to the theater, they found massive damage done around the concert pit. A blood trail was present, and the harpsichord, who's beautiful music has graced many a Cordorian night, was found melted into an unrecognizeable pile of scrap!

"We don't know who did it," remarked Corporal Sten Derthur of the Cordorian Regulars, who was the first on the scene, "but we have some leads, and I have no doubt the guilty parties will be brought to face justice."

Amongst the members of the Actor's Guild, sentiment isn't so optimistic.
"This is a tragedy," remarked the famed Elfis, who was a witness to the events prior to the vandalism. "Who would want to do this? We're artists and musicians, servants of Milil and Oghma. We don't have any enemies, really!"

The Cordorian Guard is seeking any information regarding the two suspects. One is a tall, presumably human male, reportedly wearing a grey robe and a plumed helmet with purple feathering in it. The other was a brown-haired hin wearing colorful, motley clothing. According to the witnesses, both arrived from the Triumviir. As well, Voltaire, the owner and manager of the Theater, is offering a 50,000 gold piece reward for any information leading to an arrest and successful prosecution of the offenders!

Evannia picks up an issue of the Cordorian paper and reads the latest bulletin about the theater. Her eyes widen at the description at the bottom, and it gives her pause as she thinks.

"A grey-robed human...a brown-haired hin..."

A thought comes to her and the slightest hint of a grin touches her lips as she makes her way to City Hall.

"Ooh, if I'm right..."

She chuckles.

"This'll be too good."

The following edition and its scathing claim spreads like wildfire in particular through the Commonwealth of Cordor, where the title "Harper", over a matter of hours between breakfast and lunch, becomes synonymous with "terrorist".

And, surprisingly, for the first time ever, the citizens speak somewhat reverently about the late Collin Reyes, Minister of Magic, whom prior to the release of this article regarded the victim of a seagull murder as an arrogant wizard who challenged Talos and brought nothing but death and destruction for his hubris. By two bells in the afternoon, he is "a victim of malevolent Harper scheming" and was "a true paragon of Commonwealth leadership."

THE TRUE STORY OF THE DEATH OF COLLIN REYES: ANOTHER HARPER CONSPIRACY!


In my many and storied years of journalistic experience, I have, by virtue of my vast connections in the social sphere and my uncanny integrity to the principles of the printing process, always taken note of how a people are very much like a kettle of fish. Let us say these fish are mullet, a common net catch in Cordor Harbor, and as those fishermen who are savvy as to the icthyological characteristics of the common mullet can attest, this particular fish is prone to leaping in a frantic frenzy some many degrees high above the surface of the water; and so imagine that one such fish should leap headlong from the kettle and find itself flopping wildly upon the wooden dock, its grim mouth gasping for liquid air like some blind lover's kiss, and then, imagine, in its veritable death throes of desperation, it should leap and, with the airborne sweep of a fin, a tail, or the staring-eyed head, knock over the entire kettle of fish and then you have a whole section of the pier overwhelming with flopping, hopping, drowning, dying zounds of mullet all eager to leap back into the ocean...but not before telling their story!

The preceding analogy goes lengths to explain how, in my experience, when a story has broken, it is like the unleashing of a kettle of fish - one intrepid report inevitably results in many truthful and honest revelations, which sometimes do swarm the noble journalist such as myself very much like an entire schooner of fish emptied upon his crown!

Though the vampire menace still lingers, Rras' dictations and our subsequent investigations have brought about the rumors of this little-known cabal of schemers and political manipulators, the HARPERS. Not one to report falsely or to make specious claims, I, Bill Hurst, Editor of the Amian Recorder and Clarion of the Commonwealth, diligently conducted my own research into the history of the secretive Harper organization. A physician from Tethyr, Merk Fizer, quoted as a resource for a fantastical novel rife with political maneuverings by the fictional work's author, stated thusly:

"When asked by the author what one force in the world I believe was capable of bringing down the entire feudal system and, by extension, the patronage the medical field receives from our noble lords, only one word came to mind - Harpers. Their despicable and near ritual murder of our country's seven beloved daughters and the King Errilam's subsequent death from grief goes lengths to show that the organization can and will resort to murder in order to free, or to liberate, a people they believe to be overlooked or, worse, enslaved by their leaders. That they are willing to shed blood and go to any length to impose their own rule of lawlessness is a testament to their villainous character."

The book was a wonderful book (Chronicles of an Uncrowned King) and has been an excellent read for over a hundred years now. Clearly, the band of vigilantes known as the Villistas are clearly inspired by the calumny-creating HARPERS.

The Harpers are widely mistrusted in exotic Calimsham and apparently have an entire headquarters somewhere in the slave-ridden country of Thay, no doubt in order to purchase slaves that can bolster the ranks of their clandestine organization!

Nonetheless, inspired by Rras' declaration of HARPER MANIPULATION within the ranks of the island's various governments, an anonymous (and yet extremely knowledgeable!) source has delivered to the Amian Recorder a stunning revelation about the TRUTH! of former Minister of Magic Collin Reyes' SHOCKINGLY HARPER-ORCHESTRATED ASSASSINATION!

I recently picked up the two most current publications of your papers, and I must say that I'm now a big fan. As someone who has had personal experience dealing with the Harpers, I can honestly say that speaking out against them is no easy feat. The level of courage that you have shown has spurred me to provide you with a bit more detail into your current claims about them. As such, I am an anonymous source so I am sure it will be hard to trust my word, but listen to my story and judge for yourself:

First of all, you do not have the entire list of the Harpers that are actively working behind the scenes to change the government of our fair commonwealth. You left out the names of Torin Starfall, Alanna Indire, Jud' Vadras Kenlyl and of course the names of those that you had previously listed. Names of esteemed fame and popularity in the commonwealth, no doubt. Notice that two of these names Torin and Alanna are individuals whom the former Duke named nobles of Cordor, but we'll come back to that later.

Second of all, I'd like to make you privy to events that have relatively recently transpired within our fair city. The death of Collin Reyes was no mere attack by a sea gull, but was an assassination carried out to the fullest. The "Gull" was hired by the Harpers to facilitate an ongoing regime change within Cordor. A "Gull", mind you, that has visited Torin Starfall before in his home of Wharftown. The Harpers planned, prepared for and then executed the attack on the Councilman that day.

But you may ask, "Why would the Harpers murder an innocent Councilman? Is that not too risky?" They are emboldened by their belief that they can resurrect the deceased Duke Montgomery d'Cordor. The Harpers are sick and tired of the progress that our great city has made. They are tired of not enjoying the same benefits that a noble led Cordor provided them with. Needless to say, these powerful individuals are bent on changing Cordor, regardless of concerns for the population. They do not care about us,the common man, or the good that the change in government has created for us. They are driven by their ties to the Nobles and their lust for control of our City!

You've done the research yourself. You know of Lt. Tarvencia's loyalty to the Monolith, to her fellow Harpers and her lack of concern or obligation to serve the people of our Commonwealth. You know of the magus, Ulrik Valis' "cease fire" with vampires. I'm sure that vampires hold all types of knowledge of old magics, magics capable of resurrecting those who have been at rest and peace for some time. Those like the Duke of Cordor. The Commonwealth will never be safe so long as these people are able to continually mold it to their vision of a tyrant controlled land.

Now you might understand my secrecy and my anonymity. If I came public with all that I know and they found me out. I'd be dead for sure.

I've given you the facts as clearly as I can present them to you, Mr. Hurst. As an eye witness and as one who cannot stand by and watch our great city fall right into their hands. They play the role of hero so that their darker intentions can remain hidden from public view.

I'll leave the investigation and these pieces of evidence in your capable hands. If I have not been able to at least push you in the right direction, then they will have already won.

"The Ministry of Law is sure the bastard's name is Johnathon Livingston, formerly a contract assassin in pre-Quake Cordor with a hard-on for throwing people off roofs. What a sick, twisted son of a bitch."

And, yes, dear readers - a HARPER as well, at least as far as the money and the media is concerned!

The Commonwealth awaits news from the Ministry of Law regarding how to react to and ultimately deal with this menace amongst menaces, the HARPER MENACE!

Bruce sat in the Monolith lounge with a cup of freshly brewed coffee and openned the Cordor paper and began his day with the news of his old home. ...Reyes... He stopped and read over the first part again. Minister Reyes... A name I've recently thought of... A shame I never had the opportunity to finish the investigation...and how his death was...faked...

He took a breath and kept reading, taking note of the new names of 'harpers' added to the list and the descriptions of the concerned citizen. Then it became clear...'push you in the right direction,...' He closed his eyes and imagined a specific game he witnessed played, not in his too distant past. "Pawn to F5...", he muttered? A smile came upon him as he continued reading the paper and enjoying his morning coffee.

Around the same time Bruce sat in the lounge of the lonely Mystran Monolith, Ulrik had just settled into his office around late morning, a hot cup of tea in hand. Aside from a few letters and correspondence, a copy of the Recorder had lay in his box. The paper is read with a slightly raised brow, concluded with a shake of his head, and is coolly cast aside as the Headmaster began his research for the day, an old research notebook opened, his mind focused...

...some time later, and perhaps coincidentally, a paper folding of a bird would find itself caught in the gusts and wind, carried off from the top of a particular tower amidst the Trackless sea...

There is always a cost for hiding the truth, particularly from the likes of a mind like Bill Hurst. Copy doesn't sell without a good story, and he isn't above bending the truth or relying on unreliable and unknown sources to cause trouble.

I almost find myself tempted to pay a visit, but unlike some people in this city, I actually know a thing or two about friendship and loyalty.

Samrael reads over the story from her South Cordor home, her eyes quirk in confusion after hearing several versions of the stories that would link to the similar event, and then the mention of Harpers. It was the only outcry of difference.
No, she thought, I believe you aren't being as accurate to detail as a reporter should Mr. Hurst.

She wrote a letter at her stationary, and tucked it within her shirt. As she went outside into an evening rain falling as light as dust. Water patted her milky face as she thought about the timely reconstruction happening in her own neighborhood. "Now I'm interested."

While the Ministry of Labor and scores upon scores of Commonwealth laborers, all uniformed in work breeches and carrying mass manufactured tools, flood Cordor South with towering scaffolds, huge serpentine coils of rope, carts and carts of barrels loaded with nails, spikes, buckets of hot, stinking pitch and a movable feast of rudimentary construction kiosks (glass-blowing, carpentry, metalworks, heraldry, clothwork, etc.), yet another edition of the Amian Recorder is released, detailing in no uncertain terms the progress of the South Cordor Reconstruction Project as it nears a conclusion. Bill Hurst lends great credit to the late Christophan Warrick's design going into practice, Elijah Cromwell for painstakingly organizing the many out-of-work Commonwealth laborers for the project so that community unemployment is now at a shocking percentage assumed to be less than 1% (based upon a census of registered citizens).

It is a governmental advertisement, however, directly from the Provisional Council that catches the immediate interest of many:


The Common Wealth of Cordor will be accepting proposals for building #01492, in the Eastern District of Cordor, immediately west of the Nomad's Return, previously the barracks of the Adventuring Division who are soon to be relocated to a larger barracks in the reconstructed southern district. We will consider all serious offers, giving the most weight to those who submit a proposal to the city leadership that takes into account the city’s goals, its history, and its current needs. Be you businessman or philanthropist, your ideas will be carefully considered.
Of course, the building will not come cheap, but the city is naturally interested in enhancing and strengthening the commonwealth, so those proposals which meet our current goals will of course be given the greatest consideration.

Proposals only from registered citizens of the Commonwealth will be considered.

Proposals must be written concisely, and must cover the following information.

What individual or organization do you represent?
What are your plans for the structure?
Are there currently any buildings which already serve in the capacity you are proposing?
How will your plans enhance the city?
How will you ensure that your establishment does not diminish the respectability of the current area?

~ .. If I want to try to start my new business or even launch a proposal not my own, I'd have to get my citizenship completed first and that would entail my becoming potentially held to control... Hrmm.. ~

As always, when pondering this particular quandry of his Tuomas sighed to himself, bowing his head. He did however, send another notice to Tristana to see if she could spare time to meet with him about a matter.

We live in very interesting times, indeed. Intriguing times. Incredible times. Indelible times. And it seems to me, from my humble but dutiful position as nursemaid and herald of the birth of a glorious commonwealth, wherein I steep the tools of my trade (the ink, the press, the paper, words and wit and dogged, accurate research) in sanitizing alcohol and with them deliver, from the dark and bloody womb of misery and oppression and deceit and murder, to this brave new world of ours a coddleable infant mewling for our collective affection, that I must cry to the masses, "BEHOLD! A burdgeoining renaissance is upon us!"

And in no clearer way does this come to me than through the rich cultural tradition that has outlasted time and outgrown the borders of the oceans and mountains - art! And by art, I mean literature. And by literature, I mean the process by which one artist, presented with the mundane realities of our temporal predicament, translates them through a divine process of inspiration and passion into an inexhaustible and universal pattern of words, whose form is the very essence, the symbol, the signifier of these modern times. So I said to myself, I said, "Bill," for when I speak to myself I refer to myself by my first name for it would be foolish for me to address myself as though I were my own father, "where does one go to seek the new literature of this age?"

This journey took me over cobbled street, canal and bridge, past bustling bazaar and between the eyes of justice and faith, and into the heart of a dwelling constructed specifically for this kind of art: the library! And in this library did I uncover, dear readers, something truly novel, something truly exceptional - an essay of so magnificent a form and so sublime a characterization of my, of your, of OUR unique experiences in a community that is experiencing a revolutionary fervor and rebirth, an essay which turns our heads not only to the past, but to the present condition, and begs the question of the future - what are we to do? - without providing an answer.

BUT!

Here, in the erudite galleys of the Amian Recorder, can this essay prompt discussion, and from this discussion, an answer, to the questions raised. So in my role as bedmother, as bard, and of course as dedicated journalist, I present to you the essay which so piqued my sense of literary curiosity. Upon reading it and digesting it as you would digest a fine wine, or a delicate morsel of Bendir cheddar, cogitate, extrapolate, and ultimately expurgate your ruminations into an editorial discourse, which you may deliver to me at the post box for reprinting ere a further issue! Coming from the mainland, a farm-girl wanting more, I have a far different opinion regarding the Amian isles than many of the current citizens. I wonder: Is it because I am the different, odd one? Or is it because this place, Amia, is? I even hesitate to write this, thinking that perhaps it will, like so much, have no effect and simply get pushed into the backs of the library stacks. But because it will help me to hash out my opinions with the written word and the small chance that some young dreamer or traveler will come upon this, that it might help someone know they are not alone in their thinking, I am writing this. It's hard to know how to approach this place as a reverend or deed-doer of any deity. Even the "evil." Does the follower of Shar see each parading, magicked Mystran wizard as a real threat? Are they all so powerful? Has the epic hellball become a standard norm to expect, not to respect? Does the Goddess of Luck think that any of these snot-brained and full-of-themselves adventurers even need her charms? How does she pick and choose - and why, when despite luck, so many people still act like the world is under their control and so many others are so obviously unaffected by anything? Is the paladin of Tyr so wrong for killing a child when it had a life-draining bone-arm attached to its body?

These are questions that one could answer much easier elsewhere. In fact, I have. But this place is different. Upon no other landmass have I encountered a parading, commonwealth of citizens filled with rage at adventurers-- most respect them. Upon no other landmass have I encountered adventurers who are brazen toward townsfolk-- most respect them. Upon no other landmass have I encountered such a fight against specism-- most uphold it. But upon Amia, each person seems to be the most wise, the most powerful. Yet they all end up dead more than once. Each seems to think that there is no gene or blood-trait that can directly affect a personality. And then a flight of chromatic dragons attempts to destroy them. It just doesn't seem to register in the majority of brains-- that perhaps they are wrong, that perhaps the reason the rest of Faerun has an opinion is because it's logical, and that perhaps when they die it could last forever. So many consider themselves forward-thinking, new-age individuals, that you are judged more by the populace itself than by your own deity. Dark elves aren't evil-- they're just a skin tone away! See that dragon? Let him tell you how to think-- it's normal! He doesn't eat people or have a hoarding problem, he's just your friendly next-door neighbor!

Trying to believe in yourself as a cleric or paladin is a task in and of itself. Actually becoming one that is respected and believed in by others is tenfold the amount of work.. or more. You must drive yourself forward. Even for those who murder and kill, it takes a certain, driven mindset to convince yourself you are following dogma correctly. A will that cannot be shaken and a faith that your actions are true, a belief that they are not subjectively influenced and that you could be failing. Because even in the lands of the normal, there are going to be others that attempt to shake these foundations. Take into consideration the above characteristics of the Amian islands, and you can once again multiply the difficulty of the situation by ten or more. Now we're getting into numbers to the third power. 10 to the third power is 1000. I cannot even comprehend the amount of difficulty that is. Similarly to how I have had difficulty comprehending how to approach these islands with my beliefs and how to achieve the best possible results with my actions. I have struggled with my own dogma and witnessed countless others struggle with theirs. I have failed and felt miserable. And not only once, but many, many times. I have almost sympathized with those that have turned their back on the Gods, choosing to be outcasts and unfavored by the very beings that give us strength and power.

After years of experience, you learn to realize that this place is like no other. And personally, I reflected upon my early days and wondered what might have changed had I had an influence to teach me about the Amian culture. To teach me how to incorporate it into my actions. So here, within the rest of this essay, this analysis, this dogmatic interpretation... whatever you might call it... I will attempt to do exactly that: Teach others about this island and how to apply it to dogma that is more geared toward the normal, mainland culture.

In between issues dealing with the ongoing investigation into the Ministry of Magic...

...purportedly, Secretary Pelczukr and every clerk of the Ministry of Magic has been stricken from their offices and their duties as the combined team of the Ministry of Law and the Triadic Knight Yaston of Kohlingen continue to search for evidence of clear criminal wrongdoing and treason by the entirety of the Ministry of Magic! But this you know, as I've been reporting on it day in and day out. I would love to take a more human interest angle with this story to find out what the clerks of the Ministry of Magic are doing in the meantime - sitting on their hands? taking up hobbies? a lot of good reading and dining out? - but for the life of me, I cannot get any of them to agree to an interview!

Instead, I will feature here what they've been seen doing around town by my special eyewitness reporters on the streets!


....and the constant stream of praise for the Commonwealth's high standards of governing...

Secretary Pincer's search for a buyer for the old Adventuring Division building in Cordor's Eastern District (Government Square!) continues, but according to the Secretary of Finance, there are bigger fish to fry when it comes to the Commonwealth's prosperity.

"For the longest time Cordor's only guiding mercantile force has been the independent Cordorian Merchant's Guild, long known for half-handedly supporting the nobility during their reign over the people of Cordor," he said in a statement in the hall of the Commonwealth Center. "I think it is long since time the State establish its own commerce division, and I've been trying to find the proper incentives to encourage the independent merchants out there to sign on. Unfortunately, so many of them cater only to the adventuring community, who wish for nothing more than the wholesale slaughter of our citizens, so trying to get this entire idea moving is extremely difficult without some true trade luminaries pushing the edges of the envelope, as it were..."


....there comes a news blurb about a new suspected Harper, Harper affiliate, and/or Harper sympathizer, depending upon how you wish to view it.

POET SOWS SEEDS OF REBELLION WITH NURSERY RHYMES

Following the headline is a reprinting of a piece of poetry. The words appear to have been carved into the paper as though by knife-point (though it is obviously ink), and there are random blotches around the poem meant to resemble splatters of blood.

Roses are red
Violets are blue -
I see something wrong
And you see it, too.

Max is the purse
And his heart is true,
But who really gets paid
When taxes are due?

Lo and behold, imagine my surprise when I open the offices of the Recorder one night to find the following staring me in the face. For those of you of the fairer sex or the weaker constitution, please skip over the following paragraph, and pick up the story afterwards. What I have to tell you is graphic and most injurious!

The above later was attached to the collar of a dead puppy which had been hanged from the eaves above the door, likely some few minutes before I arrived upon the scene, for still it twitched, but alas, I was too late to spare its life as it expired, whining, in my arms, its throat clenched tight, its neck possibly broken.

I can only assume that the poem, and its gruesome method of delivery, served a purpose dual in meaning: the words blatantly accuse the Amian Recorder and by extension myself of profiting unlawfully from the Ministry of Finance's taxation, but I assure you, even though I now serve in a government-appointed office as Secretary of the Press, the payment I receive for the extra duties and responsibilities is a mere pittance compared to the profits the Recorder makes thanks to you, our loyal and interested reader base! In addition, I am quite certain the dead puppy was meant to represent me, as a threat of what should happen should I not do whatever it is that Grayfox believes that I should do, which I am certain we shall all hear soon if he continues to use the public sphere to do so! However, I would encourage him not to harm innocent animals when doing so!

Should you encounter any of this Harper sympathizer's poetry (for clearly it is Harperish, after all, due to their preference for artistic solutions to problems, inciting rebellions and revolts, and ultimately removing governments that do not serve their own personal needs by whatever means necessary!), please send it to me immediately for reprinting and publication in the upcoming How-Not-To special edition of GRAYFOX: HOW NOT TO INSPIRE THE MASSES extravaganza edition, where I invite literary critics to pick apart the Harper's poetry, analyze its literary and cultural value, and explain to us, the earnest, intelligence audience, how to avoid making some of the same pratfalls (such as killing puppies).

Addressed to Penn E. Pincer, 1st Class Clerk of the Ministry of Finance.

In response to:

"The Common Wealth of Cordor will be accepting proposals for building #01492, in the Eastern District of Cordor."

Mr Pincer,

I have an idea of something that the commonwealth might consider, although not being a citizen myself, it would be something for the government or trusted individual to oversee, if they happen to like the proposal.

In the past it seems the use of magic has been unchecked and uncontrolled within Cordor. The public recognizes there are a noticeable amount of magically gifted(or cursed) within the city and there seems to be a lack of proper instruction and guidance in matters of the weave. With the 'unfortunate' destruction of the Tower of Mystra, there are fewer places left for young aspiring magi to gain a proper government-approved education. Magic can be a powerful force, harmful if unchecked. The idea is therefore presented to create a manageable school under the care and guidance of the council, where aspiring mages can be taught the safe and proper use of magic. -and also as a place for them to stay, when their parents inevitably discover, that their kid no longer requires an unattended matchbox to burn down the family home.
