Gonna test that build out a bit, post what I've come up with and hope I'm slightly correct...
After adding the Svirf bonuses (and taking away normal Gnome ones): STR: 8 DEX: 14 CON: 12 WIS: 12 INT: 18 <- Raised each time + Great INT II CHA: 4
Breakdown of feats/other (I'm clearly not that good at casters, so help me please) 1: Luck of Heroes, School of Magic: Illusion 3: Spell Penetration 5: Empower Spell 6: Maximize Spell 9: Greater Spell Penetration 10: Combat Casting 12: Brew Potion 15: Great Fortitude, Quicken Spell 17: Ranger 1 (?), Greater Spell Focus: Illusion 18: Craft Wand 21: Armor Skin, Epic Spell Penetration 24: Mummy Dust, Great INT 27: Rogue 1 (?), Great INT II 28: Epic Spell (Not sure which one to take: Greater Ruin or Epic Mage Armor)

Rip it apart and make it as good as possible, thanks! Quicken spell is, as far as I'm concerned, useless. You can cast haste. Do it. Replace Quicken Spell (or something) with Extend Spell because it is the most important metamagic feat you'll ever take. Spell Foci on Necromancy, I'm fairly sure, extend the duration of Mummy Dust as well. Look into it. Your Epic Spell should be Greater Ruin of the two, since EMA is more of a "I'm a tank-mage" sort of ideology behind it.

A few questions: INT 18 + raised each time (7) + Great INT II (2) = 27. You're either dropping one Great INT or then taking one more.
Spell penetrations are hardly needed. You have a fair bit of CL already and you can easily thwart a Mordy to lesser one's SR.
Point of taking Ranger is that you take it at epic levels. You easily snatch yourself an extra epic feat, amongst a healthy heap of Discipline and other useful skills. Mind, you must use the extra feat in an Epic Spell Focus.
Quicken Spell is plainly balls, especially for a Wízzy. Grab Silent instead: it will make modifying your spellbook a lot easier. Then grab Extend instead of Luck of Heroes.
So far, only your feats need a bit of reconsidering. I'm sure you wouldn't mind another focus in some other spell school, just Illusion won't take you far.
Don't believe in Swallow the Stars, he's a big ugly bastard. Necromancy of course naturally is a juicy school, but you'll be wanting something a bit more thrilling - Illusion has a few important spells very similar to those of the Necromancy.
Also ESF Necromancy doesn't make the Mummy Dust any lengthier, if you choose any other summon than the Mummy. Oh yes, the Amia version has been modified and now you have a great variety of summons to choose from when picking EMD.

Take Weapon Specialisation and its Epic counterpart. Even if it means you end on 25 STR. That means taking your 4th fighter level on 21/24/27/30 to enable taking both at the same time with regular feat and epic bonus feat. And better to take Rogue a little before the end, you don't need absolutely maximized UMD/Tumble, but every point of Discipline helps.

Dual wield + STR = low AC. No real way around it unless you're a monk or someone with access to Divine Shield + Haste + etc. Even dexy dual wielders have mincy AC in the dual mode.

item buffs for the win, or failing that the regen + run away option. prepare to be squishy. dev crit katana though, nice. AC is my worst subject for builds, can't help you there. I also entirely disaprove of the skill dump, but -at- level 30 you can pick up some monk boots...and provided you don't try to solo your way to 30 you should do some damage on the ol' hunt.

Word to wise, ignore advice Glyph gives 90 percent of the time. He's yet to play a character in epic levels on amia and thus has no clue what are server demands. Nor has any clue about building regardless which he has pointed out many a time.

Okay, so... Am i ditching this build?  Some people say it'll be good, and others say it'll suck. Then, People tell me to ignore the people who say it's good, and then i'm told to ignore people who say it sucks. So, is it good or not? (obviously this is assuming I take weapon spec and epic weapon spec). If Dual-wield is so horrible, Is there a way to make a strong character that uses one katana, and no shield?

Well, I'd move that rogue level back a few, like to 27 or 28. There's no difference between 30 and 33 tumble, but there's a difference between having 30 and 33 discipline. I don't see any real glaring mistakes with the build, either. You'll be able to dual-wield for those easy to hit enemies and if you need, switch to sword and board for a boost in AC. Your AB will be pretty decent. I'd drop Epic Prowess, though, and pick up something to boost your fort, which would free up some space in your gear set.

If you're going to go single weapon and no shield you may as well take a two handed one for the extra damage from the strength mod. Then you're at least somewhat making up for losing the offhand equipment slot. If I remember there's a halberd model that looks like a naginata if you want to stick with the more oriental flavor.

Dual wield isn't horrible, it's just that your AC will be very low. The only way I would suggest weapon with no shield is monk or shadowdancer. Coincidentally the only katana-only-no-shield build I know was a monk/SD/WM.

Dual wield is excellent if you are the flanker. Dualwielders dish out damage, they do not primarly tank. As such, Rangers with pets are excellent dualwielders because their pet can tank while they flank.
And about rangers: As a str based ranger in leather planning on 30 or 29 ranger levels, how many ranks is it worth to invest in stealth? He will never be able to outsneak spotters obviously, but I woudl liek him to eb able to sneak by most NPC's and monsters

Uuh.. Without Dex you need to pump a -lot- of Hide/MS in the gear to avoid Proper PC spotters or be able to avoid Mobs.
I'd reccomend not to... You will probably run in Full plate to; Which will make those hide/Ms wasted.
Conclusion Spend those points elsewhere

Without being dedicated you're going to struggle to get past a proper Spotter. And mobs, maybe. I'm not sure how good mob eyesight is tbh. I guess you'll probably only be able to sneak past PCs with 0 Spot/Listen. Which is a fair number maybe. Maybe with 20 Ranks or so, you'll be safe. Ish. Got your Ranger tricks to push it up a bit.

Not running in plate, running in leather, and not dropping stealth alltogheter. Now at level 16 with 20 ranks, gear and spells I can sneak past every monster at my level, but I'm unsure just how it turns out in the high epics. With 20 ranks, I should easily get 70+ hide and MS. And I never planned to sneak past spotters, Mobs are the only thing that concerns me. It is a purely PvM character

Don't quote me on this, but if I remember correctly, the magic number is somewhere in the 80-90 range. That should net you enough to sneak past just about any mob that isn't in the Abyss. You may get caught sometimes, but it'll be few and far between.

About all this nonsense concerning dualwielding: Swapping weapons is a free action. It takes a click of your mouse to switch into sword n' board to regain your healthy +7 AC, so by far, dualwielding rocks heavy balls.

Working on a Strong heart Hin Ranger, with DEV. Starting stats:
STR - 16 (18) DEX - 10 CON - 12 (10) WIS - 14 INT - 12 CHA - 8
I intend to go 24/4 Ranger/Fighter, but open to other suggestions.
Also, what favoured enemies are best for PvM and what weapons are best to dual-wield, handaxes possibly?
Or maybe something with a nicer crit range.

Go 23/4/1 (Ranger/fighter/rogue) instead. That nets you tumble. 24 Ranger won't give you anything that 23 doesent. Hand axes give nasty crits, but shortsword give better crit range and are mor aviable. i think. Useful PvM fav enemies are giants, aberations, undead and whatever else you wish in there. outsiders too probably.

If you can afford it 14 int is very nice. IKD is pretty handy as a ranger.

reptillian humanoids(good against kobold PCs, too  ), undead, giants, outsiders, aberations are the ones you want for PvM. If you can spend the feat for exotic the best Dual wieldable weopon with good crit range is the kukri.

Thanks for the comments on the Stronheart Ranger.
So, I couldn't get Dev to work on the 23/4/1 Ranger/Fighter/Rogue, so I tweaked it to 26/1/1 Ranger/Fighter/Rogue.
Ranger 1 - Weapon Prof: Exotic, Fav Enemy: Reptillian Humanoids
3 - Power Attack
5 - Fav Enemy: Giants
6 - Weapon Focus
9 - Cleave
10 - Fav Enemy: Undead
12 - Great Cleave
15 - KD, Fav enemy: Abberations
18 - Blindfight
Fighter 20 - Imp Crit
Ranger 21 - Overwhelming crit, Epic Weapon focus
24 - DEV crit, Bane of Enemies
26 - Fav Enemy: Outsider
Rogue 27 - Great STR (Skill dumps)
Ranger 28 - Fav enemy or Epic toughness or epic prowess
Skills: AE, Disc, Heal, Tumble, UMD.
What should the last Epic feat be, I'm leaning toward Epic prowess myself?
Is Tumble worth taking?

Take Tumble, take Armour skin, the 23/4/1 works just fine, but that is a substitute.

Are you sure about the Armor Skin? He's STR based and will have crappy AC with or without it.

Nope you won't have a crappy AC. You're a Strongheart Halfling and when running with a shield in your regular +4 AC gear, you'd get AC 54 with Armour skin. 52 is decent also, but I would rather take 54. Remember! When you get flanked by hordes of beasts, CLICK! AC 54 is not too shabby at all. EDIT: Also many animal companions make excellent tanks in PvM.

Does 16bard/4fighter/9blackguard work? (Or 10 BG dependant on subrace)
Was kind of hoping to pick up dev crit, curse song, knockdown (Maybe improved) with the weapon specs, divine shield/might.

I'd go 10 BG for the divine favor. Dev crit, imp knockdown, curse song and div shield, might... Thats a hell of feats you'll need. You have 11 feats(12 if you pick human, 10 if you pick an ecl race) +3 fighter bonus feats. Power attack, cleave, great cleave, imp crit, overwhelming crit, dev crit, div shield, div might, knockdown, improoved knockdown, weopon focus, weopon spec, epic weopon focus, epic weopon spec, curse song. That'll be 15 feats you need. Featwise this works if you pick a human. The abilities will be the biggest problem. Mind that you'll need at least 13 charisma(but you want 16 for all bard spells), 13 int for imp knockdown, 14 wisdom to get the neat blackguard spells and last but not least you need to end up with at least 25 str. Maybe doable if you drop the epic weopon focus and spec and get great strengh feats instead.

Little bit of an odd question here for you, gents, but here goes:
I need a list of all the spells/effects that decrease other's saves. Examples I can think of off the top of my head are Blackguard's Aura of Despair and Curse Song. What else is there?
