It means that you are basically loosing all str bonus you got from RDD levels and AC right?

here it says:
2nd - dragon abilities (+2 str)
4th - dragon abilities (+2 str)
.....
10th dragon abilities (+4 str)
so 8 str total.
Amia says -4 str on 10th.
Therefore 2 + 2 = 4 - 4 = 0?
Or you are just not getting str bonus at 10th lvl at all?
My math sucks indeed, but not that badly

You're not adding right, it goes like this:
2nd level- +2 Str (No penalties.)
4th level- +2 Str (No penalties.)
10th level- +0 Str (4-4=0)
So, Str is +4.
AC wise, it goes like this:
Levels 1-7: +1 AC (1-4 is +1, then the penalties kick in at the same time as the +2 kicks in, so you stay at +1.)
Level
Levels 8-10: +2 AC (Would have 4 at ten, but the penalties are upped to -2.)
So, a tenth level RDD gets +4 Str, +2 AC, +2 Cha, +2 Int, and +2 Con.

Yeah. Now its understandable. It said only -4 at 10th so i got confused. But now i get it. you get +4 and -4 at the same time. It was strange anyway that at 2nd and 4th lvl you get stronger and than on 10th you loose your strength.

One could argue that SD is just as good, when used "wrong". Such as breaking spells and so on.

Any chance of spreading it more evenly? Like +1 STR at 3, 6, 8 and 10? Same result if yo go the whole way

No, I mean: Changing strength values invalidates characters due to both feats and the method by which the currentlyu RDD changes are applied (via feats. The strength is not actually letoed off.)

Gah! It's now only a matter of time before someone uses 'Rebuildageddon' in a motivator-type poster. Well, that's assuming you can find an image wide enough for all those letters.
I don't see the problem when it's a net STR change of zero, to be honest. Okay, it doesn't give you much of a reward for hitting the big 10, but there isn't any particular penalty either.
If you take more than ten you have yummy bonus epic feats to look forward to just like anyone with more than 10 in a prestige class or more than 20 in a base class.

The problem is all the people with 4 levels and +4 STR suddenly have 2 more STr than they should, or whatever, making them all sorts of invalid with illegal feats.
