The shadow shader just has some issue with the exact thing you are wearing in combination with the lighting, time of day, and what is on ethe screen at the moment.
It will go away by leaving the area or by waiting till the lighting of the area changes.
Overrides do cause this as well since they change the textures and such and some times the shadows get bugged a bit. It goes away so quickly and you can rotate the camera to make them almost unnoticable that it never was a huge issue for me.

I had some texture issues in the brog mountains for ages. Disabling the ATI control panel on startup fixed that.

I found it happens occasionally. It'll get better, usually - sometimes even a different camera angle will fix it. Otherwise, like Mahtan said wait for the lighting to change or go to a different area. Worse comes to worse, relogging fixes it too.

Sometimes just a restart too. Graphics glitches do that.

It's not a bug you people. It's Amia going through "That time of the month". Just be sure not to mention in within' hearing range or she will bite your head off, perhaps literally.
