A notice is posted in Wiltun only.
By the Decree of His Sovereign Lord Arsant Wiltun of the Wiltun Jarldom,
a sizeable reward is hereby offered to any person(s) bringing forth information that leads to the arrest and subsequent execution of a traitor to the authority of His Grave Lord Arsant Wiltun, and the return of important property of the Wiltun jarldom; an all-weather leather satchel containing copies of official documentation which may be used towards the nefarious ends of forgery, and a collection of rich and rare gemstones, of which 50% will be granted in reward to the noble man or woman who answers Lord Wiltun's call.

Word gets around amongst the bounty hunting and mercenary community, probably through the think tank at Wiltun, Master Parrico, that the culprit had to have been a Shadowdancer, and that he or she may be trying to sell those gems on the open or the black market.

Handuil finds himself writing out a quick response to Lord Wiltun after having read the notice.
"Dear Lord Arsant Wiltun,
I have heard your call for help in the capture of this traitor and your documents, and I must say it would do me great pleasure to exact His will upon your foe.
As you are aware, I am sure, without order there will not be peace. So as a keeper of the peace and order, I extend my services to you in His name so that these unlawful criminals are brought to the block.

Owen Belmont is seen soaring around the island on the back of his prismatic dragon Balneen, he is also seen and heard questioning any and everyone he comes across on the Rauthym islands.
Octavia, hearing of the thefts begins to leave notices on the open and black markets requesting to meet the man who commited the theft, making it clear she wish's to talk to him.

Jack, being the grumpy Salandran ignores the call to arms dismissing it as unimportant. Anyone who questions him gets the same responce: "Pike off mate, I'm a poor Salandran bastard on a holiday."
Lurking on the Southern Side of Wiltun is a large and more feral looking then normal Panther accompanied by its master laughing at the wild chaos of the treasure hunt.

Eow takes a bite from one of those delicious apples from The Dale and reads the posting.
"Great" Eowmir thinks to himself, "every two-bit copper hungry bounty hunter will be after this one. Likely most will do nothing more than frighten innocents with their questions and threats. Best keep an eye out on the central patrol route for extra activity."
Eow takes a final bite from the apple and looks over to Aasa. The bear sniffs the air and looks to Eowmir with a degree of impatience.
Ok Aasa, I am ready. Let's check on that logger's camp yonder and see if we can warm ourselves by their fire...

Something catching his eye at ground level, Brandrik jump off the tower, gracfully falling into the large shadow of the tower stretching across the square, vanishing with no sight or sound of where he had landed next.*

The Guild of Foreign Trade is offering a 100,000 gold bounty in addition to Wiltun's rewards to whoever captures the perpetrator, dead or alive, and recovers Lord Wiltun's stolen keepsakes.
*Rhalia Cain herself sends a letter of condolences to his lordship,Arsant Wiltun, through Master Parrico, detailing the Red Wizards committment of resources to the recovery of his property*
