So it says here that you can request a character with special powers such as Psionics, Elven High Magic and Truenaming. Now what I want to know is.. What does that mean?
What powers does a character get if he's a psionics user, or if he is an elven high magic user or has the power of truenaming? I searched for a similar topic but I couldn't find anything. I did find some powers that psionics grant here and some clarification on elven high magic here but I just don't see how those powers would be manifested on Amia. Could you, the DM team, elaborate on this please(or anyone else who has some information)?

The powers you get are the powers you request...maybe.
Any time you request the ability for any of these special powers like psionics, truenaming, etc., you propose a mechanical method to represent your special power - a mechanical method that we, in turn, tell you is approved or not approved.
This usually involves a small degree of discussion between DM team and the player. It also involves a great deal of trust.
Do not be like 95% of Amian players, however, and believe that simply because you request it, you deserve it and will get it exactly as you want.

So you would need to buy each psionic power with DC's? What about starting powers? Does it cost DC's to buy the right to play a character with such abilities?
EDIT:

No, I'm not thinking of requesting any of this at the moment. I just wondered what do these special powers include and how they work, that's all.

I have examples that're relevant and personal:
1) I some time back requested for a Mage character the spell 'Slashing Dispel' from D&D's Player's Handbook 2. It couldn't be done exactly as the spell exists in that book, but with some talking and finangling, I was able to get it as a hybrid Dispelling and Stunning spell. (it wasn't cheap though to my recall DCs wise).
2) I requested as a special character a Truenamer (using the Bard, odd as this might sound, to reflect the mechanics). This request on it's own was more only a uniqueness factor, and a beginning towards other requests related to him if I was to play him long enough to get into what he wants to do. (sadly, other characters for one reason or another have had my draw).

Yes. Yes. No, but it does require a formal written request.

Answers two of my questions but I'm not satisfied with the answer to the second question("What about starting powers?"). What are the starting powers? Is there a list of powers from which you can choose starting powers? How many do you get?

There are none. No, there is not. As many as you have the DCs to afford, as individual DC item special power requests.

@Yossarin
What exactly did you mean by answering "Yes"(the first time) to my question "What about starting powers?" if there are none? A bit confused here.
Second, if I understood this correctly, the only thing you get by getting the psionics request approved is... nothing? You get the right to buy abilities for DC's and call them psionic abilities? Can't you already do that with a regular character with the only difference being that it will not be called a psionic power but a spell like ability or something? I understand if the name is only there for roleplay's sake but shouldn't the request give you at least something to start with. This really brings up the question of buying the right to play a psionic with DC's again since you will have no psionic traits untill you get enough DC's to buy your first power. And as it is seen here there are quite a few powers that could be reproduced by NWN mechanics. So it would probably cost a lot of DC's before you could truly call your character a Psionic.

Vedran, I thought I'd direct your attention here for that point:
Cori wrote: Before we get to a good format for submission, heres a few other things to keep in mind:
*Even if approved, the character WILL NOT have any special powers, be they racial or class-based, beyond what is normally allowed of pnp spells on Amia. Telepathy is most especially not permitted. The race will NOT be scripted with special stats, abilities, spells, etc (as in, it won't be like the subraces on the sidebar of the forum). It will NOT have any increased ability modifiers, or skills, or anything along those lines. It will in fact have nothing otehr than the special bonuses granted by the base NWN race you choose to use, such as elf, or human.
Edit: His formatting, not mine.

Right, thanks for the quick answers. I have no more questions regarding this. Perhaps it would be good if something like this was added to the Creating your Character topic for future reference.
Quote: Characters with special powers do not get any powers upon approval of their request. The powers must be bought via DC's provided they are mechanically possible and DM approved.
EDIT:
Just saw Yurell's post. Hmm, I guess I overlooked that. Thanks for pointing that out as well.

Well, you don't exactly have to buy powers with DCs, if you can get what you want through existing mechanics.
You should think of these special powers as a special character request: simply for the role-play flavour, you might want to request a Grimlock character, an Avariel character or a Psionic character. There's no difference, and none of them receive any extra powers. You might, however, be allowed to use Dwarf as the base for a Grimlock, Moon Elf as the base for an Avariel and Wizard as the base for a Psionicist.
