Couldn't they just attach whatever the Wyvern Bile script is, to a widget, similar to how people can already use/request scripted abilities that have been created in the past?

Kinda my thinking, I just don't know how that works.

If the rp is approved, it would be an innate ability so those "have to add from the radial" type spell abilities would be what we're talking about. I think it's a question of FIRE versus some other element. That said, your idea of wyvern bile does come into play on it, maybe?

Well they don't add stuff to your radial from what I understand, you only get widgets now. But you can RP it however it's approved. A widget is just the mechanism.

Anything apart from those eleven requires a formal request and all that stuff, like a special characters. Those eleven just are 'very easy' to get, because they pretty much just require the alignment rules and stuff.

So... having a neutral dragon disciple is impossible without a pre-approved request? Because all the dragon disciple choices as are now are either good or evil.

You are allowed to be 10 or less levels of DD, and still be neutral. But over 10? Yeah, no more neutral without a request.

Yeah, but it also says...

If you go past level 10 RDD (so 11-20) this gets tightened to only 1 step on the same good/evil/neutral axis.

But there are no neutral choices?

Hey there I have a question...
When I first joined the server, back at 2011, I remember being in a party with 2 friends, we all are from Chile so in party chat we where speaking in spanish, as it was only the 3 of us that where in the party, but at that time a DM, who I really cant remember who he/she was, told us that we couldn't speak in spanish because it was an english server.
It didn´t bothered us as we just moved to TeamSpeak and speak through there, but now everytime I hang on with my other Chilean buddy in Amia we try to only make the /tell player messages in spanish.
So the direct question is, if I´m in a party and it´s only the two of us there, can we speak in spanish? and obviously in english to the rest of the people?

But what if someone is sneaking and listening and you don't know? *totally devil's advocate* Really though, we are an English speaking server, it's most appropriate to stay in English whenever possible. Otherwise, let's say, for example, you guys are speaking Spanish and someone did overhear, by whatever means... they would assume you were speaking some unknown language or gibberish, which would not be the case. Make sense? I'm sure a DM can answer better, but that's the first that came to mind.

DMs tend to get annoyed if they read a lot of foreign language in partychat. Think we got a shout about it once.

It's mostly better to just stick to English and not make foreign language atleast too excessive in the partychat.

In an OOC chat, I don't think many people would mind. I think tells are private in most cases anyway, since it's a hassle to read them.
And Party chat... It's still OOC. And with noone listening in, it wouldn't really matter, unless a DM is listening in.

Private requests: Do you just send it to one DM, and he takes care of it, or should you send it to all DMs?
And, how quickly can you expect an answer, even just something like: 'posted into private forums', or, as answer to a 'status?': 'still being evaluated' or something like that?

Just send it to one DM of your choice and they will post it on the DM side of requests. Answers kind of vary, depending on DM you posted to, private request sometimes take a bit longer because you can't really post or be seen what is said, so don't be afraid to poke them maybe once a week. I personally do it on the second week mark if I don't hear anything.

I wouldn't think they would. If the wand/scroll is divine it would be infused with the power of the creator's deity at the time of creation. If they were arcane it wouldn't matter worth a hoot.

I have a question... what would be the IC reason for a neutral caster to only be able to cast a neutral summons using the Gate spell (and the similar planar allies). I mean I can understand why an evil character wouldn't conjure a celestial being or the other way around, why a goody caster wouldn't summon a fiendish one buuuut, wouldn't the neutral caster be able to choose which one he wants to summon??
Or is there a reason involving the alignment for this summons?

No particular reason, that's just the way it was set up. Gate and Planar summons in general have always been good/neutral/evil alignment based; it's a carryover from Vanilla NWN. When we made our own summons, we kept the same set up. Yes, theoretically a neutral caster might be able to gain the help of either a good or an evil outsider. We simply haven't implemented a way to do it. Closest we have is what we did with the Summon X series where a neutral PC is allowed to choose either Fiendish or Celestial creatures(the choice sticks, however, which I'd argue could really stand to go).

It's probably more of a suggestion for IA, but it would also make sense for allowing Good and Evil to summon the Neutral summons as well, if they choose. That way people are less pressured to go neutral simply for having more options and it cuts down on the necessity for summons to be as rigorously balanced between each other, because you can always switch off as needed.

Thanks DI! I agree with you in regards that the evil and good casters should be able to summon a neutral creature... I may be able to talk to some DM for changing the alignment of the summon then!

If I recall from the PHB, you need to have the spell on your class list in order to use it. A fallen divine caster no longer has that on their class list, so cannot use a wand or scroll with the item.

They could still UMD it, though.

As for Amia, I think you still can, haven't tested it though.

I wouldn't think that should matter. A melee class can still use wands of Spell X. Scrolls would only be reliant upon the ability to use them normally; raise dead will work for anybody but others will be dependent upon their ability to be understood and used by the class (or faked well enough for government work with UMD.) Consequently I would say that even a fallen cleric would still know what the funny little squiggles say and can work out how to make the magic go even if he can no longer tap into his deity to be able to use himself as a medium.

Theoretical question:

Let's say a character dislikes red colour. Is it possible to have a red dragon disciple with black wings, if the bio CLEARLY states the the wings are of red colour, but dyed black?

A dragon disciple with wings wouldn't really mind the color of their wings.

They gain the personality of the ancestor dragon and the feeling of being a great being.

What kind of items can I request? Can I request copies of old items to give to others? For example, Budly got a Mayors Ring from when he was mayor to have a copy for the next Mayor, aka Rosary?

That list is from January 2016. Don't think much has happened balancewise since then.

And while it's not this posts intended use:

Fear immunity is hardly broken. I have currently fought assassins, clerics, sorcerers, wizards and maybe some other builds with Lyelanna. She has perma immunity, tons of HP, and tons of fortitude. Even when I used mindblanks and whatnot, the other builds never had troubles with beating Lyelanna. As in, she didn't land a hit or were allowed to attack against any of them.

There's plenty of ways to CC characters for high-level casters and for assassins, and that is taking freedom of movement and mindblanks into account. Fear immunity is not op, the only characters that would be affected by it is barbarians relying on terrifying rage. That is a huge hit against that particular build, but terrifying rage is so powerful (insta win actually, against many builds) that fear immunity as a countermeasure is justified in my opinion. If the barb has umd then the other PC is screwed without an immunity ring.
