This boss is of high value, dropping a deffinate Flawless on each kill. It's in Cordor, where characters are banned from.
I also find it incredibly WoW that we have a dungeon hub in Cordor.
I think the epic boss and epic dungeon hub shouldn't be in Cordor, it should be accessable to all.

There was (is?) an old entryway in the Amia Frontier: North that used to lead into that general part of Cordor's underground.

You can probably access it through the west which is fine but what happens when you step inside the watchtower as a banned person? It is full with guards.

We're discussing some changes to that entire set up topside. Hopefully we can get something in that makes the area available to everyone without gutting the areas or killing them. Unfortunately I can't offer a time table on this, sorry.
For now I suggest PCs work through West Cordor. It would be well known IC that West Cordor works very differently than the rest of the city.

This is the kind of thing that the sprawling and maze-like old sewers would have been ideal for. Still, even the new sewers have enough locked doors that you could create a "secret" entrance there, which anyone would be able to access via the swamp.

Just for the sake of clarity, is there a formal interim ruling here, for while the Phane is in a less than ideal place? If banned individuals or members of banned races enter Cordor via the West gates for the purpose of going to fight the Phane, will they not be considered to have metagamed the gate guards if they entered without DM supervision? What if they stop at Hil'rash and Tristana in East for some supplies? What if they linger in the city for some RP?

It's already been said that people can access it via West Cordor... unless you got yourself banned from West Cordor. So if you did that, or don't want to go into Cordor, you are kinda making yourself SOL in this.
But also, remember the idea is to give access to the Nexus from other areas, too, so you don't have to enter Cordor.

Yeah, that's been said, but it's seemed like a sort of informal "meh, here's this ad hoc unofficial workaround for while options are being considered." That's kind of not an especially great way to interact with a rule which in the past has been at the center of some fairly acrimonious OOC spillover. There really should be official rules clarity and formality, if the gate guards rule is going to be relaxed for as long as the Phane is accessible only through Cordor Central, which sounds like it's going to be quite a while.

I'm not sure what you are getting at. Nothing is being relaxed momentarily. As it's been stated, West Cordor is different than East Cordor and Central is in between and not pushing either's laws/bannings (this is recognized IC by players already). West Cordor lets just about anyone in, which means you can go in through West Cordor into Central Cordor and not be metagaming unless you are banned by both West and East Cordor. Now if you've gotten yourself banned like that, then that's different.

Am I misunderstanding? The gate guards at West have the same scripts as the gate guards at East, right? If you're a drow, kobold, hobgoblin, whatever, they won't open the doors for you? I'm not referring here only to individual bans by name, but to racial bans as well.
And even regardless of that, as Lutra said, you can enter the city through West if you're individually banned from East, but the watch tower is jammed full of guard NPCs who answer to East. Will they be enforcing individual bans? If not, why not? And if so, then the problem still exists regardless of through which gate you entered the city.

I'm imagining the current situation to read something like this: there are ways into central and west for shady banned individuals through other ways than the gates, up to you to find ICly. The guards in the watch house will most likely be treated as "don't be a jerk and I'll look the other way" if you're just going to hunt the Phane. I imagine if you use the situation at the moment to cause a headache for the DMs it will be handled differently. Like any debatably unfair sitch. But I doubt any DM will come out and say it, for fear of being exploited by said jerks in any situation. So listen to me at your own risk!

From a rp perspective the biggest issue is actually the guards in the nexus keep/castle building that are on loan to the STU and loyal to east. Personally im not gonna mind if someone banned from east slips into the dungeon. Just pointing out another issue to consider

Here's the excerpt on the Cordor Information Thread, on West Cordor I left. I don't know if this has changed since my tenure, but I don't think it has, but: Quote: Those banished from Cordor North/East/South are permitted here without DM oversight. Those that anger the real authorities of the district best beware when entering though, it is a place where such people oft wind up with knives in their necks in dark, back alleys. PvP is legal in the arena. Fights in the streets are allowed, though it is recommended that such are kept to back alley murders rather than people throwing explosives across the district. In the gentlemen's club, 'bar-fight' PvP is permitted, as in: using fists, chairs, beer bottles, etc, is perfectly okay. Save the fireballs for when there's a DM watching though, please! There isn't really such a thing as banishment from West Cordor either, since it's essentially run by the mobs. If you're not liked by the locals, you can expect some mobsters to come out to get you. (Either PvP or DM controlled NPC gangbanger). If the gates are race-locked, that sounds like a bug. There is also a way to get to Cordor Central without having to go through either West nor East Cordor, as well. As for the guards in the watchtower.... well... that one is a bit of a headscratcher, but I figure in the case of banned individuals, they might rationalize it as just sending the troublesome idiot adventurer to a premature death. Still, the location is remote and extremely exposed, something someone might be able to take advantage of....

This was how it was when I was running it: 1: No one is banned from West Cordor. Even 'banned' individuals are allowed. Granted, that also means they're up for a whooping if the locals don't like em... 2: They should be. If not, that's bug. 3: No.

Things I happen to read at four AM half asleep on my phone...
There was to be a whole secondary access point to the Nexus added that had nothing at all to do with Cordor. Dunno what if anything has changed in that plan but I remember setting up 90% of that second point before I left. Anyone on the team is welcome to poke me on Skype for info as with anything that I worked on for Amia, if it would be of help. Or if the team decides to shift the contents away from the Nexus there should be ample notation in my DM notes about its makeup in order to come up with a way to do so, but again I am at the team's service should they need anything from me.
Tormak especially, don't hesitate to poke at me, goodness knows I prodded you for info enough times when I was getting settled in Tarkuul, for which I still owe you thanks for giving me the reigns on such a great RP opportunity. Hats off to you man.
