specific example...

can a specialist wizard necromancer use potions of truestrike?

They can not use Scrolls or Wands. No. So if you have opposed school of Necromancy, you can never use Raise dead scrolls for example.

Raise Dead is Conjuration on NwN. So only Abjuration, Evocation and Transmutation wizards can't use Raise Dead scrolls because they're all opposed by Conjuration.

For reference;
