I was just recently told by someone that for a custom feat, you have to take the "custom feat" feat in pre-epic levels. You can't take it as your level 21 feat, for example. It just doesn't work.
Is that true? That'd screw some stuff up for some long-term planning I'm doing. I know you can't pick it as a bonus feat, but I was hoping to take two epic custom feats in a rebuild at some point. I'd be sad if that weren't possible.

That makes me super sad.
Then I have another question; is it possible to DC rebuild a character fully, but rebuild their 1st level as well, such as building a new character and having everything transferred over to the new character? I want to make a tiny change to Frugdar's base stats, but I don't know if it's possible for me to do that, or if I'd have to self-rebuild the entire way. I'd be really sad with a self-rebuild. I'd rather pay 15 DC's to rebuild, but I don't know if it's possible since I have to change his base stats, meaning I have to re-create the character.

Yes, that is possible and often done. You also start at 2nd level, so you "only" have to pay 14 DCs for a full rebuild at the most.
