Seeing Frudgar removing notices in Tarkuul and eating them, the High Arcanist would
approach and inform him that by doing such, he is violating the First Law of Tarkuul.
This time, Frudgar would slip away with just a warning from the High Arcanist. With a
second offense he would assuredly face an expulsion from the service of the Living
City, and possibly a ban.. or worse?
