what happens when you level drain undead? does it give bonuses to them like neg burst?

Nothing at all. They're just immune to it.

You can cast Negative Energy Burst which can give it up to +7 Strength with a CL of 28, though. Just make sure you have Negative Energy Protection on yourself, otherwise you'll get crippled.

This. Only reason Neg Burst is different is because it's specifically coded that way.
