In the early evening, for the second time this year, large snow flakes begin to fall from the sky over the living city. The air cools by several degrees, but not enough to let the snow linger. The large flakes idly drift to the ground and melt upon connecting with it.

Amidst the snow suddenly stands a very large Winterwolf. The furr glistning brilliantly in flawless white with frost coated tips. Clear blue eyes scan the surroundings. The creature is calm and shows no sign of hostility. Frosty mist forms in front of its ice-coated muzzle with every breath. It simply stands there a moment, watching whoever is present.

Then it sits down on his hind paws and speaks in common in a clear voice which cuts through the chilly air.

"I am FrostHowl. Herald of the Frostmaiden. I am sent to arrange a time and place to meet between the representatives of the Living City and the Church of the Frostmaiden. Those who feel they have the authority to discuss such with me, step forward."

With that, the large beast falls silent... and waits.

The High Captain approaches the creature with a careful measured stride. "I am the High Captain of Tarkuul. We can speak here or in the Court if you wish." he says, watching it carefully.
