I heard from a reliable source of a woman who committed three murders. Apparently all the victims were rescued however.
Human, mage, female, white hair, pale skin, wears blue cloaks with a white trim, similar cloak. Carries a quarterstaff. Nothing has been confirmed for sure but be on the look out for this potential murderess.

Seiko, a blue chromatic, who of course is already banned (and knows it) by virtue of her evil ancestry is hereby awarded a Kill-on-Sight order. Multiple assaults, murder of a Militia member, and general mayhem are the crimes committed by this creature who has definitively earned this sentence.
If she appears on our lands again drop her like a spoiled sweet cake and feed her rancid remains to the trolls in the Skull Crags.

However, she decided to take a nice walk along the cliffedge to find me and instead found the "presents" I had left for her. After putting her down, I deposited the body at Kampos with a nice handwritten note to suggesting she do some vacationing in far away places. Citizens,
The wanted criminal Seiko, a Blue Dragon Kin, remains at-large and it's long past time to end the threat she poses to our Community. I hereby declare open season on the vile murderer and sadistic fiend named Seiko. A bounty is offered for her, the conditions as follows:
1) The bounty is contingent upon Seiko's body reaching room temperature and in state of complete death. The manner is of no consequence, so long as no Dale laws are broken (ie. no death by undead and so forth).
2) The bounty is ONLY offered if the criminal is killed upon Dale lands. If she is killed elsewhere and brought to the Dale already in a state of death the offer is recinded.
3) The act must be witnessed by an officer of the Dale Militia, either the roaming variety or the ones stationed in various locales on a semi permanent basis. Verification will be required (//eyewitnesses and/or screenshots).
4) While it is preferred that a Dale Militia member earn the bounty it is freely offered to guests and visitors alike, again so long as they themselves are not banned from our lands.
The Bounty
1) A weapon of Epic Quality from my personal collection. (don't ask for details, suffice it to say it's one of the finest examples of it's kind available)
2) A celebration, complete with open bar, thrown in your honor on the next Dale Feast Day.

Mayor,
After her being slain and carried away from the Dale, I noticed this flier. She apparently was told she is now allowed there by one of your guards, no flipping idea who lost their mind or if this was just a lie. Myself and two others fought her one being slain and her finally going down. Was under the impression her body was to just be casted out. Next time I'll see if we can keep her body. I attempted to get a guardsmen involved, but could not find one that was not busy (No pcs online and no dm response). So forgive me, I shall succeed next time.

The Dale is the sight of unusual business for a few hours as a number of crates, containers and various supplies are delivered to the town hall and placed into storage. General Nof can be seen directing the work, seated comfortably on a chair next to the door of the Town Hall and expertly delegating tasks to others while he encourages them with all the cheerful exuberance that a seated hin eating a pie can muster (which is to say, a lot).
Shortly afterward, all active members of the Militia are supplied with whistles, informed that they are to be blown "once for a shift change, twice for a warning, and thrice for a dire emergency" as part of a new security policy.

I will inform you that we have a long list of criminals who have committed grievous, murderous, and even treasonous offenses on our lands. Punishments from simple fines, various terms of banishment including permanent banishment, and even Kill-on-Sight orders for repeat offenders are administered. What you have not seen (and never will) is a request from me or any other authority in Bendir Dale to have Cordor arrest such individuals or a request to allow us to pursue and detain them on Commonwealth lands. Our respect for your sovereignty and unquestioned authority on your lands is complete and without bound.
Allow me to expound regarding the three individuals noted. I am knowledgeable of only two. The Robert of whom you speak is a complete unknown in our lands and no one I’ve spoken to has ever seen or heard of him. Of the other two, I can safely say I’ve never seen Ulrik outside his hometown of Kohlingen, though it is likely he travels abroad at times. Whether he ever visited Bendir in the long distant past is an unknown, but in my long years as a Citzen, Militia Member, and now Mayor I’ve never laid eyes on him here. The third, a former Guard Captain of Cordor, I’ve only seen once upon our lands and the purpose of that visit seemed to be to inform me that she’d never be seen in Bendir Dale ever again. The implication of that was unknown to me at the time.
Furthermore, allow me to assure you that none of these individuals shall be harbored here or granted asylum. That’s not a business model we are interested in. Nothing more than nightly overstays at the Hinn Inn are allowed travelers passing through on business.
Now, I’m certain you are interested in what you can do upon our lands. Here’s a list off the top of my head of actions that comply with our laws:
1) On your time off, you can visit in an unofficial capacity. If you want to spend your time looking for them here that’s entirely up to you, tourists can do whatever they please as long as it’s legal. I’d advise you to have some pie while you are here, it’s warm and tasty.
2) You can leave at any time and in any direction and for any reason. I’d advise you to take some pie with you when you go.
3) Prisoners captured on lands other than Bendir’s can be transported through our lands to their ultimate destination. Although we do not allow slavers or contraband smugglers through our lands, we don’t interfere with sovereign authorities exerting their rights to transport criminals from the wild lands of Amia to the cities for their just punishments. You can pickup pies on your way through.

Crime: Drawing a weapon in the Dale and using it to attempt an attack on a Militia member.
It being difficult to assess whether the Militia member was actually struck in the chaotic melee, and this being a first offense warrants a non-permanent ban. Aiss may report to me once the time has expired to have the ban lifted and swear upon a stack of holy symbols it will never happen again.

Greetings Mayor Missus,
sadly I have to approach you about a very unpleasant matter. I recieved a very disturbing report today. The incident concerns a female hin with red hair, her name is sadly unknown to me. By the bench outside the dale she yesterday insulted a half-celestial member of the Grove. She said he is tainted and deserves to die because he has feathery wings. After some escalation she did kill him too, without him ever having caused any trouble.
I know Jace, he is a very nice and calm person and I cannot see that he has caused any trouble to the Dale or anyone else, ever.
I would like to ask you to please look into this matter and preferrably also to discern who the female hin in question was. She seems to be a shifter as Kaci mentioned something about her turning into an Ilithid.
She clearly needs some lectures about races and proper behaviour. Though how you handle this on your land is up to you. As it stands though, if she is spotted in the forest, we will judge her ourselves.

Dear Malandria,
I know Jace personally and in a most friendly way. I am most disturbed by this report. Such behaviour is criminal, whether conducted by visitors or residents. The violator shall be punished once found. I do not know of any red-haired shifter Hin but I don't know every resident. It shall be investigated by my crack staff of scouts and she shall be dragged before me. That's how we handle such things here.

On further thought, we might be dealing with an expert shifter who shapeshifted into the form of a Hin in an attempt to cause strife between friendly parties. I've seen it before, so remain alert to this possibility as well in your scouting.

The shifter is named "Lorna". She is a hin and evidently resides in the Dale although she appears to be a newcomer rather than a native born Bendir Resident. I've located her and we had a "discussion", by which I mean she listened and nodded her head while I spoke. Her education appears to be lacking and she had some mistaken beliefs I've had to correct. For example, she thought Wings = Chromatic dragon disciple, no matter what the color. The results of the "discussion" as follows:
1) She is prepared to make a full apology "in person" to both Jace and Kaci.
2) She is prepared to accept punishment for this terrible mistake, a "penance" if you will. This punishment will be meted out by Bendir Dale civil authorities as the incident occurred within our jurisdiction, however it's my hope that you and I can come to a mutual agreement as to an appropriate sentence.
3) It's my hope that once the punishment has been handed out and served, that we can all agree to allow this matter to be closed.
Please advise when we can meet to pronounce sentence.
