I'm almost certain that I've seen who owns this character but can't for the life of me think who it was... I'll get back to you if I happen to come to a realisation given no one else beats me to it.

This bug is caused by improperly configured ports on a shared connection. Not even necessarily having anything to do with Bravo21, he need only have been logged in at the same time as the pair with issues. (Assuming someone wasn't being careless with the vaults, that is.)
