Steps Ive tried.
1. creating an override folder in nwn folder.
2. downloading and extracting files all to override folder, making sure all files are in the folder and not a folder in a folder.
3. doing all this while not having the game open.
4. deleting override folder and trying them in the override_bak folder.
nothing is working.

You're trying to see heads of other people or select heads yourself?

I am trying to select heads so I tried to test out the single player campaign to see if there are heads to select, but there aren't. Are the override files only for seeing heads?

You have to look here to see the heads. You can't see them in single player or in character creation, but if you tell a DM a reference number as shown in the link you can get a different head. _________________ Login: The Copper Queen

I am planning on playing a Half-Elf; should I make this a subrace or do I select a human head?

The problem is that head files need to be consecutive, and they aren't.
I use a little batch program to fill in the missing .mdl files to link up the heads so later heads are selectable during character creation, but it'll need a little work to make it user-friendly. Until it's done, you might be better off just asking a DM for help :3

Also, whats the issue? Is it heads showing up in game? Is it overrides in general showing up? Is it just no heads being selectable at creation? You never really explained.
