There are a host of other evil gods. Just for the most part, they are smart enough to not send up flares, fireworks and scream at the top of their lungs hey look at me I am EVIL!
That kinda makes an already hard job tougher.
I am sure the demon lords and devils are getting their people with all the fiends around.
Chromatics I have seen a few so Tiamat should have some representation.
Talona has a ruined shrine so at some point she must have had some people.
Cyric is about. Malar has alot of NPCs so a PC would be reasonable. Lots more.
Bane and Shar seems to have alot, Lovitar a few too but, why limit yourself to just those three?

Because if everyone chose their favourite evil god, you still wouldn't have any churches. Just a bunch of very small orders. You're still liable to have a great deal of trouble doing things when your resources are that miniscule.
There's a reason the Church of Bane has done so well in the past, and that's because (at least in my opinion) it succeeds in rallying, for lack of a better term, average evil. He's a nice and central evil deity with a great deal of popularity, and the fact that it resulted in a church only helps to draw more people. Banism is infamous. All you really need at minimum, as far as I've seen, is be LE/LE-sympathetic and want to do the Bane thing of subjugating others for fun and profit. Not much in the way of unusual ideals (though still distasteful to some players of evil characters).
The other evil god followers don't widely telegraph their position or activities but they typically don't get as much done as the Banites, and largely that's because they lack the means. Bane's methods and popularity just enable the sort of open evil a lot of people seem to like and want. It's just unfortunate that it hasn't been very sustainable of late.
Most of the examples of alternate faiths mentioned are either unsustainable or just not popular enough with people to be viable as a new evil church. Tiamat is great but isn't she the enemy of every other god? Pretty difficult to forge alliances there (Banites seems to occasionally have this problem where people refuse to work with them because they don't want to be force-converted, whether true or not). Cyric has a similar problem. The feuds (and sheer number) of demons/devil lords makes it difficult to rally around one in particular--Orcus did well, but there were what, two actual followers (I'm sure there were more, but most seemed to be in it for other reasons)? And he was only popular during the plot. Lolth has a pretty huge following but that's because it's basically the state religion in the UD (where evil is the norm), but they typically don't have a great deal of interaction with the rest of the server (at least I haven't seen any).
Selvetarm is awesomesauce and everyone should follow him. /bias
There were a few Malarite PCs around at one stage but being a druid-sponsoring deity means not getting along with any evil god followers who summon undead, outsiders etc (ie most of them), which also limits one's ally-finding potential. Shar is great! But hard for them to group up and their tendency towards secrecy doesn't suit a lot of people. Some just don't like having to be so cautious all the time. Mask has the same problem.
Loviatar doesn't seem to stand for much other than depravity so I don't see Loviatarians actually doing much. I could be mistaken but I've never seen them do anything.
So yeah. It's not such a bad idea to rally behind Bane. But if another evil church could get going that would also be good. Just you have to find a way to deal with the problem of subtlety making it impossible to find recruits, and obviousness having no trouble finding recruits but painting bullseyes on themselves for smackdowns.

Just to be clear...I am not saying anything at all bad about the players that do the church of bane. They do impact the server and they do bring about alot of RP.
Hell, Artum is being hunted by them, having to deal with them, and has to discuss them on an almost continual basis be it about the fight between the Knights and them, the Shrine and them, them fighting and killing people in Guldorand, or whatever.
It adds a much needed flavor to the server...one long overdue and badly needed to me. (my opinion)
I'm just saying there are quite a few other evil beings that could have factions. I mean, I am wondering myself why the Chromatic Kin are not more organized as they are rather easy to spot and should be very powerful with 9 or 10 levels of Dragon Disciple and then 20-21 levels of other classes. (or whatever combination).

Excuse me sir! But lemme educate you! Loviatar's faith is about a trancendental path toward enlightenment, enlightenment being the conquering of mortal physical and psychological pain and making it as if pleasure. It is about attaining true strength (one of her domains) through this relationship with pain. That's just the simplified dogma, I could write you scripture for days. Loviatar appeals to those who feel wronged and abused and want a system that will raise them up and allows them the chance to strike back at a society, community or individual and deal the pain back onto them as retribution. Also she appeals to those who like to propegate and cause suffering on any scale. But yes, Bane appeals to the general evil paradigm and its an easy mindset to immerse yourself in.

Bane is a good god to have on the banner of marching evil. Not everyone who was a Banite actually was one! Just like anything else, really. (Now and then)

I kid though. Really I have no issue with Loviatar, I've just never seen them do anything and deeper spiritualism (which can be found at the heart of any deity) aside, it seems that it would be difficult to compel them into action. Not that that's a bad thing, it's just not what I look for. To their credit they seem to get along with a lot of evil deities, at least.

It'd be pretty easy to stir a faction of Loviatans into action, they operate with one over arching mission that is applicable to most any evil scheme,
To propegate suffering, particularly on a massive scale.
Loviatans and Loviatan thought are compatible with many if not most gods. If Banes tyranny takes a kingdom, and the new regime is particularly cruel and oppresive to its peasants, Loviatar is pleased. If a god of war marches over farmland to do battle and causes famine, Loviatar is pleased. If druids bar economic exploitation of a forest, and city folk go jobless, homeless and poor, Loviatar is pleased.
A Loviatan faction is so very very viable.
