Is it possible to have an item that is only usable at a specific time? For example: a ring that casts Mage armour only when the time of day is 1200 (in game time)?

well there is a cursed item that can only be used on a location at a settime, so I would assume they can work something out.

Yes.

Cast it automaticly at that time? That's going to eat up some server resources, having a constant check (I would think).

But just to only have it function at a certain time, activated by a player still. Easy.

It wouldnt need a heartbeat script, all the script has to do is on use, check what time is, if it isnt appointed time, then nothing happens, or backfire or <insert shit here>. The old Lycan rings used to do that, only worked in outdoor areas and only worked after nighttime.

Yup.

I distinguished between ability to cast on use, at a given time, or to cast automatically at a given time.

The former doesn't need a heartbeat, as you say. The latter most likely would.
