Revised Legal Code of the Conquered City-State

We of the Thran'daariv Confederacy of the Imperium, in holding high the name of The Queen for which the banner of the city and its dominion fly, recognize it true; that code must exist to govern all mammals and lesser men -- lest they be misguided, and deteriorate themselves or damage the state.

Upon setting foot upon the island: Citizen and visitor alike are obligated to understand and obey the rules of the settlement. These laws will be posted in L'Obsul, to avoid the possibility to claim ignorance, and so they will not have a policy of warnings.
All whom walk our grounds will, under the new leadership, no longer be expected to follow in the respect of religious doctrine -- on the simple basis that there are no longer abstract and confusing rungs of society to acknowledge, and no gender respects to be paid exist. Under the Dominion of the Church of the Queen, however, those whom would walk this land are still subject to doctrine of common sense where concerning both their welcome and not overstaying it.

The laws of the city are hereby to be outlined in four parts -- those of local legality and policy, those of local structure which define legal institutions and those bodies which are recognized as state sponsored (and for that matter, what that 'means'), the rules outlining the structure and assembly of the High Consulate, and a bill for the addition of decrees as the city comes to require provisions unto its laws which are not required.

      Military Enlistment
        So far there is no application form for applying to the Vargach'dekza.
        Send the application in whatever form is deemed appropriate to the current State Armory General (Kelia Angston) or any appointed Sergeant and submit yourself to an interview.
        Serving in The Vargach'dekza is considered a civic high duty and honor, and is subject to swearing fealty beneath the statutes of the Chromatic Covenant as well as those of the state; and provides better status, food supply and housing -- government backed, alongside any equipment needs.

    Residency is here-to-be defined as those whom arrive from the date of this writing who intend to stay for a period in excess of two months. All who hold the status of a resident for at least one month (three months from arrival) must swear themselves into the citizenry and be able to provide proof of property, income, or occupation. This is a legal process that requires active government witness; citizenship is not automatic.

    Immigration from any neighboring City-state is currently legal, and not subject to check-in at port in order to bolster economy; however all new arrivals of long-term nature must present themselves to the nearest official of the Militia or the Government as soon as possible -- being able to provide documented proof of their place of origin. Visitors do not require any documentation.

    Until five months from the writing of this document, Lolthites will not be allowed to host a status of citizenry without direct approval from the temple; all former members of the state commonwealth and fallen Noble Houses of Nec'perya are accepted as members of the state citizenry without any requested documentation. Barring these two clauses, all who seek citizenry must simply submit a document to the State Treasurer for Census purposes demonstrating proof of current residence. Citizen census will be retaken at the start of each year bi-annually, starting in the twelfth surface month of this document's drafting year.

    A.1.B -- Hostile Parties Exclusion Clause

    Parties which are, bar exception or current active status, not welcomed on account of historical enmity to the ruling Church of Tiamat are to include:
      > Followers of Bahamut
      > Any and All Metallic Dragons/Dragonkin
      > Followers of any of the 'Light' Human Deities, such as Torm or Tyr
      > Followers of The Seldarine
      > Non-Enslaved/Faithful Sun, Forest, Wood, and Moon Elves
      > Any and All of Paladinic Oaths
      > Any and All Aasimar/Half Celestials
      > Spiked/Horned Felldrakes and Any Bahamut Dragonborn
      > Any Citizen of Kohlinghen or Winya

    These parties will not be subject to a bounty nor will any be rewarded for their capture or killing, but they are to be considered unwelcome at all times; and to this end are denied all legal rights, and legal due process.

    Individuals among these parties who are deemed particularly nuisanceful, as well as those outside of these groups, are subject to placement on the local E.O.S registry and copied to the local assassin drop box. The Enemy Of State registry, in turn, will contain bounties to be paid for the successful killing of these individuals; within or outside of local borders -- so long as proof in the form of their corpse, head, scalp, or heart may be presented.

    In addition, those who are listed on the E.O.S registry who were not previously listed under this clause are subject to the same banishment and unwelcome while within city borders.

    The Valsharess, as defined under section B.1.A, reserves the right to commit anyone to the E.O.S list at any time as felt necessary; but this is subject to approval by the Vargach'dekza and may further be appealed to members of the People's Consulate (see, C.2 -- 'Powers of the Consulate'

    A.1.C -- Exemption Clause

    Any joint approval from the People's Consulate and the Valsharess may, at any time, provide an exemption to parties covered within the above statute; providing that they are not also on the E.O.S registry, and file a formal request with the Vargach'dekza State Armory General


    A.2 -- Sacrelige/Treason and Crimes Against the Administration
      A.2.A -- Definitions and Penalty

      The unsupervised and excused use of blasphemy toward the Church of Tiamat and its administrators, as well as threats toward those of Dragonkind in any degree, the unsupervised torment against Dragonkind in any degree, the damage of negotiations or foreign ambassadors, theft from officials, or defiance to requests of the Militia and officials of the Church will be treated as a crime of the highest degree; bypassing the court completely and being subject only to the penalties of Death, re-education, enthrallment, or deference to the Sorcere for repurposing.


      A.3 -- Representative Policy
        A.3.A -- Outline

        Officials of neighboring or Kivvil governments, defined ambassadors of these locations, identified current or veteran militants, and otherwise prevalent leaders for any and every governing party outside of Thran'daariv will be considered representative of their governing interests.

        They will be subject to punishment as normal while on local lands, like visitors, but will also be granted the right of protection. Probation will accompany this, and the provision of it is not voluntary. Those representing their external state are to be treated as members of the government legally unless otherwise specified by the Valsharess within 3 days of a criminal occurrence.

        Provocation while under this protection will be considered a minor misdemeanor.


        A.4 -- Civil Crime and Due Process
          A.4.A -- Defined Offenses and the High Imperator

          To the nature of the Underdark, it is impossible for us to realistically account for every instance of crime. The citizenry is encouraged to handle a situation itself where manageable, and the local assassin's dead drop will be available to those seeking retribution on those who are not active officials.

          Assassination, the trade of illicit or interplanar substances, and the possession of arms can not ever and will never be outlawed in Thran'daariv; no government official may request otherwise of its citizenry, with the exception of the Valsharess where deemed necessary for the greater good of the public.

          Crimes of a large size, repeated form, or which are performed in contempt of the state or its sponsored industries are still subject to judgement. All hold right to a trial, by combat or by evidence, before the High Imperator of the state; whom acts as executive of all judiciary matters besides legal disputes of property.

          These crimes are generally categorized two ways:

          Misdemeanors are subject to punishment by fine, temporary unwelcome, re-education, and/or temporary serfhood. These include, but may not be essentially limited to:
            > Public Disturbance
            > Unsupervised Restricted Area Entry
            > Damage of a significant sum to an individual producer of the city
            > Non-professional Indecency
            > Damage to government property

          State Felonies are always subject to fine and may be also inclusive of a non-fed-life-term imprisonment, dismemberment and branding, water boarding, extreme re-education, permanent enslavement, and may go up to skinning; and any of these may occur as well as a temporary unwelcome. Extreme cases may lead to a judgement that death is most appropriate for repayment, and may also come with a petition to the Valsharess for labeling as an Enemy of the State. These infractions include anything to the degree of:
            > Consorting with Hostile Parties or Foes of State
            > Leaking of State Information
            > The Unsupervised Use of State Resources
            > Enslavement of a City-state Citizen
            > Damage
            > Theft from Militia-members/Government
            > Consecutive Guilty charges of Misdemeanors
            > Tampering with the Equipment beneath the Spore Farms
            > Murder of Citizens


          A.5 -- Property and Slave Laws
            A.5.A -- Outline
            show
            Any and all who are in Thran'daariv and may maintain such are permitted and encouraged to possess property, slaves, and otherwise coinage. The standard minted currency for the city remains standard Gold Sovereigns. Slavery of any non-citizen, non-Tiamatan individual of a race which is non-draconic is permitted in Thran'daariv; under the condition that the owner remembers that any laws they defy shall, alongside guilt of negligence as a misdemeanor, be the responsibility of the owner.

            Under the Old State Emancipation Decree of the Valsharess at the inception of the Imperium's claim to the city, all slaves of the Former State of Nec'perya are now property of the governance if not free, and thus their agreements aren't valid. The paperwork has been changed accordingly, and all slaves must be registered. Failure to provide proof of registration when asked by an official of the Vargach'dekza will be subject to trial as equivalent to High Treason.

    The Valsharess is always the single executive final word in any decision. Any power which is not denied to her by the code as defined here is hers to exercise at will, and will require no approval as long as it is protected by the document as defined here.

Once an individual has been put in charge of a sector of the city, they receive power in that sector and only that sector; and any governing official which is placed at the head of a sector is immediately granted a place on the Advisory Council. Those who do not actively administrate a branch, but are merely appointed advisors, hands, or economic advisors to The Valsharess receive none of these benefits; and while they are considered officials of the executive body for legal purposes, they do not receive right to exercise any portion of command over those beneath them.

    All those appointed do not take from her power, and she receives the right to override judgements made by the rulership of the individual branches as may be deemed needed to maintain progress in that sector. Regardless, whichever of these rulings is put into effect/used, all who it may apply to are obligated to perform the action requested in whatever means may be available that are allowed in the law.

    Any organizations which are not existent in the name of city defense are permitted and encouraged to construct their own hierarchies.

    B.1.B -- The Vargach'dekza and Institute

    The defensive body of the government, focused on training of forces for homeland defense and the deployment of them abroad where conflicts may require. This is erected in place of the Vanguard and Melee Magthere, which are now dissolved.

    All Able bodied citizens are required to enlist for potential draft to the militia and guaranteed enrollment to the Institute, with the benefit of free combat education -- which is also mandated for a period not to precede 10 years. Those who are enlisted in the Institute are assigned a class based upon experience, and are not quintessentially part of the militia.

    The Vargach'dekza consists of active duty enlistees and drafted soldiers who serve as the city's guard, peacekeeping, and law keeping force; and are also subject to deployment abroad. Non-drafted or drafted enlistment is subject to government-funded training and benefits, and any non drafted enlistment will require an oath of fealty to the Church as well as the state.

    Command-ranks shall place the Valsharess first, the State Amory General at second, any appointed sergeants third, and corporals fourth -- any lower are simply recruits for the purpose of condensing the ranking system. Each will respect the orders of its superior tiers, and while any superior tier may declare a deployment of those ranks beneath it (which may be overridden by a superior official's request), only the Valsharess may declare states of emergency or war.

    B.1.C -- The Sorcere
    show
    With the new order of the city, the Sorcere shall act as the Magic School, lorekeeping group, and studious circle devoted to the chronicling of city history, the protection of its borders by any magical means available to repel outside threats, and most critically the strengthening of a tradition for the Arcane in the city.

    The order remains of the same organization as was formerly so under Nec'perya; members of any race which have Dragon's Blood may be admitted, and due to their equally strong tradition for magic, so may Drow. Lesser races will need to seek the approval of at least two governing officials for acceptance. No mandatory entry due to signs of talent will be required by its citizens, however it is recommended.

    The development of new forms of magic is a constant duty for mages of this group, and the order as a whole will be expected to provide information on the area and their studies which can be referred through the Archwizard to assist in their secondary role as a state vizier.


    B.2 -- The Temple and Diplomatic Policy
      B.2.A -- Of Church and State
      show
      The Church will not personally impose required worship nor required veneration unto its residents, however must be dealt with in respect and should most ideally be held in reverent regard. Dealings which concern the State will not take into consideration the Church beforehand, unless it is deemed necessary for the survival of the Church.

      The Church will, that said, always take precedence in decisions which are sufficiently critical. Officials of the Church will act as officials of the Government legally, and must be regarded with respect and responded to; however the level to which they may issue commands is limited. For example, officials of only the Church who are not also ones of the government may not freely close industries nor draft individuals to fight.

      All government offices must swear loyalty unto the Church as well as the state, in order to ensure that the former is not subverted by the latter -- at penalty of treason.


      B.3 -- Annulment Clause
        B.3.A -- Definition

        As defined in the first statute of this law, the Valsharess has supreme power in decision making. However, if an action is taken which is deemed sufficiently dangerous to the continued existence of the city-state; a majority vote by the People's Advisory Consulate, as well as a Super Majority of all other Government officials may override the proclamation.

        These are subject to judgement by the High Imperator, and may only be put into motion if they 'also' deem it needed..


        B.4 -- State Sponsorship and Grants
          B.4.A -- Government Sponsorship

          To promote and encourage civilian involvement in industry and the state market, as all goods are subject to taxation on sale and import/export, the government may elect to reimburse sufficiently profitable industries a portion of their profit to the government in tax not to exceed five percent. These companies from then gain protection of the city upon their continued assets, are granted the right to vote a representative into the Consulate, and are considered a branch of the local economic sector.

          A new trade organization may, also, appeal to the government for free coverage of the costs to begin marketing. These are subject to assessment by the State Treasurer as well as direct approval from the Valsharess.

          Sponsored businesses and those given Grants are subject to regular inspection by the State Treasurer, as they are considered government investments.

C: The People's Consulate

    The Valsharess and High Imperator reserve the right to expel a member of the council from their position at any time, as deemed essential to the state or due to perceived failure to fill their task. They will be replaced within no less than a ten-day or the one of the two who didn't dismiss the individual will be allowed to appoint as they choose.

    Impeachments may not be consecutive, and so after the first of them no more may be made for the one year term of their tenure.


    C.2 -- Powers of the Consulate
      C.2.A -- Description

      The Consulate receives what powers are defined in the laws prior. As well, it is regularly called, on a monthly basis, to serve as an advisory role in examining the current state of city affairs.

      The Consulate may also freely propose complaints with current issues, and request action on current affairs.


      C.3 -- Responsibilities of the Consulate
        C.3.A -- Outline

        Members of the Consulate are expected to attend any meeting or gathering of the consulate. Failure to do so within three nonconsecutive counts will result in invocation of the Impeachment Clause automatically, as defined in C.1.B


        C.4 -- Organization Recognitions Clause
          C.4.A -- Clarification
          show
          Under no circumstances will the foundation of a Noble Drow House be legal without approval of the Valsharess. These will not be regulated for Matronial status, and may decide it amongst themselves, but the head of each house will be expected to swear oath under the Valsharess, preach loyalty unto the greater interests of the City and Church, and may not act as the inferior branch to a house based in another city. All houses which fail to meet this requirement will be illegal, and subject to the addition of their current head to the E.O.S registry without warning upon discovery.
