This is posted in all places Vaelmith can go, with an arrangement sought of the respective places that any names added to the petition are forward to a master list at the Monolith, with the intention that in turn they are sent to Vilmandel of Winya.

He also asks of the respective guard forces that eyes be kept for any vandalism or untold actions towards these petitions.

People of the island of Amia,

On behalf of both the Mystran Monolith, and the Academy of the Mystic Blade in Ceyren's Mill, I bid ask all of you: You have likely by now seen the threats of one Qirlan Shraramir, an Elven Magi whom seems to see fit to condemn all and wishes nothing more then to continue killing making the forest unsafe, until as he calls it 'The Spawn of Evil outsiders are rightly condemned'.

This has been after a reaction of others, to his slaying of one Vorel, through the use of the Necromantic spell 'Finger of Death'. Of note, Vorel is a child, yes of a portion of Shadowdragon blood, but he is a child and has himself committed no sin yet Qirlan condemns him evil.

Qirlan claims has already killed twice in the forest at least, since the drafting of this petition. Winya however, at this point has remained silent in giving mandate to deal with him properly, and in fact allows him to stay within her borders. I have seperately asked of them their opinion on the matter, and that is still in the process of being played out.

He also bids any who wish to discuss the matter join him for wine, a quarter of your cup filled with poison as he tries to compare the quarter Shadow Dragon blood of Vorel to the rest, of the blood of Wine.

I ask of you , people of this land either individually or as organizations to sign this petition which I lay forth, calling for Qirlan Shraramir's being held to public accountablity.

A tall man, armored and cloaked in dark colors, pauses as he walks past one such flyer in Cordor. Eyes scanning over the sheet he quickly takes in the message to all. Taking a moment to consider the words, he reflects. So far as he knew he had not yet seen the man written of, though to be sure he would not really know him. The facts surrounding the man bothered him little, save that part of him wished the attempt would be made on him as well.

With a quiet chuckle and slight shrug of his shoulder he continued on, intent on keeping his eyes open in the forest from now on.

*At sometime, when this is read in Kempo's what can only be explained as uncontrolled rage emits and words bellow from powerful lungs outside Kempo's building, likely heard by those remotely present in the nearby shrine. A large red winged, tailed, clawed biped clad in dark leather is seen leaving the immediate area, and very deep fresh claw-tracks in the soil beneath.*

If you are Weave Knights and you are sworn to prevent misuse of the Weave, why not pray to Mystra to cut him off of the Weave or put some magical bonds to prevent him from using his spells so recklessly?

Perhaps no nonelf can conceive the elaborate beauty of Meldrium and Qirlans conception of Elven pride. Or, perhaps the pair are grinding elven pride into the dust...

My words of advice are. “Choose your enemies wisely, for you shall become like them”. Actions like killing children are why we hate shadow dragons, it’s a pity to see elves acting similarly.

Winya is not a good city. Its self defined purpose is to protect elves. I can see how the action discussed here protected elves. The child might grow to be a threat to elves and within this limited morality the killing can be understood. Consider Meldriums support, and Gael'Ean Kille'Raheal’s. Both on the basis that the killing protected the lives of elves. This is their concern.

I feel compelled to enter a small moral discussion.

In the case of a truly evil child, the evil in its heart does not change the fact that it is disempowered. Consider the ramifications of disempowerment.

Evil is evil because it causes suffering. At a young age a child can cause no suffering. When it reaches such an age that it is capable of causing suffering, it will be identified and dealt with then. Until that point it might enjoy a childhood. A window of comparative innocence. Lathander would say… a chance for change. A chance offered by its disempowered state, and impressionability common to all young.

As it ages it will become set in viewpoint and become capable of causing harm. Our first goal should be to disempower it. On Amia killing achieves little, resurrection is cheap. But killing and harassing perpetrators distracts and disempowers them from causing harm. That leads to a net movement towards peace and order. Without wisdom and consideration, heroes become vigilantes and our whole world falls to samsara.

As it is known the child is not evil, and by my above argument the killing as it was done would not be moral nor ethical even if it were. The Dawnguard support this petition, and further, I will express a personal opinion

Qirlan, you are scum, and your head should rest on a pike. I pray your brethren in Winya perceive your callousness as the madness it is.

Rarely seen these days unless out with his son or unless he wants to be seen Daniel scans over the names and nods shortly as he adds his name next to Katsumi's. A pointed reminder to those who know why he supports this action against Qirlan
