Okay... trying to do a bit of cleaning up things in Tarkuul.
One thing I am running into is the Ban List.
I understand for individuals, it requires DM involvment for permabans, but pc's in authority can issue 31 day bans.
My question regards agents of settlements or organizations. I read the sign in Barak Runedar, and left, being that according to that sign, my pc would not be allowed there. So, my question is... how can a settlement ban someone permanently without DM involvement? Or... is that allowed?
Essentially, I'd like a DM to clarify the ban laws in relation to first.. individuals, and second, groups and organizations/factions.
Yes, I read through most of the post about the rules, but.. honestly, it got very convoluted and confusing after a while.
I would really prefer a rule post on this, as in.. in the rules, which, should be in the sidebar. It's so hard to find everything, shouldn't rules be... all in one place?
Anyway. Thank you in advance for your guidance.

If it is an official law of the city (aka racial bans and such) then it already went through DM approval.
To my knowledge, there is no law sign in any settlement, that states individualized bans of a specific person.

Alright. I'll do my best, sadly the rules are not all in one place. 'Racial Gates' rulenew rulesI believe those are the two main pages where rules about bans are listed. A ban for a specific person is OOC. They are not allowed to enter, simply because players don't know guards' stats, and if the banned player was detected, and called out, NPC usually would react as well. For the NPC action, going into a settlement you are banned from needs DM oversight. However, you can issue a blanket ban. (not sure if that would need DM approval for a blanket ban with nobody in it, probably is best to talk to a DM about that, I'd assume so, if it should be permanent) A blanket ban itself does not really prohibit anybody from entering on an OOC level. It simply says, IC, that those people are not allowed. A blanket ban needs one of two things to be effective on an OOC level. It either needs to be obviously visible (Pale Master and RDD are the most striking examples, but also banning fiend-kin would mean that a player with demon wings, tails and horns couldn't enter) or certain people need to be listed. The best example of this would be deity bans, where you can't look at a person and see that he/she is a faithful of that deity. Essentially, you are handing out a ban for a specific person, telling the NPC guards that he is of that affiliation, and therefore is not to be let inside the city. Now, the 'new rules' mostly talk about durations. A player can ban another player for a maximum of 31 days, after that the ban has to be removed. The alternative would be to talk to a DM and explain why you think that person should be banned for longer than 31 days. Additionally, longer bans result in a trial where all parties can present their case, but said trial could also result in longer imprisonment. For a 31 (or less) ban you have to tell the player directly for which reason, and which duration their character is banned. I hope I managed to explain that in a way that is understandable...

Honestly, one of the reasons I wrote this is so (hopefully) a DM would see that, and correct me if it was wrong, but it would -seem- like the way to interpret the rules...

Racial bans are an always must and always require DM supervision. Because you are not to decide wether an NPC can discern your racial traits or not.
"vague" bans are not always a 100% must. Under those bans fall things like ban of a religion/faith, ban of a faction/group.
Two key aspects fall into this to decide wether or not you need a DM to enter
1. Is it obvious? Like, is your character wearing symbols of said faith displayed. Is your character wearing a house/faction insignia visible. Etc.
2. Is it KNOWN? Aka does a majority of Amia know your character is for example a member of Tarkuul? Be it because PC found out and spread it or be it because your character kept bragging about it in public places.
If your character is neither "open" about their faith/belonging nor is your character known already for being part of that, he/she can still enter until this changes IC.
To answer your example:
"Could Tarkuul ban agents of Runedar and Kohlingen?"?
1. Yes, if the IC work is done and the law is actually passed (which also means it goes by the DMs, as all module changes)
2. Wether an individual of said groups can or cannot enter IF said law is passed depends on if it is obvious or known that they are "agents" of these areas.
