*Posted in Cordor east and west, Tarkuul, Bendir Dale, the Shadowscape city, loitered in the ships that go from Cordor to Willtun and Brogendenstein, and posted in Frozenfar, sent to Wharftown and Kohlingen via messenger...*
Frugdar Bjorgenson is wondering who has a 14+ million coin bounty on the head of Velden? Frugdar has heard of this, and wants to know where to turn it in when the deed is done, ja.

[The notice sent via messenger to Kohlingen would have been removed immediately by order of the Chancellor and any messenger carrying notices from Frugdar would be respectfully warned not to place public messages of his again.]

[A guard that walks by in Bendir takes the poster down and folds it up in his pocket. Walking off grumbling something like, 'Frugs dumb.' ]

*Given that Frugdar is, and has been all day, standing in Bendir Dale, he would have briefly stopped Siegfried and asked why the question was being taken down.*

[Kerim would reply]
Do you not think a post like this would cause a issue with the one you wish to take the bounty on? Because in my eyes you seeking to fill this bounty you will randomly strike him even if hes in the Dale, just for gold.

Anyone so bold (or possibly idiotic) to try to spread these messages in Wiltun territory would be forcibly evicted, and any posted messages quickly torn down.

Kerim is allowed to tear the notice down upon Frugdar thinking of the tactical rammifications of the notice, and the Willtun notice is not placed in Willtun - as stated, it is simply loitered around the Cordorian vessel that travels to Willtun for passengers. It is on the ship, and not even pinned up, there are just notices strewn around the boat - on the floor in certain spots, and on tables or in rooms.

*Crow picks up one of the littered notes, as he's bending over, heaving from the motion of the ship, since he obviously forgot something*

*Frugdar is also not allowed to enter the Dale township proper so he couldn't post the message on the noticeboard there though he can tack it to a tree or the wall outside the town.*

The notice sent to Wharftown never makes it up anywhere.

The said vessel, which has been docked for some time (and not leaving toward Ruathym at all, given the Amnish blockade in Cordor's port) is helped clean of the random act of littering aboard that ship, with the addition of a prestidigitation spell, that cleans the deck and helm of a lot of seagull shit that spotted the deck in unsavory patterns, much like Frugdar's careless waste of paper.

// I'd say that's a DM's call actually MisterLich. I could see the possibility of transit going both ways (Being allowed and disallowed).
It's hard at times to keep up with situational changes for major scripts like the Ferries.
