That hin lass, Blueberry, was arguing outside the Dale gates with some folks (Including the mage Sakhr) about her banditry and murder. She openly admitted to it when I questioned her, so I told her not to come back to the Dale till she's talked with Mayor Voi. She seemed willing to comply. I'm guessing you'll get a letter soon, Mayor.
I also confronted Sakhr and told him to get outta town. He claimed to be called 'Ron', but his description matched his appearance to a tee, so I made it clear he wasn't welcome. He left peacefully. For reference, he was hanging around with two presumed shifters, one in the guise of a Medusa and one that appeared to be a Rakshasa.
I'll make sure to host this again when I have another batch to make!

Incident Report Part 1: Brash, Human Shifter Attempting to petrify Bendir residents & militia & guests, taking forms of evil creatures (Medusa), insulting and disrespecting Bendir residents & militia. Initial incident was Brash turning into a Medusa and petrifying Breazy. This was done as a joke, but the action nearly petrified me as well, and I was most certainly not a willing participant in an action that, to me, is an assault if the person is unwilling. I resisted being petrified though and Breazy was unpetrified and didn't take offense, so I let the issue drop as it was just Brash, Breazy, Rosary, and myself present at the time. Later on when a crowd had started to build and Luckii had arrived, he took the form of a Medusa again and randomly attempted to petrify a guest of the Dale with no permission or warning. He was told to stop immediately and not to take evil forms, to which he objected, not considering the medusa evil (apparently). The issue would have been over and dropped, but Brash continued to argue that his action was a harmless joke. While we may pariticipate in such things, he is not a halfling nor understanding of Brandobaris, and his target was a human guest. He continued to protest, even though we were willing to move on now that the issue had dropped. He then referred to Luckii as "Bitchy pants". His continued protesting and disrespect finally made Luckii demand that he leave. Finally, Rosary stepped in and vouched for Brash to assure that the incident would end and no further trouble would come. With Rosary's word, Luckii decided to stand down from removing him from the Dale.
Incident Report Part 2: Breazy, Hin Caster and Dale Resident Interfering with Bendir Militia, insulting and disrespecting Bendir Militia. During the incident with Brash, Breazy chimed in and made out like we were the ones harassing Brash, even though he was the one who would not let the issue drop and started to insult us. Breazy accused us of being bossy and overbearing. She kept interfering with us trying to resolve the issue with Brash, inciting the issue to more disobedience by doing so and saying that she didn't give a "rat's ass" about Luckii's position or authority. When Luckii told Brash to leave for his continued protesting and disrespect, Breazy demanded he stay, claiming he'd done nothing wrong, and then referred to Luckii as an "overbearing joyless bitch" and "pathetic" and continued such similar insults more than once in public. When Rosary finally stood up for Brash to assure nothing more would happen, Breazy continued to cause disturbance by disrespecting and insulting Luckii. When Luckii told me to report Breazy's behaviour, she yelled "Git! Report what you want, because you were wrong, and rude, and overbearing, and arrogant." She then continued to insult us, implying I was stupid. Side Notes from Luckii - Breazy is known to associate with Libba, a known menace, and has admitted to lying in the past. Something to keep in mind if she is questioned on this event as she may misrepresent what occured.
Incident Report Part 3: "Sqweeks", Kobold Rager Death threats, physical threats, hostile intent and action. This kobold created a disturbance for some time in the midst of a crowd, growling and hissing and seeming overall volatile. At one point he started to yell "Kill", waving his sword around and applying flame to it in preparation for battle. He then lunged and grabbed Rosary, hoisting her above his shoulers and yelling "Claim". Breazy cast a Bigby on him to restrain him, the result of which was Rosary being dropped. Breazy released the spell but the kobold then screamed in rage and made a battle cry. He was ordered to stand down and leave immediately, but refused or didn't understand. His hostile intent and presence remained clear, so with me standing to support Luckii, she knocked him unconscious. He was in the midst later of being removed from the Dale when he regained consciousness and ran north into the forest. Side Note - Aside from a few words of common it barely seemed to understand, this kobold apparently speaks Infernal. It's recommended this violent raging beast be banished from the Dale.
"A man named Sir Laiath of Kohlingen came in the Dale today. A fellow Hin, named Nick Shadow, said playfully that he should step away from the circle of Hin we formed randomly. His response was serious and clear. From Nick's rather silly statement, he outright said Kohlingen will not help Bendir Dale in times of trouble because, and I quote, 'Your rejection will surely reflect properly on any help you will ever need from our city'.
It may be best to confirm to Kohlingen if this is true or if they have a power-mad citizen going around baselessly threatening settlements.
-Kin Peryroyl."

First, I'd like to apologize for this doom and gloom fate has struck us with and continues to plague us. I feel responsible for not only being able to do little to nothing against it but also because all of this occurred the moment I came into office. However, there is something I can do to alleviate some other concerns and issues, particularly those involving our current militia.
This issue was discussed by our council in the past. We decided no special privilege, authority, or power should be given to any of the community aside from those under General Nof's command. This removes stress placed upon people, problems amongst residents and guests over "abuse of power," and unfairness due to potential candidates leaving or abandoning us for prolonged periods of time with little to no penalty on their status.
There will be no special task groups. No "guards." No captains, commanders, generals, lieutenants, or privates. No person will hold higher power or authority than the other. Every resident will have the right and authority as everyone else to protect our home. We are all equal.
I withheld this decision from being public for fear of burdening our already hectic life from the blood mage influence, and I apologize. But numerous complaints have been made and cannot go unanswered. This will come into effect immediately.
For those members deputized by former Mayor Missus, please report and return your badges or insignias to either General Nof or Cindle.

Someone in the form of a red wyrmling set a tree ablaze right next to the gates today.
the fire was put out by people with ice, the tree did not survive that. neither did the "wyrmling" who set it on fire.
Upon death, the wyrmling turned into a pretty ugly human female. Though she was "smoking" oddly and people suggested she might be a fire genasi. She was wearing red robes and had red hair, abour shoulder length.

In regards to the above report, the shifter Brash, agreed to take her body to the orcs, and promptly lied, raising her in the northern frontier. I have cleared the cart path of the branches, and made smaller pieces. Please tell the citizens to help themselves with the wood, for fire.
A neatly folded letter is left in the Bendir town hall, marked for the Resident's Council or Mayor Voi.
Quote:
Resident's Council,
By now I'm certain that our mutual dwarven allies have contacted you regarding my offer to build one of my Dal-Son-I water purifiers for your town. I've received word from Red that the materials have been delivered and all that remains is your choice of a location for it to be built. I have attempted to contact Mayor Voi directly in this matter but have thus far received no return letter.
My personal advisement would be a location somewhat close to a steady source of water, yet secure from tampering, perhaps with a militia presence nearby. It is also best built along a wall or other structure to act as support for the device.
Once you've chosen a location, I can begin construction immediately. Though Kohlingen currently has the Mark I version of the purifier, my intent is to furnish Bendir Dale with the first of the Mark II devices, which will include an additional rod. This rod will be enchanted with a blessing of Consecration in an effort to combat any taint of the land that is present. My knowledge of the Hin deities is next to none, but should you have a priest or priestess in the community of whatever nature, harvest or agricultural deity you espouse, they would prove most suitable to provide this enchantment. Druidic castings are required for the remaining two rods, and if Bendir Dale does not hold any druids in and of itself, I will seek out Malandria to have that portion of the work completed.
Should you wish to meet in person, I am more than happy to arrange a time to speak, or I may be reached by correspondence at the Iron Butterfly in Winya Ravana.
For the incident with the fire wyrmling I have donated 25000 to the cleanup or restoration of the tree! I will also help myself with the cleanup or plans with the aftermath!
Brash!

Fellow Tribemates of Bendir,
Hin feels that he must speak his mind, regarding us, and the safety of our village. Recently Hin has discovered Militia has been disbanded, and all tribemates be aid village now, Hin think be good that all can be equal in protect home, But, The chaos now be to much. The Incident with the red armored Tall-ones, helped comfirm such to hin, The 'Pranks and jokes', Hin has gotten used to, has escalated to a degree, it could be considered as hara-sa-mint, that could have ended in much more blood shed, but thankfully did not, but talk has be brought up, Bendir Tribe keep on such escalated actions, has been reason village be attacked. Hin is starting to look at village, and see thing that hin does not reconize any more, Hin want to protect village.
Hin feel that we need to have some manner of order, and fellow tribemates to help, keep such. If not have militia, then be have something else, band of us who feel same as hin do, and help defend and keep order in dale, we have many dangers around village, Orks, me-locks, and trolls. We Need Order. Hin know other tribemates may feel diffrently, Hin understand it be 'nature of halflings', for 'mischief' but, not have to end such, only keep such to tollerable levels, and not dangerous and to a point it brings a guest to village, to arms and anger..
Please, Tribemates to all who think as I do, leave your message. And come to Hin, about what we could do.

Hey, I'm still pullin splinters outta me arse due to Breazys Rosarys idiocy at destroying a chair I was sittin in. Bendir ain't safe. It ain't friendly and far as I can tell them poor guardly Hin are afraid of BreazyRosary since they didn't do nothin'.
In Tribe Winecrisp no one would never think ta injure no one else. These here Lightfoot sure strayed far afield from Hin ways. Cyrrollalee's wise words says, "Be generous in friendship, and welcome all friends into your home and trust. Never betray the trust of a host, break an oath, or violate the sanctity of another's home." I ain't seein it in Bendir.
So, I'll be lookin ya up Adrien of Silverfoot. We gotta lotta work ta do.

Leaf, Hin is sorry for such treatment, In hin's old tribe, such was true, thoguh hin's tribe was not welcome of outsiders, we were respectful and to harm a fellow hin, meant exilement, nad to loose one's self and upbringing was as bad is loosing one hin's totem. My name is Theadric Shortwick. I returned to Bendir recently having moved away . I returned so I could defend my home. The place I was raised. Now I see that Bendir Dale is not even willing to defend it self. This breaks my heart. I know that as halflings. We are excitable. It's in our nature to have fun and play pranks, Bendir is home to an idol of the Scamp. Heavy pranks are to be expected. But when it comes to a religious shrine like the Shrine of Eilistraee having a stronger line of defence than that of our beloved Dale. I feel sick. I'm not saying I'm against equal rights. It's something all hin deserves in their home. But in Bendir, I'm worried for my safety and the safety of my friends. We'll soon reach a point in time when none of our younglings will know how to fight. If we've not been crushed by the mylocks, trolls or orcs by then, we will be. Disbanding the militia, yes. May have had good intentions. But lives are now in greater risk. Arvoreen states that we must remain forever vigilant to ensure the safety of our homes. Disbanding the militia is enabling hin to ignore that. The shameful thing is that many of you will. You'll stand there and spit in the face of The Defender. Another idol we keep in our precious Dale. I'm genuinely offended by this action. I will stand with those that wish to defend our land. Even if the council or mayor will not. I hope many of you will do so too.
I don't know what's happened to the place I moved to, to call my home. When I was welcomed into the militia, with the nickname of "Loyal Dragon" no less, I was proud but humble and ready to protect my new home.
Now, the ground is wilted and spirits breaking. We need to heal ourselves as well as the land.
Following in the footsteps of The Irrespressible Scamp doesn't mean abusing guests, defending evildoers, or harassing your own kin when they're trying to defend our home. It has disgusted me lately how it seems that Brandobaris and some self-centered interpretation of the "hin" way that "tallers" don't understand has become a club of an excuse for bad and dangerous behaviour.
The militia is a necessity. There has to be authority, now more than ever. What will happen when we have to defend our home from someone who's banished from our lands and a danger to us, but some others disagree?
Unless things change, I only see two outcomes here. Either those of us who respect -all- our gods and not just causing chaos leave for somewhere better, or the divisions widen and the lack of militia and authority turns to violent infighting or even civil war.
Maybe, some time in the future, the Militia wouldn't be necessary. Now is the worst time. With the land blighted, and complaints against both citizens and the militia, the solution shouldn't have been to remove the militia, but to increase discipline among those who chose to dedicate themselves to protecting our home.
I'll still try and protect what I had at least once come to think of as my home, but if there comes a day where I have to raise my hand against one of my own, it will be the day I have to leave. I pray that doesn't come, that our home heals, and that our people remember the ties we have to each other.
Serena reads the various replies left, her attention falling particularly on Theadric and Finntram's. She stares at the two names for a moment before walking away without a comment. At least, none that were audible.

*a reply is penned, but is addressed only to Adrien* Your concern for the wellbeing of others is well noted and a credit to your honor. I find the habits of the followers of Yondalla's various Children can be quite variable given the nature of the patrons they subscribe to. Such is as it will be and their souls shall not be found wanting for it. The living shall judge only briefly in this temporary corporeal residence of the soul, as the true and permanent judge of the soul awaits to honor those who have lived a life well and good. I cannot claim deep and resounding knowledge of the nuances and peculiarities of the full pantheon of our deities, but through study, research, divination, and reflection we can gain insight and ensure their souls meet a fitting end. If you would care to join me for morning prayers you may find me upon the hill keeping the cemetery in proper order. As for your concerns, I suggest you take them up with the clan leaders of this settlement.

You might have heard of it before, but I wish to organize a play in Bendir which would be almost entirely performed by hins. That project would have two very unusual elements to it :
1) I wish for everyone involved in the play to work on the making of it. Their roles, the story, the characters, the set, the costumes, the jokes, etc. I have a « play canvas » ready for us to work on.
2) There will be no script for the play, only a general direction that the play needs to go to, and keywords for the actors to know when to move on and try to lead the play in that direction.
I would like to know who wants to participate, and how we could get together to brainstorm ideas and shape the play. If my estimation is right, this should take a maximum of two hours to set everything in motion and have the play ready to be presented (except for the costumes).
Please leave a note on this sign with your name and prefered time for a meeting.

So, I read those 'Laws' that say punishment for harming another. But nothing says what kind of punishment. I also noticed that that the Mayor of Bendir is a friend of the insane-pink laden-dangerous-hides behind spells-uncaring-idiot that attacked me. Might be time for a new Mayor that is willing to protect Bendir instead of a law breaker.

*Rosary leaves a notice on the board* Fair enough, I never realised you'd take such a prank too seriously. Although I do plan to give you an apology in person, it's worse that you would pull down anyone associated with me. You'd do that to your fellow kin, punish them for my actions? I do hope we can put this aside and call it a truce, i'd rather not have a bad relationship with another hin.
Keeping on the topic, and no offense to you and a few others but have you really experienced the past here at Dale? It's not as simple as tallers would think i'm afraid. 'Change this!', 'change that!'. I'll just be bold and say it, many of the militia had left us, moved on and then, only came back just recently to reinforce power abuse. They were rude, -unforgiving-, did not have the same community spirit as the rest of us had, too stubborn. If you're going to step up you'd better prepare yourself for the worse before you decide to ditch us then come back many time periods later!
I'm not leaning towards any side here however, do you have the qualities that we strive for? A balance of good-hearted nature and law keeping? It may seem that some who appear to be on the 'crazy' side of things do not care for the law, however that's not true, for most anyway! It also seems that those on the 'stable' side are just too serious for our community. From my past experiences here at the Dale it only lead to conflict between the two groups!
So if you are going to do what you want to do, do it right!

A spell was cast by a blood mage, and the soil is blighted to the bedrock, thus killing all of the plant life in Bendir Dale. The blight stops abruptly, surrounding Bendir Dale, as it does at the Shrine of Eilistraee.
As the anonymous reply states, we are plagued by a blight by this blood mage known as "Reyes" or something. There were three of them, evidently, and I can't really keep track of whom is left. The magical curse affects all plant life and any food reserves that linger too long within our borders, unless properly preserved. Our lake is also affected, making the water murky and undrinkable. No arcane dispelling, divine intervention, or nature blessing will work against this.
Luckily, we have had plenty of generous and kind people donate food, water, and supplies in the past. We are doing moderately well, thus far. However, any further progression wouldn't hurt, either. This is certainly something you could help out with.
The mood in our fair town is also not in the highest, so any work in bringing a little joy or brighter spirits is a plus. Befriending the community, our guests, and the like is a great way to do so instead of bashing folks, pointing fingers and accusing, or posting slandering remarks.
Ulrik and his Dirt Elf drow assistant, as well as some selected few of the island favored by the gods, are currently working on solving this threat, so we mostly have to be patient. We can focus on making our town survive.
I'm not around as often as I was in the past or should be due to a weakness against illness, but you're more than welcomed to speak to me when I'm around if you have questions.
Fair Winds, -Serena

While my addition to the Council came after much of this was discussed, and well after a lot of the problems with evident abuse of power in the Militia, I will say this:
To those of you concerned with the safety of the Dale, the guards under General Nof still protect our people day and night. His men still train regularly and guard the pass to the Skullcrags and Mylock Hills. Furthermore, the dismissal of our citizen's militia does not discount the ability for you to form a new militia. Those of you concerned with the safety of the Dale are all free (and indeed encouraged) to arm yourselves, to train, to patrol, to keep the peace, and to make sure the Dale remains safe for all in its grace. Everyone now has equal ability and responsibility to protect Bendir Dale.
The caveat on that is that any new militia you might form will be an informal citizen's group which is not sponsored by the Mayor, the Council, or the Elders. Any such will have equal standing with any other citizen's group amongst the Dale and will not have the luxury of being right by default on merit of having a badge. This means that if you wish to enforce our laws you will need evidence, and that evidence will have to be presented to the Council, the Mayor, the Elders or a member of General Nof's guards upon which the laws will be enforced.
You can protect the Dale, but you have to be responsible for your own actions as much as anyone else. If this causes problems, and some people think that someone should be given an arbitrary amount of power which they can use to enforce their own personal values which aren't necessarily shared by the rest of their kin? How about you consider what it would be like if we gave the person you're disagreeing with a license to just say 'my word is law, and yours isn't.' It's not fair, it's not giving your own kin a fair chance and it's not responsible.
If any of you have problems regarding what one of you did to another, and if it isn't due to some absolute grievous flagrant violation of our laws, then I welcome you to bring the matter to me so I can do like my old mother would do and lock both parties in a room together until you both apologize, sort out the problem, and decide to act like hin.

Let's start with this is a hin village not a tribe, and most of the residents are lightfoots not ghostwise. That being pointed out let me add, you have just arrived to the village, and like many instead of attempting to get to know your kin and embracing our differences you would prefer criticizing something you don't even understand having JUST ARRIVED. Just because you're short doesn't mean you can understand the complexities of living here. Which you don't having said the ONE time you were in the village you live at lemur monastery. Begin actually contributing something other then nonsense if you wish your opinion to have any weight. Help keep the village safe yourself instead of depending on others to do it for you, help contribute gold to the temple for a proper building for your beloved goddess, help kin that come through with food and healing if needed; Be a part of the solution to issues instead of just bitching about what you want and think the solution is, you being brighter then EVERYONE else and just knowing what that is instantly.
As for the situation with the War Knights you obviously only got half of the issue before whinning about it. There was no situation.. and is none. There COULD have been but wasn't.
I understand that ghostwise live differently then other hins, that there is constant danger where they live, however it is beneath you not to realize this and learn the differences rather then condemn them. If you wish to speak about this or anything else you know where to find me. Protecting our home, helping our kin, and friends alike in Bendir Dale.

A hin in green can be seen studying the message boards with expressions ranging from concern to incredulity crossing his face. After what seems to be some deliberation, he strides in to borrow quill and parchment from Cindle and returns with a reply of his own.
Citizens and kin of Bendir Dale,
I have returned after a year and find the place and people that welcomed me so warmly just a short time ago drastically changed or absent. The new faces I find now do not reflect the people I remember from so short a time before. Citizens did not assault each other and guise it "fun", it is a part of Bendirs first law regarding assault. That it should be one citizen doing it to another is particularly shameful, and not owning up to having gone too far is even more troubling.
The land here is cursed, yet somehow a mage from a taller city is to find a cure? I find instead the this curse had affected more than the land itself and that it's people are degenerating. How else would it be a normal sight to have a Bendir resident draw a knife on people passing by on the streets outside the gates for no discernible reason than an apparent chronic paranoia?
Perhaps what is in dire short supply are the fresh ideas and drive of newcomers to provide for the betterment of Bendir citizens. Surely we can all work together for the greater good and prosperity of our home, even if we have lost our way and despair about our present and future. Come be the guiding light and sentinel who exemplifies what Bendir represents, a safe home and a welcoming community.
Beauraguard, Green Child of Sheela Peryroyl

A small note is pinned with a holy dagger of Brandobaris to the original note of Adrien's..
It is very to the point, with some satire (although certainly not appreciated by all). It reads:
Anyone who told you to be yourself couldn't have given you any worse advice. Take your talks of tyranny elsewhere. The last thing this Shire needs is a select few to tell all the rest of us how to live our lives - of what is "acceptable" and "not acceptable". We've already tried that in the past of General Nof's reign, and it didn't work out so well!
Just remember my strange third-person speaking cousin, If you find it hard to laugh at yourself, I would be happy to do it for you! -Brandy Bramblefoot, Harlequin.

*A hin dressed in blue stands over the notes for a while, thinking of a witty reply... Finally leaving a small scribbled line on a bit of paper, which is torn off of the bottom of a page, pinned to the bottom of Brandys note.*
*Old Man Wisteepockey (having been down with the flu lately) is seen for the first time in awhile. He checks the notices and shakes his head before writing in tiny, single-printed letters*
Problem is these tallers. No sense of humour. Obviously influencing the youngun's all wrong. -Wisteepockey

*part of the note has been written over to make it standout and there seems to be a few names added under General Nof's and a small decorative note is added under*
Here! Here!

My friend Adrien of Silverfoot, it seems that those who are not new to Bendir prefer it remain a place of chaos and blight. I'll find you at the Lemur, I have some information on how to break the curse. As long as those that live here believe that it's funny to injure folks I won't be found in Bendir. They like it like that, which is their choice.
Mayor Serena, I'm saddened to hear of your health trouble. If you need anything please let me know.

After several more trips to the Dale and a continued lack of response from any official source, the rough looking Artificer may have been seen this day looking around the Dale, all through its lands, pausing to stare at one spot or another here and there.
Finally he would seem to stop at one spot in particular; the section of wall at the rear of the town hall, right next to the small training area for the militia and the small river. That will do nicely, he could be heard to exclaim, before departing the Dale.
An hour or so later he would return this time wearing a neck-to-toe smithy's outfit complete with covered arms, so much in contrast to the sky-blue armor he had worn previously. Delving into the materials left for him by the dwarves of Barak Runedar, he would begin setting up a small, contained construction site at that very spot behind the town hall.
*added to the note also in hin* I really thought your sense of humor would kick in much sooner. If you wish to speak on this matter I live behind the orchard. Kin shouldn't fight or be this judgmental of each other. We are a family, a community. Stressing such little things weaken the community. Let's talk through this, and see if we cant work it out sensible, like hins!

Seeing that work has began Breazy smiles brightly.
"welcome Taller. Thanks for you hard work we appreciate it* she nods vigoriously, and dashes off.
A few hours later she returns with a large bowl of thick vegetable stew and cool water.
"ya gotta eat if your working. I'll set this to the side for ya when your ready for lunch," she sets the steaming bowl and mug near the idol of avoreen and pulls one of the chairs around to watch for a bit curious as to the process.
