Example. Character is scarred form previous fireball, then gets stabbed, an his arm ripped off. He drinks a potion of heal, What happens?
That is the gist of my question, how much can a potion of heal do? or rather how much can healing magic do? does regenerate differ from straight up burst of heal?
Would he get his arm back? Would it affect any previous scarring? Ahat about percings or tattoos? Hair cuts?
if the arm was ripped off had a tattoo would it come back with tattoo? Clothing, does that come back? basically everything you cna throw at me about magical healing.

In NWN mechanics, neither regeneration (or the spells that give you the ability to regenrate) nor the spell "Heal" (which is what a Heal potion contains) do anything but heal HP damage. They don't regenerate your lost bits, or fix any other conditions.
In PnP, the Heal spell does a lot more stuff, removing conditions like confusion and deafness and so on. And regeneration gives you HP regen, but also the ability to slowly regrow your lost bits. I'd suspect that because this function of regen is a PnP effect, you'd get whatever effect out of it that you get out of any PnP spell: that is, you get whatever effect the DMs allow you (or whatever effect your nearby players agree to, if you're not being directly overseen by a DM at that moment).

Pretty much what she said. Heal wouldn't grow back anything removed from the body, but regenerate would.

What will regenerate do then? will it heal scars? will it make oyur hair grow back if cut off recently? if a man lsot his leg, how long would it take bfore it could be regenerated back if it is possible? Ect

Regenerate "Restores Normalcy". It will heal scars, regrow hair if it was burned off (but not if you just got a haircut), etc.
No time needs to pass before a wound can be regenerated.

"Technically" there's no maximum length of time.
"Dramatically"... that's where "Pattern, pattern, pattern" comes in. Your body has survived long enough to where normalcy is a peg leg and a hook hand, so Regen doesn't fix it anymore.

So, if say me character took a fireball in the face years ago and has walked around with the scars long enough to get used to it / resigned to it. Regeneration wouldn't fix it. Just as it wouldn't fix self-inflicted scars, or recent combat scars by a person why doesn't have much up with a concept of a flawless "beautiful" body?
If the person got a change of heart. What then would it take? As in effort and time. All to often do I get the remark when trying to play a scarred character, "just visit the salandrins, you'll be fixed before days end"

I think that is a little up to you and your character unless really a DM says otherwise.
Some of Malandria's wounds which I wanted her to have (because raise and healbutton sometimes feels a bit meh to me in life-changing events) had similar reasons of why they were not fixed. Like too much time passed and the body healed itself but of course not as "efficiently" as a spell would have. Or simply circumstances or substances (high dosis of negative energy, infections) were involved which hindred the proper "flawless and shiny" healing.
So yeah I'd personally say if you say your character has a scar and you want it there you are safe to say any "hero" coming casting regen and saying "now you are fixed" you can pick yourself if that works or not unless a DM really says otherwise since those effects of regneration are more of a PnP effect which needs consence of both players. In the game mechanics all ir does is restore HP and further effects shold imho be fine with both sides.
I may be corrected of course, I am not a DM. That's just how I personally handled it so far, both with my characters beeing healed and with my characters healing others.

Well this whole topic reminded me of a horribly burned kossothian druid I once played. I was going with the concept of charisma being force of personality in his case (no discussion about that! I started one a while ago and it was a cluster fuck). Horrible looks, huge force of presence.
That role play came to absolutely nothing. Nearly everyone just started tossing heal potions and spells or just said I should go to the salandrins and I recall two actually trying to force me for being mentally off the hook for not appearing to heal. He wasn't glad with the burns, but they where the reason for his whole choice in life style. I stopped playing him after a few weeks.
A ruling or comment from the DM's that magic can't fix everything all the time, or that atleast such cases can be damned hard, difficult and time comsuming would be nice. Guess I like proper rulings to toss at players, or atleast hope they inform themselves about it. Have to say that was a year or two ago and I haven't tried to concept again, so I don't know the current player base their reaction.

Correct. To elaborate, I again reference the notion of the Pattern: an individual's metaphysical signature that represents body, mind, soul, and carries resonance from the kind of magic they use (usually based on their paradigm). In a way you could consider it your magical DNA.
Let's say your Life pattern when you were born looked like this: W
And then later in life you get your right arm chopped off, and it looks like this: N
The Regeneration spell seeks to restore your life Pattern to the way it is supposed to be. So someone casts regeneration and it will restore your Life pattern to: W
Unless, of course, you have accepted in your head the fact that you have no arm anymore (mental), made peace with the phantom feeling of it being gone (spiritual - I often suggest that the whole feeling of a phantom limb people experience is a sign of the Pattern, you feeling what it wants to be but isn't), or possibly intentionally flayed your arm (magical paradigm - Palemaster), and then your natural pattern becomes: N
Regeneration will always restore it to N, rather than W.
Let's say you are BORN without a limb. That means when you're born, your pattern is N. I have always rationalized that people born with physical defects can never have them healed. Clerics can rationalize that this is because that is the way the gods willed them to be. Arcanists can use the Pattern example.
Either way, what this interpretation does is justifies the fact that the individual player can rule whether or not his or her scars and wounds and maimings are affected by healing or regeneration or restoration magics. If the player rules that his character has wholly accepted whatever he or she has lost (or in creepier instances, gained), then the player can legitimately say those spells won't work and really stick it to those assholes who non-chalantly tell you you can go get a fixer-upper with a cleric (I despise it when people do that, and I have seen it a lot in Amia).
And to cut off a question about babies: I envision that a baby forming in a mother's womb does have its own Pattern forming in an overlay. It remains separate from the mother's and this is why you can't cast regenerate on a mother to affect a baby inside of her. And why mothers can die while babies still live in their wombs for a short time. Unfortunately, conservatives would appreciate my interpretation here.

Personally on the point of babies I'm for, if you get stabbed in the stomach while pregnant, tough luck, start over again. Just to keep epic level pregnant women from raiding the abyss or anything like that.

Strictly speaking when it comes to Scars even in cannon rules there is no spell that specificly says it restores or heals scars. Regenerate isn't always available and In complete agreement with "pattern pattern pattern" as a player on Amia and a DM in PnP If scars or lost parts occurred a long time ago or were the result of extreme elemental trauma they may not be repairable even by magic. Of course though in amia i side with it always up to a PC or (DM if its a DM related loss) how much they want scars or missing limbs fixed, if someone wants to grow back that toe they lost to frostbite Its their choice same as if they want to have said toe in a jar of brine to show off.
Back in 2nd eddition much of the time one had to see an hyper intelligent cousin of the Thri-kreen from the Spell Jammer setting who practiced Biomancy and had a bad habbit of adding extra parts to their test subjects if they wanted scars fixed or new limbs. Drow also routinely made adamantite replacement limbs though in drow culture such limbs were seen as a sign of a warrior too unskilled to avoid danger and thus had a social stigma. In 3.0-3.5 golem replacement limbs were briefly mentioned though more as a monster template (A rather broken one) because the limbs had a chance of driving the host insane with the Elemental spirit bound to it.

So regeneration on equippment, is that like regeneration the spell? or does it just restore hitpoints (I.e. if you lost a hand, would regen gear slowly grow it back?)

I assume vampiric regeneration falls under that category too then. Vampiric Touch might be a bit different though, as the health is temporary. Or I imagine you could regrow your hand back, but when the spell's effect ends, it just falls to dust or whatever.

Temp HP don't regen and normal magical healing isn't regeration. Vamp Regen will heal cuts and scrapes but not an arm.

I also take it that the Regeneration off of a knight commanders Medicant aura isn't true regeneration either, just his presence meaning that his men can shrug off minor cuts, bruises, scrapes and the like and fight on longer?

Re. long-standing wounds/scars/etc... I have always assumed pretty much what the consensus here is, i.e. if you've had a burn scar for a long time then regen won't get rid of it. On the other hand, you could debride the scar (abrade it off) and then have a regen cast and you'd go back to how you were originally. This makes 'cosmetic surgery' (at least to restore oneself to one's original appearance) possible, but painful. But please feel free to disagree.
