Location: On a Disk, carried by four elephants, which stand on a gigantic turtle.

A man in red armor and the sign of a flaming blade can be seen quite easily in the lands near the Setek temple. He seem's to be inspecting the area, in particular the barren area's on the other side of the river from the Setek temple. He stays for a time, and leaves not long after, each time he is seen writing on his papers before leaving.
