Copies of these notices are hand-delivered to settlements along the Western Amian coast as far north as Uhm and as far south as the Delta.
"Friends,
As you all may have heard, war is at our doorstep. Major cities across the Mainland have fallen to the Arcanum, and the Amnish Naval Fleet stands ready to invade at a moment's notice. In light of that information, I cannot believe that our home will remain untouched for long.
I write this letter to extend Wharftown's protection to any one of our neighbors along the Western Coast. Unlike Kohlingen and Cordor, we do not have walls to shelter behind. In war, it is generally settlements like ours that are put to the sword first. I believe we all stand a better chance united than we do scattered as we are now. I propose that we combine our forces, and weather this storm together.
I know what I am proposing is not an easy thing to consider. Our homes are a precious thing, and the thought of leaving them to danger is not one many can stomach. But a home can be rebuilt- a life you can only lose once.
If anyone has any questions or concerns, I can be reached by letter or in person at the Slanty Shanty in Wharftown. I will also be visiting your towns in the coming days to speak with whoever wishes to about this threat- I am a human with white hair who wears Selune's symbol on my cloak.
If you choose to stay, know that your decision will be respected, and we will do all we can to help keep our neighbors safe.

Your hospitality is appreciated. While we will be preparing for the coming 'storm' ourselves, I would request you visit the Delta. I would like to discuss any preparations you all may be making in addition to our own so that we can work as cohesive neighbors against this foe on our doorstep. I extend a hand as well, to any that would seek to take refuge with us, though like you, we too have no walls... yet. I am currently working on that, as well as some other things but this can wait for your visit. I look forward to hearing back from you.

In the dead of the night, a pair of skeletal fingers takes the notice off the board in the Delta, rolls it up and puts it into a leather tube. The robed individual then slowly lurches towards the fetid swamps, followed by a swarm of large, odious flies..

Some days later, a letter is pinned up in the Delta, Uhm and Wharftown. *-*-*-*-*
Free Amians,
Clear wisdom is shown in the words written by Alanna of Wharftown and her gesture of good will is recognized by the residents of this Enclave. As all within our city may attest to, stone may be re-stacked, timber framed anew and the trappings of hearth and home restored. The threat which the Amnian fleet poses is but one aspect of a seemingly insurmountable enemy, and we must forge ties of understanding, conviction and mutual protection between us if we are to see our freedom maintained.
In this spirit, we once again extend the hospitality, the security and the freedom found within the Enclave of Tarkuul to each and every citizen of or visitor to Amia who would resist the threat of Collin Reyes and the Arcanum as we do.
Further, I invite any community leader or person of influence within the region who would see the works of Collin Reyes fail, to meet with me or the Council in my stead to discuss in detail what we may accomplish united.
With this offer we set aside all prejudice, in light of the threat that looms before us all, and encourage all free-thinking individuals to show the same courage and dedication in resistance of Collin Reyes.

In the Delta, the red haired woman takes the new notice tacked up and stuffs it in her pack. Unshouldering her bow and speaking a soft prayer, she heads north on the road to Wharftown. A definite purpose in her stride.

In Wharftown, a traveller quickly brings the letter to the attention of the Hands of Ieryn and the Temple of Selune, quietly advocating the removal of "Tarkuulian propaganda" as he calls it.
A week later the letter is disappeared during a particular guard rotation. Should there be a replacement, it is also disappeared during the next time that particular shift occurs.
