Two letters are delivered separately, though their contents are very similar, by a young Artificer in a worn blue longcoat. One is handed to the guards outside the gates to the inner keep in Kohlingen, addressed to the Lord Justicar, care of Ulrik Valis. The other is delivered to the office of the Minister of Health & Public Welfare in Cordor, addressed to Minister Xee. Both are sealed with a simple wax seal, bearing draconic runes which anyone versed in the language could read as "Dal".

*-*-*-*-*

Minister Xaviera Xee,

It has come to my attention that the blight which has been spreading across Amia, has finally reached the city of Cordor. It is my sincerest hope that the impact upon your city is minimal but all that I know of such plagues from our histories speak of how even minor illness can cause grave issues.

The availability of clean, pure water is always of concern when faced with such illness, especially in a city as largely populated as Cordor. To this end I, as an Artificer of Thoth, would like to extend to you, your Ministry and the citizens of Cordor the schematic for one of my inventions.

The Dal-Son-I Water Purifier is designed to take dirty or otherwise contaminated water and, through a combination of engineering principles and use of the Weave, produce clean, pure water suitable for consumption and cooking.

I would greatly appreciate the chance to meet with you in person to discuss this proposal in more detail, if it should prove of interest to you. My intention is to ask no payment for the schematic and training in building and operating the devices, especially in your time of need. However I would make one request, a donation to ease the plight of another settlement, which I shall gladly detail when we meet.

When you've found the time to read this letter, I may be reached at the Mayfield in Kohlingen.

Ranallas Atarel Dal

Lord Justicar Marinsbane,

In light of the recent plague that has been spreading throughout the Amian region, I must thank you for the diligence of the clergy and knights of this city. As a citizen of Kohlingen I feel secure in the knowledge that we live in safety even against such insidious and difficult enemies to combat.

However the continued threat to Amia as a whole and the news of the deaths in Winya Ravana have shown me the necessity of being as prepared as is possible for such occurrences. In this I believe that I have something in my possession that could further bolster this city's ability to defend itself and to care for its citizens during such strife.

One of the devices I have created as an Artificer in service to the Keeper of Knowledge, the God Thoth, I have dubbed the Dal-Son-I Water Purifier. It is designed to take unclean or contaminated water and through the use of a merging of the Weave and engineering principles, produce clean, purified water. While the clergy of the Triad is of course perfectly capable of performing such feats through the blessings of their Gods, it is something that would be one more strain upon them in the event their prayers and healing were needed to directly combat a plague.

If you find the idea in the least intriguing I would like to meet with you or one of your aids to discuss the matter further. I intend to ask no price for the knowledge to build the devices and the training on how to use them, as it would be for the betterment of all citizens of Kohlingen. However I would request that a donation be made to aid a settlement that has not fared as well as Kohlingen over the past few months, which I would gladly discuss in person.

As I have yet to find permanent housing within the city, I may be contacted at the Mayfield Inn should you be interested in meeting with me.

The Kohlingen letter would be delivered to the Justicar by Ulrik during a brief morning chat, soon after the tolling of the eight hour the morning after its delivery. The envelope would no longer bear its waxen seal, evidenced that it was already read. During the chat, the court wizard would give his recommendation to the proposal contained therein.

"I know the artificer well. He is Tuomas' apprentice, and a rather gifted student. I think the offer has merit enough to consider. Would you care for me to handle the details, or, do you want to meet him personally?"

Bill Jordan at Mayfield's would be contacted by a long-time resident of the city for information regarding the writer and, if his answers speak well of the Artificer, would lead to a meeting at the tavern itself.

// PM me to arrange a time to meet IG

*And apparently, delegation works. A report is submitted to Justicar Marinsbane, with a copy sent to Lady Cystana.*

Justicar Marinsbane;
Lady Cystana,

I have spoken with the artificer Ranallas Dal regarding his proposed water purification device. It is my opinion as court wizard that the device is of sound design. Further, it is my opinion that such a device creates for the city of Kohligen a redundancy for the public health and well-being. Whilst blessings of the Triad can impart clean drinking water, this device does not rely on the continued efforts of the clergy. In the event of such an emergency, the clergy might then devote their efforts and prayers in other ways necessary to the safety of the city and people.

The capability of the device is as follows:
- Twenty one gallons of water purified per minute. Essentially, thirty-thousand two-hundred and forty gallons of water per day.

It is assumed that in an emergency situation, a minumum of one gallon of water per citizen per day would be required. Therefore, this device is estimated to be capable of providing sustained and clean drinking water for over thirty-two thousand citizens a day.

Naturally, a source of water to purify is required. However, tainted, unclean and even sea water can easily be rendered pure. It is my recommendation to city engineers that the device is placed somewhere near the fountains and canals of the temple of the Triad. This gives the device a ready source of water to purify in a central and defensive location within the city.

Further, I recommend the device have a militiaman posted nearby.

The artificer Ranallas will provide documentation and training in use of the device to city officials.

The cost of the device is estimated at two-million gold coins. However, given the potential for increased public health and welfare, I offer to provide funding for the project in its entirety, sparing city coffers the burden. The least I can do in return for the hospitality, friendship, and support Kohlingen has offered the Monolith refugees in its darkest days.

In summary, this proposal has both my recommendation, support, and financial backing.

`Ulrik Valis
