Sir minister and associates,

As a civilian of South Cordor, having watched the progress in containing street crime and rennovating the infrastructure of our neigherborhood, I speak on behalf of all South Cordorians to say, we are grateful. Yet, uncertain.

The increasing number of guards, bureacratic support and media attention has made South Cordor of a bit of a landmark, which is not the concern, but rather, we small business owners who through our trades, have known no other form of income. Though government jobs are no burden on the people in my neighborhood, the fear of losing their small businesses through competition with the republic is.

I, Rudolph Langston, would like to commence an agreement that could be reached through the state of Cordor, by opening the first people's bank of South Cordor. By lending and securing to these small business owners, we can help ensure the safety of local businesses from government suspension. That is not of course, against the benefit of the state.

By opening a competitive market, total revenue for exports may infact flourish for the city, as well as gaining internal support from citizens through the under appreciated, under-funded goods and services that the people of Cordor have spent their lives tending to for their respective self-interests.

My inquision to you, is rather one of instruction: What are the fiscal restrictions and freedoms of small businesses, and on what terms must my prospective bank and company submit in return to the Commonwealth's treasury, before applying for any large loan.

If my inquiry seems still unapproachable, it would be my pleasure to meet you in person for say, brunch, to better discuss and iron out the details of the fiscal responsibility of the state, and businesses in the Commonwealth of Cordor.

Thank you again for your time,
Rudolph Langston & Assoc.

A letter is returned from Penn E. Pincer, 1st Class Clerk of the Ministry of Finance, explaining that the most important step before even purchasing a small business license for the purposes of opening of a lending and credit operation, or culling state-sponsorship for it, is to acquire a Certificate of Citizenship.

I have checked and rechecked our citizenship records and I cannot locate any census documentation for Rudolph Langston. Please amend this promptly.

*Rudy grumbles and walks back from Central Cordor with a copy of Census paper 20B.
