Field Marshal Johnson can be seen at the edge of Cordor, bribing anyone that comes up to him to put up posters that read the following:
In light of recent statements made by Speaker Maximilian and the general anti-adventurer idiom being pushed on the common people of Cordor. I have authorized the diversion of 1.2 million Crowns worth of gold and coinage previously slated for recruitment and arms acquirement to be donated to the city of Cordor.
Should the city wish to accept this donation there are several stipulations, which are as follows:
1) The funds will only be turned over to Bursar Warrick of Cordor, and are to be used solely at his discretion. In my dealings with Mr. Warrick I have found him to be an honorable man.
2) The funds MUST be used in a manner that is beneficial to both the common man and the adventuring class. I believe that both classes must work together to achieve prosperity, and that tyranny against one will inevitably lead to tyranny against all.
3) The funds MUST NOT be used to benefit the Cordor military in any way whatsoever. I will not have my good intentions used to equip an army that may well begin an all out civil war within the city.
If my offer has been accepted, or if there are any lingering concerns or questions, I can be contacted at the Mayfield Inn in Kohlingen.
Sincerely,
Field Marshal Richard H. Johnson, Branded Legion of Amian Conscript Knights

*A certain black-haired guard is seen walking up to one of the posters, nabbing it from the wall.. reading over it, and muttering as she walked off.*

Several citizens of the Commonwealth pass by and lend the man an ear, listening to his story and reading the posters, and although very few accept money to put them up, they walk off dubious...but thoughtful.
One of the people who does accept a small bribe to take a poster is a government clerk. He nods, smiles, thanks the man for his consideration towards the Commonwealth, and takes the poster back to the Commonwealth Center with him.

Vrok can be seen going into the Nomad with a considerably lighter wallet, grumbling about something under his breath.

Two vastly contrasted figures can be seen walking around outside of Cordor's boundaries, talking animatedly
Vrok: Da city say anyting yet about da moneys?
Richard: Ah, not yet Lump, I didn't think they would anyway.
Vrok (a little happier): Oh, den can I have da moneys back now?
Richard: Maybe soon, I said ya'd get it back, didn't I?
Vrok: Yes. How soon doe?
Richard proceeds to facepalm as he quickly changes the subject to fighting, one of Vrok's favorite subjects.

Publically, the Commonwealth government remains silent.
