"To the High Imperceptor of Bane,
Gorthod is willing to meet to negotiate an exchange for the safe return of his own in Wiltun, a neutral territory."
The note is unsigned but posted prominently, in large, careful handwriting.

The High Imperceptor lives in Mulmaster. Any who claim that rank here are liars, and frauds.
Just a note.
Katsumi makes no secret of leaving the note, though whether it stays up or not seems not to matter to her.

Fredrick would ignore the addition to the orginal post, tearing down the first and pocketing it before he moves back down to the cells.
