A notice found in Wharftown, with signed name circled, and "B L A C K" circled is sealed up and delivered to the Commonwealth of Cordor's Main Hall and the Cordor Guard Watch House in a envelope, with an accompanying note.
"Just thought you'd want to know."

If, and only if, any notices posted by The Branded Legion of Amian Conscript Knights, find their way to the hands of a certain Wiltun Knight, they would promptly destroyed.

Any in the area of Uhm or the Mercenary Encampment are quickly removed stuck together, then pinned to the local bullitin board, attached to each is following message.
"Littering the Areas of Uhm or the Mercenary Encampment with frivulous posters will not be tolerated. Post these on the local bullitin boards. Anymore posters placed elsewhere will be collected and burnt."

Any notices found around the environs of Eilistraee's Shrine are likewise removed and destroyed. If repeated attempts to place them are made (inside the Shrine grounds), those doing so would be asked to leave and their appearances noted.

After receiving the notice from someone in Wharftown, it doesn't take long for the Commonwealth government to mobilize an information campaign that sweeps from the south end of the island to the north, mostly by word of mouth in the vast web of merchants run by the Cordorian Merchant's Guild, but also through the five common ambassadors in Kohlingen and a few well-placed bits of documentation.
Anyone caught having any affiliation to the terrorist organization of BLACK, even if only by contract for services rendered, will be considered both in part and in whole a member of BLACK and be treated accordingly within the grasp of the Commonwealth of Cordor.
Though they don't appear in any formal advertisement as a threat, words like "hanged", "drawn and quartered", and "stoned to death" are close on the tongues of non-affiliated observers, describing what might happen to a BLACK terrorist.

A little tiefling rogue holds the notice and, after a laborious effort deciphering what it says, promptly bursts into laughter. While she more than fits the description of what's wanted, she shreds it and dumps the bits into a trash bin.
"Ye gotta be barkin' barmy mad, puttin' out notices li' some kinda gang. Don' take none ta' that aroun' here...."

Any notices found on or around Bendir Dale lands are promptly removed and destroyed in a bonfire north of the river with a small party of hin in militia colors laughing and making jokes about the idiocy of taller gangs.

On one of his meandering walks around the Island, Taelar comes across one of the notices and snorts.
"Like roaches, they always come back."
He tears down the posting and crumples it into a ball before tossing it aside. He does similar to any other postings he comes across while wandering.
