Sir, i write in reply to thy warrant for arrest. I have tried to hand myself over for questioning and review of my case on multiple occasions but the normal guard on duty feel this matter is best dealt with by a member of the adventuring guard. I write in hopes that i might hand myself over directly to you for questioning, as i would be happy to do just about anything to get back in with the city i was raised in. I intend to retake the citizenship exam someday, i just want to resolve this issue and prove to you and the commonwealth that i can do right by it.

*A letter is left with the guards at the gate, Sammy would be dressed in fairly fine clothing and explain to them that it was a mistake a while back when the city had some security issues. He is just a guy who wants to be a citizen again and be part of his home town once more. Hed ask the copy's of this letter to be given toe whoever is in charge of the guard now and any city official that might deal with such matters*

The name is Sammy black, some time ago i was escorted from the city for poking my nose around in the Nomad in apparently when it was not welcome as some guards would not let anyone inside. Seeming it was so long ago and the city seems to have calmed down somewhat i was hoping seeming i was born in Cordor in the orphanage that i might be able to come home again. This is the third time i have tried to partition the city to allow my return home. Please see it in your heart to allow me to at least plead my case.
