A simple note was attached shortly thereafter.

It wrote:
It would be my very great pleasure to test my talents against your enemies.

A certain tribeswoman most of the allied forces may know as Ingrid looks at the notice with a tilted head. She seems confused, going over it again and again before finally a mumble about being unable to read can be heard. She then asks a nearby person(s) to read it for her.

If done so, she'd inform the Dwarves that she is an ally of the War Knights, and would tell them to speak to Hallvardr should they need a reference. Also mentioning her name isn't mentioned on the board because she doesn't know how to write yet..

A rather road-weary (or perhaps sea-weary would be more accurate) man would step onto the docks when next a ship set in to the Brog port. Simple brown traveling leathers over a plain cotton shirt would be accompanied by a matching brimmed hat, and despite the lack of winter clothing he would seem relatively at ease within the cold of the climate.

Walking up at a measured pace to present himself at the watchtower that has been set up, he would read the note and wait for one of the dwarves within to take notice of him (if they hadn't already).

Ah, good day sir. I was hoping that you might make an exception today, motioning to the notice, for a courier of the Commonwealth?

Runa would come to the gates, if there's long holdup on the matter.
"If you need to deliver the message, inform the guard who is the message for and one of them will escort you to the person or camp where they are currently situated. If message is for official or citizen of Barak Runedar, simply leave it with the guards and they'll deliver it to the Citadel. I'm sorry for these precautions, but such is decision of the Chair of Military."

A war embroils all manner of men and women. Some of them seeking to help their allies, some of which defending their homeland. Then there were Mercenaries; the kind that would lend their blade for a bag of gold but never leaned towards one direction or the other. They were unpredictable, but the good ones could be invaluable. (Level 3 Mercenary is my character's job class. As well as a Weaponsmith.)

A letter was filled out, the writing was legible but not drawn out with long words and clever speech. "Man o' Gold, Zach Tannariin, holder o' the Tannariin Titan offers his services, fees apply per day or per week for long-standing war. Transaction o' funds may take place at my employer's discretion. Sen' word to the Long 'n the Short 'n Cordor South if'n yeh want ter discuss business."

a small figure in a heavy cloak and robe with his hood drawn up approaches the gate, a letter in his hand that he hands to a guard at the gate. In a slow and deliberate measured voice he speaks as clearly as he can with his throaty voice "please provide this note to your council for consideration"

the note is sealed and addressed in a fine runic script, those that knew such things would be able to clearly see written in draconic the words "for consideration of Barak Runedar's council"

the small creature simply retreats after handing over the letter, the greatest clue to his race under all of his heavy clothing being the slight oversight of leaving Kobold shaped footprints in the snow as he retreated
