No reference is added for the Ussen d'Vhid housing project, probably because it's not a public matter and the citizens aren't involved, but it is infact more than well underway if one looked around the area.

One cycle the Sorcerer can be found standing near the public poster of the overview board. He looks perplexed and seems anxious, he holds an updated copy of a map in his hands as if he is ready to put up an update for this cycle but hesitates.
He moves back to the vanguard headquarters, then back to the board again. This time he is holding two maps and looks even more anxious.

It is quite clear that he has been given contradicting orders...
