Hello,
I hope this is put in the correct forum, since it is a question about the rules, a suggestion and a plea to make it easier (if it really makes a difference, which I definetely think it does).
Bans in cities. First a few examples. Is worship of Bashaba banned in Cordor? Are Drow and kobolds banned in Cordor now or not? (since everyone says something else) Are the ban lists up to date even though some weren't updated in a while? Is anyone banned in Wharftown? (That point might need stickying) Bans in Caraigh? If someone figures out that my character is a banite, will someone tell me or do I just have to walk around in Cordor until someone complains? Some questions might be more clear to some, but I do mean them seriously.
And by the way, are Palemasters banned in Cordor? This is the question that is bothering me most, since if they are, You are banned from pretty much all the big cities, which would make sense, but it'd be terrible for RP, since you are just allowed to run around in the wilderness, empty Tarkuul, Belenoth, and some other out-of-the-way places...

Now, after clarifying WHY we need a change, WHAT I would suggest: It would be great if there was a sign, like in Kohlingen, in front of every city (and I mean somewhere my character won't be bothered even if he is banned), what says who is banned, which I agree can be difficult, since new groups might be difficult to handle. Nevertheless, things like banned races shouldn't be too difficult. Or you could just keep the ban lists on the internet, but it would be great if these were updated by editing the actual post and not just adding changes on the bottom.

So, thanks to anyone who read this, I'd love to think what other people think about this too. Again, I'm sorry if this is in the wrong forum.

Mechanical racial ban is just that. However you can ICly get banned, for example if you walked around in Kholigen talking about how nice Bane is you'd likely get tossed out of worse, that you'd have to deal with that IC. If you're a palemaster then cover your arm and put on your best perfume! Do however collaborate with a DM before going anywhere you know you are banned from. If you don't remember then you probably need to keep some notes about your characters actions so you remember them for future reference. The journal is a great place for that, the free-text journal is a text-file in your localvault with the same name as your character.

The thing thats bugging me is the fact that palemasters are NOT officially banned from Cordor according to the laws. Just like followers of Lolth, Kurtulmak or Beshaba. Kohlingen is actually the city that has the best laws IMO because they actually ban all of these. According to these bans a palemaster/white dragon disciple of Mask is allowed to preach what a great god mask is and cannot be kicked out of the city for that.

Cordor and Kohl are different cities with different IC laws and different mind sets. All your issues are something that would have to be resolved or changed IC.

Palemasters are indeed, not banished from Cordor. Same with Lolth (though drow need a permit for South Cordor now, used to be East+South, but that was changed), Kurtulmak, and Beshaba. Kurtulmak and Lolth may be a bit jarring, though kobolds were banished from Cordor for a while before some IC effort was made to undo it. Beshabans have never been banished from Cordor to my knowledge.

Cordor is at it's heart, a trade city. They may not like all the freaks that come by, but they're willing to tolerate them unless they get aggressive or detrimental. There's a difference between allow and like. Palemasters might get ugly stares and wariness from the guard, but they're not about to get aggressive, especially since Tarkuul aided them in the fight against Amn. They're different from Kohlingen though in that the banishments are done out of a desire to not get attacked constantly rather than on moral principle.

The groups they have banished got that way because they did indeed, get aggressive with Cordor and caused extensive damage. The church of Bane declared war and put the heads of Cordorian Merchants on poles, and before that had done a lot of murders in the streets. The Thayans torched the orphanage. The EO was banned for a while because of repeated things like throwing hellballs in the streets and publicly burning suspected necromancers.

A few cities do have signs in game stating who is banned or have 'racial gates' which are scripted not to open to certain races such as Barak Runedar's which blocks PCs of races which the dwarves don't be liking, which is most.

The rules section does have this which clarifies a lot of questions.

Banning the worship of Beshaba seems to me like a borderline suicidal idea. Having bad luck as her portfolio gives her a lot freedom when it comes to making life hell for those who antagonize her (most other evil deities have to act via their mortal agents).

You could do that in Cordor and see how far you get, I guess - my guess is that, even though it's not explicitly listed as "against the law", after awhile the guards tell you you're disrupting the peace, and tell you to put up or shut up - "putting up" in this case means you spend a night in a comfy cell.

The ban list says drow still need either a permit or an STU escort to go to east...
I heard that the ban for drow as lifted, but either is didn't get updated or not actually lifted, which I think is a bit confusing...

And by the way, why is Velsharoon banned? I never heard of any radical velsharrans IC...

There was ages ago (Long before my time), and no body has made any IC effort to lift that ban since. Though the Temple of Velsharoon is now trading with the Waukeen temple in Cordor, that's about it I believe.

And my character is of the belief that, due to the current make up of the government, that any attempt to lift the ban would fall on deaf ears. (Mostly do-gooders who despise the undead, etc)

I'd also like to point out that so long as your character isn't known and isn't brazenly wearing anything blatantly symbolic to a specifically banned deity, you should be OK to walk freely. (Disguises, not even carrying the symbol of Velsharoon and subterfuge is what helped Laura secure the trade agreement between Tristana and Ramin in the first place!)

The Velsharoon ban was done before my time, though as I understand it, it was largely the effort of certain more radical parts of the church of Lathander's doing, coupled with some known historical cases of troublesome Velsharoonites (Mathan Wayne and Nathano Darkfire, specifically). That one if it's still active would be among the easier ones to appeal.
