There's currently no supported Neutral Evil fiend, AKA Yugoloth, deities. I imagine there may not even be a Yugoloth that one COULD worship. But...

Is it allowed for a demon or devil worshipper to be NE, play around with Yugoloth, and do Yugoloth-type things? Barter between the devils/demons for their own gain, for example?

You can select the closest deity and RP it as the one you selected. This is currently done alread y people picking most devil or demon princes not in the mod, or dead gods like Bhaal, Moander, and Myrkul.

The oinoloth is simply the most cunning yugoloth, who acts as a general.

The only thing above them are the baernoloths, which are reclusive and enigmatic schemers who largely are so unfindable even ultroloths think they are myths and lies. (They exist, but are far from deity power, even killable by mortals.)

Yugoloths are a godless race. So much so they refuse to become priests.

Actually Anthraxus has a group of bodyguards that are Baernoloths, and they are credited with helping him ascend to power. So not all Yugoloth regard them as myth ;)

Anthraxus also does appear to have a cult following of priests he grants powers to, according to the wiki. But they have diseased/disfigured shape usually.
