Do you need DM permission to create a Minor Noble Char and House that is not located on Amia Island and has no prior Influcene upon Amia Island? And if so what DM do I speak to about applying for one and what Criteria are they looking for exactly?

You do require approval to play a legitimate noble provided they are not a drow or a mulan (which are special case nobles given the very different cultural implications of being a 'noble' in those societies). You should speak to all the DMs in a request of some sort and they're looking for the background of the character to affirm it is lore-compliant and reasonable, as well as a reason for the character to be a noble besides player-whim. That is to say they want to know why it must be a noble to foster excellent roleplay and facilitate a particular character you have in mind.

You need a full approved request for any nobility, like Bini said, that isn't Drow or Mulan.

Comb through some of the old requests, and see what they did that triggers something for you, to help you write your own.
