Is this meant to 'doom' non party members within it's area of effect, ive tried searching but to no avail? |

Yes it is. Within the area of effect enemies receive -1 to attack rolls, damage rolls, skill checks, and saving throws. This is in the spell's game description, so it is hard to miss. |

Well, most, if not all spells that has debilitating or damaging effects will affect non party members. You just have to be careful when using it. |

The thing i dont get is that it states 'enemies' suffer the penalties... i thought enemies were only the red hostile instances, not the general folks you meet. |

Some spells affect neutrals and hostiles, others only affect hostiles. Doom and Prayer are two spells that will affect neutrals. |
