Does the cleric prayer still have a cooldown? If so, how long is it?

Should't it be reduced depending on how many Cleric levels you have? I read that somewhere

Like 60 -1Min/Cleric level.

No. The effects already get better as you gain cleric levels. If prayer was available more often on top of that, well that would be unbalanced.

Yeah, the prayers aren't meant to be used over and over, really. They're more for special occasions.

Not a good idea. You think clerics should be phoning it in for blessings every few minutes? These aren't spells, this is a direct call to the diety for a blessing. If I were your diety and you bugged me for blessings too often I'd simply snag the nearest Epic sized lightning bolt and strike you dead to teach you to respect your elders. In fact, that's my counter suggestion: if you request a prayer before the timer resets you get hit with a Greater Ruin.

Clerics already get significant bonuses on prayer that make it much better than non-cleric praying. Shouldn't boost it further.

Instead of 1/RL hour, why not 1/day IG? By that I mean 1 prayer per 24 hours in game. Which is 48 minutes IRL. Makes sense IC, and works as a nice compromise! :D
