What causes your conjure emote to be able to create VFX? I have a blackguard and he seems to be able to do it randomly.

It's the last spell you cast. When you conjure emote, it will show the VFX of the last spell you did.
And actually, you don't even have to finish the spell. Just start it, then click on something else (ground, move around, etc) where it negates your cast and it will use the VFX of that spell as well.
Edit: This works for Feat spells and abilities as well, ie VFX's from Cleric Domain powers, CoT's Wrath.

It's not only cast spells, it's actually the least spell effect you used period. If you're a noncaster and use use an item that does Bull's Strength, then conjure, you'll have the VFX.
