Regardless of whether or not quivering palm should be buffed, the PM touch attack is not OP at all. Quivering Palm needing to be buffed should be a separate topic.

MY own personal view on the arm balance wise after having taken a look into it some is that I would actually advocate for upping the save DC even higher but also having death immunity effect it as well. This I think would be a nicer balance in that you have ways to prevent it effecting you but then on the flip side if you don't prepare those or have them dispelled and aren't concerned enough to reapply them then the attack SHOULD have a very good chance to kill you unless you roll amazingly well.

Lowering DCs tends to make death powers feel lame but not having any way to prevent it makes it OP, that why I advocate for the all or nothing type balance for them as it also adds in some more strategic elements to combat.
