For the assassination, only do it when there is a DM on that you can tell about it. Otherwise the mark will suddenly decide that the goblins they make doormats from warrant their casting every spell in the book. Very few people will act IC and pretend they don't have super psychic PvP detection.
As to the GS issue; I think the idea is that it saves you from insurmountable odds. Time stop was the 'buff fast' spell as I remember. Using GS for spying is utter crap, mainly as there is no way of telling if the ones you are spying on are hostile.
What if they expected you to be there and were giving misleading information? They would then want you alive and you, the spy, cannot be assured of that. You want to be unseen, use an illusion spell.
I think the spell is intended is a protection not a tool of attack. By that I mean that it should offer no protections unless the other person is both aware of your presence and hostile in intent.

I doubt the server would allow for it to be like that, sound, even though I do agree with you that the monster races should be feared and should be hated. "But of course you are only picking on them because of there skin tone! remember there are good ones too, let the deed not the race speak." I have heard so many variations of that when I have gone after monster races or things that my sun elf hates.
I would like to see the underdarkers more feared but most of that has to come from IC action to try and get people to stop thinking with modern notions. Look at Winya, before they used to have a drow resident, the players have changed it so that winya does not like drow as it used to do.
But the biggest problem with your idea is that people would whine about griefing. Imagine going afk and someone just kills your charachter. it is because of that sort of thing that this probaly wouldn't be happening in the near future.

Only do it after the DM you contact agrees that the mark's done enough to warrant...um...a death warrant, and then it's open-ended. In theory you could wait a year, but that's a little twunty.
I think that's what the DM involvement is for: it's so twunty people can't assassinate you because you didn't lick their boots in apology after bumping into them in Cordor East. Which is an OOC hitbox issue anyway.

My apologies, it would seem I didn't phrase myself correctly. The part before the ellipsis was supposed to be facetious/sarcastic - perhaps inverted commas should have been used.
It was meant to represent the excuse of a number of people who hate the thought of that kind of RP, which is why I don't think it will suit this server because too many people will whine.
I'm glad I inadvertently gave you the opportunity to exhaust your stockpile of expletives, though :P

Now, I would be a silly person to even try to suggest that going by time spent I'm more of a roleplayer then powergamer, but even I don't buy that RP-lite bulechada. When I'm done with throwing bosses around, I've no interest in wasting my time with any of that carebear guff, and no-one on the staff has ever tried to make me. A minority of players have suggested in varying degrees of subtlety that I should, but I've at best ignored them, and at worst done the same again in precisely the same circumstances until they got the message that assuming RP-lite will not save you.

That's the issue though. It's just a matter of casting GS and then buff, no?
GS would be fine, if you didn't have more time to cast it than it takes a dwarf to charge you, when he has to chat with you, threaten you and give you an IC way out, it's still very close to an "I Win Button". Sure, there are some counters, like that floating sword, but still. Necromancers should be so damned afraid to be found out, that only the most insane ones would dare to trot around inside Brog wearing pure black and that skull helmet!

Not aimed at anyone specific but isn't 'RP-lite' a loose translation to 'poke-giggle pussy'? The I wanna be Dritz with a half drow, one quarter dragon, one eight devil, the rest sex golem, paladin of jesus, who gets along well with everything while being feared by everything else characters?

What about removing the sit and buff ability from GS? Unless you have GSF Transmutation you can only cast one spell while in GS. If you cast two you are visible but not attackable, if you cast three then your 75% concealed?
Right now it's like HIPS but way better. Once a mage gets their good summons out there in an encounter then they can pelt the aggressor with deadly magic damage. If the summons dies, pelt out another summons and get back to it. Make spell planning way more important

How about just ditching the explanation in rules and lore and switch it to "it works like it works and it's all magic"
GS hides you very well, but any means to drag you out of it or attack you while you are in it are free game as long as you stick to PvP rules (so no setting to neutral before you attack, in order to see the GS'd person. PvP should always be done hostile vs hostile.)
There's no need for a further nerf, the fact high end summons make you lose it was a good thing; But no need to lower it's use even below party-buffing/support.

My opinion of GS - remove the current nerf and make any spell cast cause it to drop to imp invis.
And I speak as someone whose entire line of characters depend on GS.

Correlation does not beget cause, but once you hit ~90% one starts following the pattern anyway.

I think that if the other DMs posted more regarding these matters (more than you do, or at least in the same amount you do), then people would learn that your word is not the law.

If there was a hunting party based and organized according to the roles/personalities of the DMs, Tormie for certain would be the paladin: fearless, daredevil, jumping ahead while his friends wait for the foes to be focused on that crazy guy who jumped and startled them, and only then they would charge.

You restore life to a deceased creature. You can raise a creature that has been dead for no longer than one day per caster level. In addition, the subject’s soul must be free and willing to return. If the subject’s soul is not willing to return, the spell does not work; therefore, a subject that wants to return receives no saving throw.
Coming back from the dead is an ordeal. The subject of the spell loses one level (or 1 Hit Die) when it is raised, just as if it had lost a level or a Hit Die to an energy-draining creature. If the subject is 1st level, it loses 2 points of Constitution instead (if this would reduce its Con to 0 or less, it can’t be raised). This level/HD loss or Constitution loss cannot be repaired by any means. A character who died with spells prepared has a 50% chance of losing any given spell upon being raised, in addition to losing spells for losing a level. A spellcasting creature that doesn’t prepare spells (such as a sorcerer) has a 50% chance of losing any given unused spell slot as if it had been used to cast a spell, in addition to losing spell slots for losing a level.
A raised creature has a number of hit points equal to its current Hit Dice. Any ability scores damaged to 0 are raised to 1. Normal poison and normal disease are cured in the process of raising the subject, but magical diseases and curses are not undone. While the spell closes mortal wounds and repairs lethal damage of most kinds, the body of the creature to be raised must be whole. Otherwise, missing parts are still missing when the creature is brought back to life. None of the dead creature’s equipment or possessions are affected in any way by this spell.
A creature who has been turned into an undead creature or killed by a death effect can’t be raised by this spell. Constructs, elementals, outsiders, and undead creatures can’t be raised. The spell cannot bring back a creature that has died of old age. Material Component
