Is it an accepted request to change the body type of a race? For instance if you wanted to play a human who had dwarfism (i.e. achondroplasia) would it be acceptable to request a halfling skin with human stats? Similarly, what if you wanted to play an exceptionally large human, could you request a half-orc skin? Or would you be better off making a request to make a halfling that is actually human, since the halfling racial ac bonus in pnp comes from being a small size character and an achondroplasiac dwarf would technically be a small character?
My understanding from the requests forum is that reskins cost 10 DCs, so I assume if these kinds of changes are permitted that they would cost this much?

Yes, that is exactly what the 10 DC permanent skin changes are for. In fact, if you do not request it and you instead simply play an elf and pass yourself off as a skinny human, we will force you to rebuild unless you pay for the skin change.
